Job Description

. Work with the Planning experts in LODA and the social protection division staff to prepare planning guidelines annually which will feed into BCC1 and BCC2;
• Work with and coach the Planning experts of the Budget Entities within which project activities will be carried out to help establish realistic medium term plans and budgets which are (i) consistent with funding priorities, (ii) achieve the objectives of the projects (iii) compliant with the financing agreement between the World Bank and the Government of Rwanda and (iv) designed to contribute to broader Social Protection outcomes;
• Ensure that key internal controls are in place in LODA including (i) authorization of all transactions prior to posting (ii) regular bank reconciliations (ii) numerical sequences of documents ate complete (iii) invoice, cheque, contract and asset registers are in place and are up to date (iv) risk register is up to date
• Review online transactions, validate supporting documents, review reports (soft copy/hard copy) and provide administrative authorization at his/her level for subsequent approvals as required;
• Help to ensure that key internal controls designed to prevent and detect and correct errors are operating;
• Work with LODA colleagues to ensure that reports to management provide usable financial management information to support planning and decision making;
• Work with District Chef Budget Managers and finance experts/functions to identify and resolve issues;
• Provide training and coaching of District staff on WB financial management accounting and reporting requirements to ensure compliance with the agreement between the World Bank and the Government of Rwanda;
• Plan for the external audit on an annual basis, supporting the preparation of an implementation plan to follow up on audit recommendations;
• Review the procurement plans prepared by the Procurement Specialist prior to submission to LODA management
• Review draft Requests for Proposal, Invitations to Tender, tender documents to ensure compliance with the Rwanda procurement law and regulations and WB procurement guidelines
• Provide inputs and necessary support to the World Bank missions during projects reviews by participation in field missions and preparation of reports and analysis;
• To ensure that the books of account, financial records and supporting documentation are maintained in accordance with finance regulations and in line with the financing Agreement;
• Prepare draft unaudited interim financial reports (IFRs) to be submitted to MINECOFIN and the World Bank
• To analyze requests for funds coming from Districts, to review their fund transfer requests for World Bank funds and ensure that there is adequate accountability for previous advances before the next fund transfer; Ensuring that expenditures, including approvals for payments, budgets, and documentations, are in accordance with established procedures and ensure timely payments of suppliers.
• To prepare and monitor cash flow plan of the project and produce its updated report at the end of every month;
• Ensure that World Bank Implementation Support Missions, audit and evaluation recommendations related to financial management are implemented.
• Perform any other duties in line with project activities that can be assigned to him/her consistent with requirements for effective and efficient project financial management

Job Profile

Accounting Professional Qualification recognized by IFAC (eg ACCA, CPA) with Ao in Business Administration or Commerce with specialization in Accounting and/or Finance with 7 years of working experience in a financial management role managing a substantial budget. Alternatively, prospective candidates should have a Masters in the same fields mentioned above with at least 5 years working experience in a senior financial management role managing a substantial budget with Accounting Professional Qualification recognized by IFAC (eg ACCA, CPA).
• Detailed knowledge of Generally Accepted Accounting Principles (GAAP) and practices;
• Detailed knowledge of the Government of Rwanda’s public financial management law and regulations;
• Knowledge of Rwanda’s accounting standards and procedures;
• Knowledge of World Bank PFM guidelines, accounting and reporting requirements is an added advantage;
• Excellent practical accounting skills, able to manage accounting systems and systems of internal control;
• Strong IT skills, knowledge of Smart IFMIS, able to work with major database systems, financial management systems and Excel and power point especially;
• Analytical & complex problem solving skills;
• High ethical standards, and capacity to exercise good judgment;
• Attention to detail, works meticulously in a systematic way
• Excellent team working and team management skills;
• Good communication skills;
• Time management skills and capacity to adhere to strict reporting timelines by producing excellent financial reports with credible data and information;

Job Description


– Coordinate the budgeting process of District plans according the budget available and priorities

– Coordinate the development budget allocation and budget revision according the rules and regulations

– Participate in the budget planning, preparation and approval processes.

– Prepare budget forecast for planning purposes.

– Draft proposals to ensure DPs regulations and rules are complied with

– Ensure district Budget monitoring, oversight and control

– Assist in the setup and adjustment of priorities;

Job Description

Roles and responsibilities:
• Assist in the design of data collection tools to provide LODA management with systematic and robust data to support social protection planning, monitoring and evaluation;
• Assist in the preparation of guidelines to support data collection, including detailed training materials, which will be delivered by the Data Analyst directly and be used for “Train the Trainers” approach;
• Design development and application of tools and techniques to ensure quality data for SSPP: NSDS and CRVS databases, among others;
• Provide inputs to define the appropriate performance indicators based on the analyzed data, in order to achieve the objectives of the project;
• Responsible for a strategic oversight of compiling and visualizing statistical information to allow for easy interpretation of data and distilling insights related to social protection and nutrition programs;
• Make analysis and interpretation of such data to support programme management and effective monitoring;
• Distill and contribute statistical and other analysis for presentation in graphical or tabular form, including statistical data for situational reports, periodical reports or any other reports required to be produced by the client or stakeholders;
• Contribute to the design of databases and management information systems;
• Support the World Bank missions to review the project by participation in field missions and preparation of reports and analysis.

Job Profile

Key Selection Criteria

• Bachelor’s degree (A0) in statistics, Applied mathematics, Economics, Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology, Electronics and Telecommunication Engineering;
• A minimum of 5 years of experience in social
– economic large data management and analysis;
• Deep understanding of various research methodologies and statistics concepts;
• Knowledge of various statistical and data visualization software packages, excellent knowledge of Excel;
• Preferable experience working in the public sector, particularly in social protection and/or health programs;
• Knowledge of data modelling, data cleansing, and data enrichment techniques;
• Excellent writing skills, and ability to “tell the story with data”;
• Proven ability to prepare statistical and technical reports for publication;
• Knowledge of the theory, systems and application of statistical research methodology;
• Excellent project management and organizational skills;
• High level of concentration and attention to detail;
• High level communication skills, experience in the design and delivery of training
• Time management Skills;
• Team working Skills;
• Fluent in Kinyarwanda and English, knowledge of French is an added advantage.
