Rwanda Printery Company Ltd is a Private company owned by the Government under the Ministry of Finance and Economic planning, the company wishes to recruit capable candidates to fill vacant positions. The details of these posts are hereunder.

Internal Auditor (1)

Functionally, the Internal Auditor shall report to the Audit Committee of the Board of Directors;

Administratively, Internal Audit reports to Chief Executive Officer;

Key duties and responsibilities:

 

Develop detailed audit plans and programs for RPC Ltd and its constituencies.
Evaluate the adequacy and effectiveness of internal controls; operations and information systems
Perform specific audit procedures and prepare work papers documenting the audit procedures performed
Assess the company’s risks and Provide assurance to management and the Audit Committee on the adequacy and effectiveness of the risk management process;
Evaluate the Internal control and Provide appropriate recommendations for improving the governance process in the accomplishment of its objectives;
Ensure that the organization is complying with relevant laws and statutes and Make recommendations to avoid waste and fraud and investigate the suspected fraud or irregularity;
Communicate opportunities for improving management control, viability and sustainability of services or profitability identified during the audit to the appropriate level of management
Provide assistance to the external auditor as requested
Guide the process for identifying and designing the key indicators for each component, to record and report physical progress against the annual work plan and budget
Advise CEO on areas for improvement in the internal control process
Minimum qualifications

Bachelor’s degree in Accounting or Finance with a full or advanced level of professional qualification recognized by IFAC such as ACCA, CIMA; CPA or CIPFA with two years of experience in a similar position.

 




 

Skills and Competencies required:

 

Must have knowledge of standards audit techniques
Must have good decision making, report writing, and excellent communication skills
Ability to work independently, remain focused and maintain the highest integrity and objectivity.
Having a good background and understanding of International Standards of Auditing
Strong Work Ethic and High integrity and openness combined with the commitment to good governance;

Procurement officer (1)

Reporting to Chief Executive Officer

 

Key duties and responsibilities

 

A procurement officer has a range of responsibilities, including Prepare procurement planning, Monitor procurement planning, preparing and managing requests for proposals, reviewing large value purchase orders, tender writing, working with clients, and reviewing the bidding process.
Devise and employ fruitful sourcing strategies to benefit RPC Ltd.
Determine the most profitable suppliers and initiate business partnerships.
Negotiate with external vendors to secure the most advantageous terms.
Plan and prepare the ordering of necessary goods and services and finalize orders for deliveries.
Examine and re-evaluate existing contracts.
Track and report key functional metrics to reduce expenses and improve effectiveness.
Collaborate with key persons to ensure the clarity of the specifications and expectations of RPC Ltd.
Foresee alterations in the comparative negotiating ability of suppliers and clients.
Anticipate unfavorable events through analysis of data and prepare control strategies.
Perform risk management regarding supply contracts and agreements.
Controls spend and build a culture of long-term saving on procurement costs.
Establish extensive suppliers’ database as appropriate.

 



 

Minimum qualifications

 

Bachelor’s degree in the following field: Procurement, Supply chain management, Management, Economics or Law, having a Master’s Degree in the same field is an added value

Skills and competencies

Experience of at least four years as a Procurement Officer.
Having Professional Qualification in Procurement such as CIPS is an added value
Knowledge of sourcing and procurement techniques as well as ability in “reading” the market
Understanding procurement laws
Aptitude in decision-making and working with numbers
Experience in collecting and analyzing data.
Knowledge of E-Procurement System used by Government entities
Fluent in English or French.

Finance Manager (1)

Reporting to Chief Executive Officer

Key duties and responsibilities

The Finance Manager will have the following responsibilities:

To ensure effective financial management of the company including the management of the processes for financial forecasting and exercise of sound budgeting, budgetary control practices, and reporting;
Advising on long-term business and financial planning and oversee the timely preparation of all financial reporting
To ensure a proper financial management system by reviewing all formal finance related procedures and put in place a financial management information system for effective use and management of company resources;
Providing leadership, direction, and management of the finance and accounting team, develop, train and motivate staff to improve productivity and efficiency in the management of the company funds.
To maintain proper books of accounts which must be updated promptly;
To ensure that all accounting records, books, and other relevant documents are complete and securely protected and filed;
To supervise and ensure the prompt collection of all revenue due and bring promptly to account all revenue or other receipt paid into the company’s bank accounts;
To supervise all officers entrusted with the receipt and expenditure of the company’s funds and to take precautions, through the maintenance of frequent checks against the occurrence of fraud, embezzlement or carelessness;
To supervise the payment process so that expenditure and other disbursements of the company are made with proper authority;
To prepare all financial statements and budget execution reports;
To facilitate the audit process and ensure audit recommendations are implemented promptly;
Ensure that the accounts department operates to the highest industry standards and accurate, complete revenue and expenditure records are compiled and report on time to enhance profitability
Ensure timely preparation/disbursement of payroll and returns to staff and statutory bodies to meet contractual and legal obligations
Review periodic management Reports (accounts/statistics) and prepare commentaries for the top management reports to highlight financial performance trends and any deviations.

 




 

Minimum Qualifications.

 

Bachelor’s in Accounting or Finance and full or Advanced level professional qualification recognized by IFAC such as ACCA, CIMA; CPA or CIPFA with five years of experience in financial management positions.

Skills and competencies required

Should have experience in collaborating with an executive team, and have a high level of written and oral communication skills.
Leadership Skills, Strategic Vision and Problem Solving Abilities;
Advanced computer skills and knowledge of commonly used accounting system;
Master’s degree in business related will be an added value; Exceptional English communication skills at all levels required, knowledge of French is an advantage;
Strong Work Ethic and High integrity and openness combined with the commitment to good governance;
