Job Description

Position Title: Grants Officer – Rwanda

Reporting to: Finance and Operations Manager

Position Location: Rwanda

Project Name: Rwanda Orora Wihaze Activity

 

Position Summary:

 

CNFA is currently seeking applications from qualified candidates for a Grants Officer position for an anticipated USAID-funded Orora Wihaze Activity in Rwanda. The purpose of this Activity is to sustainably increase the availability, access, and consumption of animal source foods (ASF) through the development of a profitable market. The following Grants Officer characteristics, skills, experience and education are demonstrative of the skills necessary to fulfilling this role:

 

 



 

Duties and Responsibilities:

 

Support the overall grant management for the Orora Wihaze program;
Maintaining a database of all program grants and their duration, and monitor timely submission of periodic and final reports;
Coordinate with the MEL Unit to ensure data (contributing to indicators) for donor reporting is readily available;
Maintain close collaboration with the program teams on all aspects related to grants including management and compliance;
Support systems to manage and track sub grantees including providing guidance on grantee applications and development of Letters of Awards (LOA’s);
Build the capacity of grantees on USAID grant policies, grants development, and business management;
Ensure full compliance with contract obligations (LOA’s) as signed by grantees;
Undertake any other relevant duties as assigned by the Grants Manager that enhance Orora Wihaze’s mission and objectives.

Key Qualification:

 

Minimum of Bachelors’ degree required in Finance, Accounting, or related field of study;
At least five (5) years of experience in grants implementation, management of grantees, accounting, project accounting, or finance;
Excellent organizational skills and ability to work in fast-paced environment;
Ability to prioritize and manage multiple tasks simultaneously;
Experience working on USAID or other donor-funded programs a plus;
Excellent communication and writing skills; speaker of English and Kinyarwanda.

Experience working with USAID or other donor-funded development projects of comparable size and scope in developing countries is required;
Experience in the agro-processing private sector, preferably within the East African Region;
Experience in Rwanda or Sub-Saharan Africa is preferred;
Excellent oral and written communication skills in English is required; oral and written fluency in Kinyarwanda is preferred.

Position Summary:

CNFA is currently seeking applications from qualified candidates for an Input Supply Officer position for an anticipated USAID-funded Orora Wihaze Activity in Rwanda. The purpose of this Activity is to sustainably increase the availability, access, and consumption of animal source foods (ASF) through the development of a profitable market.

The Input Supply Officer will oversee the input supply interventions of this project. In this capacity, s/he is responsible for the overall, implementation, oversight, and reporting of the activity’s objectives around input supply. S/he will work with local partners and conducts regular site visits to ensure effective implementation while coordinating closely with other technical team leaders to increase impact of program interventions. The following Input Supply Officer characteristics, skills, experience and education are demonstrative of the skills necessary to fulfilling this role:

 

 



 

 

Key Qualification:

 

 

Minimum of five (5) years of progressively increasing management responsibility in international development projects is required;
Experience managing USAID or other donor-funded development projects of a comparable size and scope in developing countries is required;
Experience in the agro-input private sector, preferably within the East African Region;
Understanding of regional input trade regulations;
Proven and demonstrable leadership skills are required;
Demonstrated expertise in building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and private-sector partners is required;
Experience in Rwanda or Sub-Saharan Africa is preferred;
Master’s degree in economic development, business administration, agribusiness, agriculture, or a related field preferred;
Excellent oral and written communication skills in English is required; oral and written fluency in Kinyarwanda is preferred.

CNFA is currently seeking applications from qualified candidates for a Monitoring and Evaluation Officer position for an anticipated USAID-funded Orora Wihaze Activity in Rwanda. The purpose of this Activity is to sustainably increase the availability, access, and consumption of animal source foods (ASF) through the development of a profitable market. The following Monitoring and Evaluation Officer characteristics, skills, experience, and education are demonstrative of the skills necessary to fulfilling this role:

 

 




 

Key Qualification:

 

Bachelor’s degree in evaluation, public policy, and/or related field is desirable;
Five (5) years of progressive professional experience, including in Sub-Saharan Africa, in monitoring and evaluation of international development activities/projects is highly desirable;
Experience working with the private sector, civil society and government sectors on monitoring and evaluation programs, as well as building the capacity of local organizations to be effective in knowledge management and learning, is desirable;
Knowledge of different M&E tools, approaches, and methods in addition to experience working with grant-making organizations, is desirable;
Experience in training, coaching and mentoring teams in monitoring-related techniques and methods is desirable;
Demonstrated knowledge of USAID rules and regulations required, experience managing a USAID-funded program or other donor-funded development projects;
Fluency in English is required.
