Job Description

a. Coordinate activities of all District Agriculture Inspectors;
b. To represent MINAGRI in all Districts of Kigali City;
c. To coordinate the implementation of policies and strategies related to agriculture and animal resources;
d. To assist in the preparation and coordination of various programs of the Ministry implemented in the Districts of operation;
e. To disseminate MINAGRI’s directives, guidelines and programs to local leaders, agribusinesses, farmers’ organizations and NGOs;
f. To cooperate and collaborate with all key players in the agricultural sector;
g. Work closely with the Kigali City authorities to enable the smooth running of agricultural activities;
h. Provide the activities monthly report and other necessary report to the Permanent Secretary;
i. Monitor the disbursement and expenditure of earmarked funds to the Districts;
j. Work closely with RAB stations and NAEB zonal staff implementing agricultural activities in the Kigali City;
k. Supervise the implementation of MIS in Kigali City

Job Profile

 

Bachelor’s Degree in Agriculture Sciences, Crop Production, Agribusiness, Horticulture with 2 years of working experience or Master’s Degree in Agriculture Sciences, Crop Production, Agri
– business, Horticulture.

Key technical skills & knowledge required:

Job Description

•Technically supervise and manage all ICT4RAG activities including lead design, development and implementation of technical guidance;
•Coordinate with private sector actors and other partners on implementing ICT4RAG
– related activities,
•Evaluate and advise MINAGRI thinking through the deployment of agriculturally appropriate technology based solutions;
•Developing and maintaining partnerships with key players involved in agricultural information and knowledge management, in both the private and public sector, to ensure that the sector is at the cutting edge in the provision of such services to farmers and stakeholders.
•Manage the work of any firms and/or consultants hired by MINAGRI to assist with ICT
– enabled solutions.
•Collaborate with other technical specialists and stakeholders to ensure coordination and avoid gaps and overlaps.
•Ensure that ICT4RAG solutions are pre
– tested, proved effective and used efficiently and by the correct target group.
•Help develop, maintain, and follow the indicators set in the workplan for ICT4RAG.
•Work with M&E Specialist to monitor and evaluate the progress and impact of ICT4RAG activities.
•To take the lead in the management of the Agricultural Management Information System (AMIS);
•Organize specific need assessments of knowledge and information;
•Technically manage MINAGRI Call Center
•Follow up on the content from MINAGRI and its boards, and make sure that agriculture information and knowledge are accessible by the targeted users through the MINAGRI websites; AMIS, NOZA Ubuhinzi n’Ubworozi, and other related links,
•Perform any other duty that may be assigned by the Program Manager, AICP for successful implementation of MINAGRI
– SPIU activities.

Job Profile

•University Master’s Degree with 2 years of working experience or Bachelor’s Degree with 3 years of working experience in Computer Science, Information Technology, Information Sciences/systems, and other relevant area
•Extensive knowledge in ICT for agricultural extension development is an added advantage;

Job Description

•Telling the stories of MINAGRI in video, photographic or audio format;
•Ensure accurate and good quality capture of MINAGRI activities in video, photographic or audio format for use across various platforms (broadcast, digital);
•Develop and maintain an effective transfer and archiving and retrieval system for MINAGRI video, audio and photographic material;
•Facilitate the work of Audio
– Visual teams (camera operators and producers) from media organizations covering MINAGRI activities;
•Work collaboratively with other communication staff members in managing social media channelsof MINAGRI;
•Provide assistance, when required, in the updating of the MINAGRI website;
•Performs custom and specialized photography in
– house or on location using a variety of filming and photographic equipment; camera setting, lighting requirements and other specifications to ensure quality production of content on various platforms channels;
•Produce, direct and edit documentaries or any required film productions for MINAGRI communication activities;
•Assist with media duplications: copy DVDs, print DVD faces, transfer multi
– platform tape to DVD, encode video files, etc;
•Assume additional responsibilities as assigned by Program Manager, AICP

Job Profile

• University Bachelor Degree in Journalism, Communication, Mass Communication, or multimedia Academic qualifications with 3 years of working experience in audio
– visual or video Production;
• Advanced level qualification in videography or multimedia production is an added advantage;
• Good experience of video production techniques, including creating storyboards, scripting, filming, editing and post production
• Good experience of creating content for social media channels
• Extensive knowledge of new audio visual products and equipment.
• Professional understanding of using video editing applications such as Final Cut Pro, Adobe Premiere Pro CS6 and Adobe Photoshop CS6.

Other Skills and Competencies Required:

• Creative thinking and good storytelling skills;
• Excellent visual artistic ability and competence in storytelling through the visual arts;
• Good Knowledge of MS Office – Word, PowerPoint and Excel;
• Excellent organization and communication skills;
• Excellent creativity and a good eye for space, design, texture, and colour balance, and lighting techniques;
