Job Description

Carry out inspections in the Central Government to ensure that existing service delivery instruments (service charters, administrative procedure manuals, front desks) are fulfilling their intended purpose
Develop strategies (guidelines, check
– list, questionnaires, interviews, online forms, etc.) to conduct Citizen satisfaction survey at regular intervals among the Central Government
Compile aggregated data from respective institutions to reveal the status and trends of the public service delivery in the Central Government
Provide an annual report on Citizen satisfaction rate in the Central Government and recommendations thereof
Organize workshop and disseminate annual status and trends on citizen satisfaction rate in the Central Government
Develop the monitoring plan
Verify whether public institutions delivery systems comply with QMS requirements
Liaise with RSB and Institutions in the Central Government for adequate and timely facilitation
Provide quarterly institutional report on the status of the Quality Management System implementation in the Central Government



Provide consolidated annual report on QMS implementation status in the Central Government
Identify area to be advised on
Develop the advisory report
Participate in the service delivery joint forum with MINALOC, RGB, RDB and RSB to establish mitigating mechanisms vis
– à
– vis service delivery prominent issues
Conduct MIFOTRA Citizen satisfaction survey to show areas of improvement
Participate in the preparation and implementation of the inspection plan
Provide report on all handled cases related to service delivery in MIFOTRA.

Job Profile

A0 in Human Resources Management, Public Administration, Political Sciences, Management, Sociology, Social work and Social administration.

Key technical skills and knowledge required:

– Service delivery skills

– Communication skills;

– Computer skills;

– Interpersonal skills;

– Excellent organizational and time management
skills;

– Good interpersonal skills.

– Stress management skills;

– Fluent in Kinyarwanda, English and/ or French ; knowledge of all is an advantage.

Job Description

1. Elaboration and update of the laws and regulations governing Labour and Employment in Rwanda;
– Collect the useful data to improve the laws and regulations governing the labour and employment in Rwanda.

– Develop Laws and Regulations governing Labour.

– Collaborate with Competent Authorities for adoption and publication of Laws Regulating Labour in Rwanda.

– Set standards regarding working conditions at workplace.

– Ensure that national labour laws and regulations are in line with international labour standards and conventions.

– Disseminate Labour Laws to all stakeholders
2. Improvement of legal framework governing labour and employment in Rwanda;
– Provide advice and opinions on necessary amendments in laws and regulations Regulating Labour in Rwanda.

– Collaborate with the experts in charge of Health and security at work and with the Chief Labour Inspector to set labour standards.
3. Ratification of International Labour Organization (ILO) convention;
– Maintain relationships with the National and International Institutions operating in the sector of employment, labour, health and security at workplace social dialogue and fight against child labour.

– Participate in the preparation of the international conventions related to Labour and employment.

– Follow their ratification with Rwanda.



– Prepare reports on ratified international conventions

 

Job Profile

A0 in Law or Labour Law

Key Technical Skills & Knowledge required :

– Extensive knowledge and understanding of Labour policies and law;

– Knowledge in Industrial Development strategies;

– Ability to conduct investigations for high profiles;

– Mediation and negotiations skills;

– Analytical, problem
– solving and critical thinking skills.

– Technical understanding of system being analyzed and how it affects the various business units.

– Good at handling and meeting deadlines.

– Multi
– tasking skills and the ability to balance multiple priorities and keep up with project scope changes.

– Able to work well with both clients from Public and Private Sector.

– Good presentation skills, and ability to communicate with various audiences, including end users, managers.

Job Description

– Conduct Public Service inspection to provide assurance about whether standards in P S are being met and to contribute to their improvement

– Working closely with the Public Service Commision in the field of disciplinary sanctions

– Poviding advice on procedures and work related disputes submitted to the MIFOTRA and providing advice to the decision makers

– Drafting relevant letters that has to do with P S management as may be deemed necessasary by the top authority in the Ministry.
