Job Description

. Plans and coordinates activities in the Unit of Finance
. Coordinates the elaboration of the development and annual budgets for the institute;
. Ensures coherent and serious management of finances, accounting procedures and facilities of RMI
. Supervises accountant in the elaboration of financial statements and other periodical reports.
. In collaboration with relevant experts elaborates the master plan for the development of RMI infrastructure;
. Undertakes all other responsibilities as given by the Chief budget manager;
. Participates in recruitment process;
. Maintain Organizational and space planning;
. Supervise employment and compliance to regulatory concerns;
. Supervise compensation and benefits administration;
. Supervise employee safety, welfare, wellness and health;
. Supervise employee services and counseling . Any other duties assinesd by the superior in line with the job

Job Profile

Accounting Professional Qualification recognised by IFAC (ACCA, CPA) with 1 year of working experience or Bachelor’s degree Finance, Accounting, Management specialized in Finance/Accounting with 3 years of working experience or Master’s in Public Finance, Accounting , Management specialising in Accounting/Finance with 1 year of working experience

Job Description

• To coordinate all activities of E
– learning program
• To prepare strategic and operational plans for the Information communications Technology (ICT) department to ensure that all necessary ICT tools, processes and systems are in place to meet the requirements of the business and contribute to the achievement of short
– and long


– term goals of the Institution
• To manage and provide oversight for the implementation of an ICT Projects, systems, security strategies and disaster recovery plan that minimizes the risk of data loss; ensure cyber security protection
• To ensure development, implementation and maintenance of all policies related to ICT services, including procurement, distribution and asset management;
• To develop and manage the planning and budgeting for the ICT services Department;
• To develop sourcing strategy to ensure appropriate procedures are in place to select equipment and services vendors
• To oversee the implementation and maintenance of technology infrastructure in line with RMI growth plans, and changing business requirements or technological advancements;
• To oversee ICT special projects, including planning, scheduling, managing and progress reporting for system implementations
• To approve and monitor major projects, IT budgets, priorities, standards, procedures, and overall IT performance
• To carry out any other duties assigned by his/her line manager.

Job Profile

Key Technical Skills & Knowledge required:

Master’s Degree in Information Systems, Computer Science, Information Technology, Computer Engineering with 2 years working experience or Bachelor’s degree with 4 years working experience in managing a large Government or corporate IT department and Certifications in A+, N+ is required, Certification in CCNA, MCSE, MCSD, MCTs(NET), LAMP/WAMP Framework or MCITP are an added advantage.
• Knowledge of Rwanda’s management ICT Policies and Strategies as well as National ICT Policy,
• Deep understanding of information technology and telecommunications,
• Strong analytical skills,
• Fluent in Kinyarwanda and English, Knowledge of French language would be an added advantage.

Job Description

.• To coordinate and supervise the activities of the Planning and Business Development Unit
• To develop and manage the planning and budgeting for the Planning and Business Development Unit;
• To develop, coordinate and help implement RMI strategic planning process;
• To support the initiation and developing of partnership projects for RMI
• To oversee and coordinate branding and marketing activities aimed at promoting specific RMI products and projects.



• To market and sell RMI purposively to penetrate new markets
• To support in establishment and maintaining of effective working relationships between different business partners;
• To oversee and coordinate the development and implementation of annual work plans and M&E plans for RMI
• To provide support in the negotiation of collaboration agreements with business partners of RMI
• To coordinate capacity building of RMI staff in the use and streamlining of M&E systems into the RMI planning and reporting processes
• Any other duties assigned by his/her line manager.

Job Profile

Key Technical Skills & Knowledge required:

Master’s Degree in planning, M&E, Strategic Management, Economics, Management, Development Studies, Project Management, Business Administration or Bachelor’s in the same fields with 5 years of experience in the same post
• Communication skills,
• M&E Skills,
• Marketing, branding, and negotiation skills
• Business plan and report writing skills, Advanced computer literacy Knowledge of Results Based Management system,
• Experience working in corporate/business focused environment would be desired
• A willingness to participate in support activities beyond specified job duties.
• Ability to prioritise and meet deadlines,
• Fluent in Kinyarwanda, English and knowledge of French would be an added advantage
