Business Systems Analyst Advisor for Digital Solutions for Sustainable Development Program (DSSD)The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology).

The project “Digital Solutions for Sustainable Development”(DSSD) will advise Rwandan institutions on the implementation of the Smart Rwanda Master Plan (2016-2020) and its priority projects. The project aims at promoting the development of digital solutions in collaboration with sector ministries, local and international private companies, research institutions and civil society. The development of those pioneering solutions will be supported and managed by a dynamic team of experts based in the newly created Center for Digital Transformation (CDT) – a project unit of DSSD.

The CDT will be a space dedicated at delivering impact driven digital solutions, developing the capacities of the local innovation ecosystem, and replicating / scaling-up digital solutions at a regional and continental level. The support offered by the CDT could for instance cover technical advice for the improvement of public-facing services like websites or applications, the introduction of agile and user-centered development process, or the building and provision of a network of partners. In parallel, the institutional and capacity development of MINICT (Ministry of Information Communication Technology and Innovation), RISA (Rwanda Information Society Authority) and other partners will be supported through intensive capacity building, organizational development, business process optimization, and expert advice.

GIZ Rwanda is currently looking for a Business Systems Analyst integrated in the Centre for Digital Transformation (CDT) and the Digital Solutions for Sustainable Development Program (DSSD).

The Business System Analyst is responsible for:

Providing technical advice to partners on solution development strategies and implementation plans.
Assisting and monitoring various activities related to technical aspects of solutions development.
Supporting the DSSD on agreements on solution/system scope definition.
Supporting implementation teams and partner teams during the analysis and planning stages of software development.
Assisting partners to conduct the evaluation and providing a recommendation on tools, technologies, processes to ensure the highest quality of solutions.
Supporting MINICT, RISA and other partners on the design and implementation of solution testing and acceptance activities plan.
Assisting with communication among the technical community to include diversified technology expertise during the process of solution design.
The Business Systems Analyst performs the following tasks:

Supporting MINICT, RISA, and other Partners during requirements definition activities.
Assisting DSSD and partners in the review of various technical documentation and advise on plausible solution improvements needed.
Participating in the selection process of the platforms and technology standards to be used in specific solution development.
Facilitating communication/workshops with stakeholders and implementation teams to evaluate solution development progress and agree on technology direction.
Assisting and monitor different test activities and ensuring compliance with the design and scope
Supervising resolution of issues around system implementation and solution testing.
Required qualifications, competencies and experience




 

Qualifications

 

 

Master of Science or Bachelor of Science in Computer Engineering, Communication Systems Engineering, Information Technology or other related to ICT.
Professional experience

At least 3-5 years’ professional experience in a comparable position.
Familiar with modeling tools such as Activity Diagram, Sequence diagram, Entity/Relationship (E/R) diagram (data diagram).
Experience in the operation and analysis of database, hardware, software standards.
Knowledge of several coding and computer languages.
Knowledge of enterprise service bus (ESB) platforms and service-oriented architecture (SOA).
Hands-on skills in operating systems, networks and hardware technologies.
Other knowledge, additional competencies

Very good Communication, presentation, and networking skills
Proactive in the development and implementation of ideas and proposals
Ability to communicate ideas in both technical and user-friendly language
Good knowledge of English and Kinyarwanda. French or Germany would be an asset

The Communication Specialist is responsible for:

Developing the vision for the communication strategy of the CDT to make it an established player of digital transformation strategies
Driving marketing and communication strategies for the CDT from concept through to execution
Building and sustaining strong ties between the CDT and its partners within the local innovation ecosystem
Developing and delivering creative marketing and communication strategies, plans and approaches for the projects supported and hosted by the CDT.
Providing assistance to PR work of the CDT and the DSSD program.
The communication specialist performs the following tasks:

Developing a communication and marketing plan for the CDT and the DSSD program, promoting tech-driven solutions, the use of CDT’s digital services offering.
Design, implement and manage workshops, seminars, and other public events to market the digital solutions developed at national and continental levels.
Support the production of promotional material and content for both the CDT and the DSSD program.
Identifying and communicating on local interests and efforts towards digital transformation and enhance learning and dialogue within the community for the benefit of the DSSD program. and it’s partners
Plan and implement direct marketing approaches including targeting, personalization of messages and measurability, data analysis, customer profiling, and segmentation.
Developing ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures, in the field of Monitoring and Evaluation of DSSD goals and indicators
Required qualifications, competencies and experience

 

Qualifications

 

Masters/MSc or BSc in Marketing and Communication, ICT or other related to the DSSD programme objectives, with a focus on institutional development, ICT and community/brand building.
Professional experience

At least 3-5 years’ professional experience in a comparable position.
Excellent knowledge of the local innovation ecosystem, experience with local and/or continental innovation hubs and ICT start-ups.
Experience in working with technology developers and user communities.

GIZ Rwanda is searching candidate for the position of R&D – Transfer Lab Advisor for the Digital Solutions for Sustainable Development Program (DSSD).

The R&D – Transfer Lab Advisor is responsible for:

Managing the Emerging Tech Transfer Labs of the CDT, jointly with NIRDA
Planning and coordinating laboratory activities for innovation projects
Carrying out research on the transfer lab component of the CDT
Recording and triggering innovative ideas among Lab users,
Supervising all lab activities and assurance of compliance with standards.
Leading the maintenance and upgrade of the Lab equipment and systems.
The R&D Transfer Lab advisor performs the following tasks:

Explores and support the local technology community to innovate for various applications around the following emerging technologies:
Industrial Internet of Things (IIoT), Industry 4.0
Artificial intelligence (AI),
Virtual Reality (VR) and Augmented Reality (AR),
Blockchain
Assists with and supervise various research/ innovation projects
Implements new lab programs, tests, methods, instrumentation, and procedures
Develops and implement a continuous training program for lab users, lab policy, procedures and processes
Develops and maintain lab user guides, experimental protocols and work instructions
Organizes workshops, demonstrations, and promotional material that demonstrate the emerging technologies capabilities

Qualifications

 

Master of Science or Bachelor of Science in communication systems Engineering, Mechatronics, Computer Engineering, Signal Processing, Systems Engineering or other related to Emerging technologies research, with a focus on IoT, AI, AR&VR, block Chain etc.
Professional experience

At least 3-5 years’ professional experience in a comparable position
Excellent knowledge of emerging technologies such as IoT, AI, AR&VR, Automation, Blockchain etc.
Use of innovative technologies to support the achievement of sustainable development goals
Hands-on prototyping experience with Hardware, electronics, and computer systems.
Other knowledge, additional competencies

Very good presentation and networking skills

Designing and organizing conferences, seminars, hackathons, creativity workshops and other public events dealing with a variety of innovation and growth challenges
Building and sustaining strong ties between the CDT and its partners within the local innovation ecosystem
Assisting DSSD programme initiatives to provide professional advisory services and cooperate with a broad range of target groups
The Community and Event Manager performs the following tasks:

Designing and planning events according to requirements, target audience and objectives.
Managing operational and administrative functions for the successful organization of the CDT’s events.
Supporting cooperation, regular contact and dialogue with partners, assisting with PR work and cooperating with local communities, relevant organisations, non-governmental agencies and individuals in the DSSD programme environment and with other projects.

Developing and maintaining a network of local innovation ecosystems, including national and continental innovation hubs and tech start-ups.
Creating and advising a network with national and international public and private institutions, and with academia in the field of digital transformation.
Facilitating contacts between RISA/MINICT and emerging technologies champions.
Supporting the creation of the GIZ Rwanda digitalization taskforce and assisting in promoting and communicating the GIZ digital activities and achievements.
Required qualifications, competencies and experience
