ROLE PURPOSE

 

Refugees in Rwanda face a hazardous food security situation as a result of their limited livelihood opportunities, notably their lack of access to land for cultivation, and are therefore mainly reliant on World Food Program (WFP) food and cash assistance to meet their food and nutrition needs.

Plan International Rwanda has secured funding from WFP to implement the fifth phase of the project entitled “Promoting Nutrition Education and Counselling Support in Six Refugee Camps in Rwanda” and seeks to recruit the Project Manager.

The Project Manager will provide overall management and supervision of the WFP project activities in liaison with other project staff and the target beneficiaries to ensure that the project’s objectivities and results are achieved in a timely manner and according to the agreed standards in the project framework and in the grant agreement document.

 

 

Dimensions of the Role

 

The Project Manager reports directly to the Emergency Response Manager. The Project Manager directly line manages seven staff (Nutrition Officers located in camps). S/he manages a budget of approximately 200,000 EUR for a period of 9 months with possibility of extension. S/he may manage other incentive workers as necessary. S/he oversees the management and implementation of all WFP activities in collaboration with the ERM, the Business Development Manager, Communication and Advocacy Manager and other Program staff. The incumbent is a member of various thematic networks and participate to the development of various reports including media reports at country, regional and global levels.

Accountabilities

In collaboration with the Emergency Response Manager (ERM), s/he will:

Directly line manage and supervise 6 nutrition officers;
Oversee the proper and timely completion of the “Promoting Nutrition Education and Counselling Support in Six Refugee Camps in Rwanda-WFP” project activities before the end of the grant in line with the budget and work plan;
Contribute to the project planning and design for activities with implementing partners, including contributing to the budget, project description and work plan, and supervising the development of POs in SAP;
Supervise and ensure that the nutrition officers develop camp-based work/action plans aligned with spending plans for each result;
Oversee the implementation and expenditures of the project by working closely with the grants accountant and the ERM;
Ensure the review of monitoring and data management by the M&E officer and the review of progress and final reports to donors to ensure program quality and achievement of targets, results and objectives;
Provide technical support by means of advice and training to the emergency staff in the area of child protection and adolescent girls programming;
Provide organizational support to the teams in the camps and monitor implementation of activities by undertaking regular field visits and on-the-job training;
Attend and participate in sectorial coordination mechanisms with other implementing partners at Kigali level, including participation in (technical) meetings for emergency response in the area of nutrition;
With the support of ERM and the Business Development Manager, design innovative projects and scale up WFP to increase local and external income as well as to reach more vulnerable children/youth;
Ascertain that Program Quality Policy and procedures are included in project management and ensure their mainstreaming in programming;
Ensure services are gender-sensitive and child-friendly.

 

Qualification and Experience

 

University Degree in Management, social sciences, development studies, economic development or related fields. Master’s degree preferred.
At least 2 years practical experience working with INGOs under Nutrition, economic empowerment or related programs at management level.
Experience working in a refugee context preferred.
Working experience in a similar role in bilateral organizations or INGOs.
Proven experience in managing a large group.

Strong leadership and management/supervisory skills; ability to work individually and within a team with limited supervision. A self-starter.
Good budgetary and financial planning/management skills.
Good analytical, problem solving and project planning skills.
Ability to communicate clearly, effectively and strategically with internal and external stakeholders as a representative of Plan.

Strong skills in monitoring, evaluation, research and conducting participatory, community-led assessments.
Excellent community mobilization skills.
Resource mobilization skills, ability to design effective concept notes and manage relationships with donors.

ROLE PURPOSE

 

 

The Child Project Coordinator is in charge of all child protection activities in the camp and will directly report to the ERM. S/he acts as Team Leader and works closely and in collaboration with the Child Protection Officer(s) and other casual workers and consultants as necessary. The Child Projection Coordinator will be responsible for the design, implementation, monitoring and evaluation of all child protection activities in refugee camp in Rwanda. In that line, he/she will provide strategic guidance for the child protection interventions and play a coordination role with other camp level actors and work in close collaboration with other Child Protection Coordinators in other camps.

 

Dimensions of the Role

 

 

The Child Project Coordinator reports directly to the emergency Response Manager with a dotted line to the Project Coordinator based in Kigali. She/he is a case manager together with the Child Protection Officer and s/he acts as Team Leader of all staff, casual workers and consultants based in the camp level and working on Child Protection Project. She/he is responsible for camp budget management and spending in line with Child Protection.

 

 

Accountabilities

 

 

Ensure project implementation in the camp is in conformity with UNHCR and Plan International’s standards and policies.
Oversee the overall financial management of the project in the camp in collaboration with the grant accountant and Project Coordinator.
Coordinate implementation of activities to ensure there is adequate sharing of information between different actors of the project.
Develop narrative and financial project reports to make sure they are in accordance with the required reporting.
Maintain relationships with local government, partner NGOs as well targeted schools/institutions to promote the efficiency in project implementation.
Participate in the preparation of the project annual budget for efficiency purpose.
Ensure that fixed assets are adequately maintained, inventoried and are only for the project official business to avoid mismanagement.
Facilitate the capacity building of partners and youth to increase best practices in child protection and strengthen community based child protection structures.
Compile information and relevant data to share them within and outside the country.
Collect evidences and stories to make the project visible.
Manage Child protection cases together with the Child Protection Officer(s).
Manager Child protection referral pathways to other partners.
Manage sensitization activities, campaigns and community mobilization initiatives.
Monitor all activities in line with child protection; provide regular reports and updates to Emergency Response Manager and Project Coordinator and other actors/stakeholders.
Coordinate effectively with field level UNHCR, stakeholders, MINEMA, district officials and other partners.
Play a leadership role in camp level coordination processes.
Manage Best Interest Assessment (BIA) processes and works closely with UNHCR for the Best Interest

Determination (BID).

These full time Nutrition Officers will be required to oversee the coordination and supervision of all nutrition education sensitive interventions within WFP funded project in refugee camps.

 

Dimensions of the Role

 

The post holder reports directly to the Project Manager. S/he is responsible of overall implementation of the project activities within workplace, collaborates with the partner organization staff at field level and other Plan staff, and reports regularly the project progress to his/her supervisor. This position will be a fixed term contract with possibility to renew (contingent on renewed funding).

Accountabilities

 

 

Implement the overall project activities which include but not limited to:

· Participation in camp budget preparation;

· Participation in quarterly project review workshops and in pre-test of monitoring tools;

· Ensures that project administrative processes are carried out in conformity with the agreed standards and policies, to ensure alignment to the project objective;

· Facilitate information sharing and coordinate activities among project stakeholders/partners at the camp level;

· Prepare project reports in line with agreed budgets and activities;

· Responsible for the field verification of project budget expenditures to ensure that project funds are spent as planned;

· Responsible of all activities related to Nutrition Education project;

· She/he will act as the focal point person for the project within the camp;

· Supports project implementation in the camp to be in conformity with WFP and Plan’s standards and policies;

· Facilitate community dialogue sessions and manage community sensitization campaigns;

· Work collaboratively with UNHCR, stakeholders, MINEMA, Police, district officials and other partners.

· Supervise nutrition animators work;

· Assist in the implementation, monitoring and evaluation of the WFP project;

· Assist the gender responsiveness and gender mainstreaming components of the project;

· Facilitate different trainings of beneficiaries;

· Document lessons learnt, success stories and/or challenges about the project;

· Facilitate the integration of program and CCCD activities in the field;

 

 

 

Technical expertise, skills and knowledge

 

Qualifications and Experience:

 

Bachelor degree in nutrition science, public health, food science, agronomy and other related domains;
Minimum of 2 years relevant working experience in nutrition education sector;
1 year prior experience working with refugees and other vulnerable populations in nutrition related project is an asset.
Excellent reporting skills and competencies in computer literacy (M-Excel, MS-Word, & Power Point)

Knowledge and skills:

Good facilitation, communication, interpersonal, analytical, and negotiation;
Good capacity of strategic thinking, networking and making sound judgment and recommendations;
Ability to organize own work independently and willingness to work beyond normal working hours;
Strong team building and motivational skills;
Communication skills (fluent in English and Kinyarwanda, knowledge of French is an asset);
Ability to organize and conduct trainings, campaigns and community dialogues.

Physical Environment

These positions will be based in all six refugee camps (Gihembe, Kigeme, Kiziba, Mahama, Mugombwa, Nyabiheke. The position will require trips to Kigali sometimes.
