Director OSC/Land Notary at MUSANZE DISTRICT. Deadline : March 02, 2020

Job Description

– Provide notary services in land
– related matters to service seekers as per the competencies set forth by the applicable law;

– Coordinate the planning, budgeting, resource mobilization, activity implementation and performance progress reporting of the Unit and supervise all staff therein;

– Coordinate at first degree the elaboration of actionable strategies meant to localise national policies and implement the District Council’s decisions pertaining to land use and infrastructure;

– Serve as a member of the District Technical Coordination Committee, update the Committee on performance progress and advise the institution on any matter related to land use and infrastructure.

Job Profile
Bachelor’s Degree in Law, Urban Planning, Urban Management, Regional Planning Strategies, in Civil Engineering, Land Management with 3 years of working experience; Or Master’s Degree in Law, Urban Planning, Urban Management, Regional Planning Strategies, in Civil Engineering, Land Management with 1 year of working experience

Key Technical skills and Knowledge required:

– Deep knowledge of Rwandan Legal System

– High analytical and problem solving skills;

– Legal research and analysis in complex areas of law;

– Knowledge of Substantive Law and Legal Procedures;

– Decision making skills;

– Excellent communication skills ;

– Very effective organization skills;

Statistician at MUSANZE DISTRICT. Deadline : March 02, 2020

Job Description

– Initiate and operationalize a quality system of aggregated and disaggregated quantitative data consolidation at the District level and ensure its regular update;

– Participate in the design, roll out of surveys and/or census deemed necessary by the District;

– Consolidate quantitative data on all activities performed by the District where applicable, and disseminate necessary sector
– related statistics;

– Timely avail data to support planning and decision
– making processes at the District level and/or national level where applicable for purposes of evidence
– based policy/decision making or public reference;

– Check the compliance of the findings from quantitative or mixed studies/researches conducted in the District with standards set by the National Institute of Statistics of Rwanda;

– Liaise with NISR to streamline the statistics produced by the District;

– Work hand in hand with the District Planning, Monitoring and Evaluation Officer in the elaboration and/or review of quantitative indicators related to sector/activity performance.

Job Profile
A0 in Statistics, Applied Mathematics, Econometrics, Economics, Demography

Key Technical Skills & Knowledge required:

– Deep understanding of Research Methodologies and Statistics Concepts;

– Knowledge of Rwanda’s Trade and Industrial Policies and Strategies;

– Knowledge to Prepares and publishes statistical and technical reports and
research papers;

Job Description

– Conduct financial and administrative inspection of public schools (elementary, primary, secondary and TVET schools) in line with the directives of the District, Laws and regulations;

– Conduct administrative inspection of private schools (elementary, primary, secondary and TVET schools) and other informal education providers in line with the directives of the District and Laws and regulations;

– Inspect the hygiene in schools in accordance with sanitation measures;

– Keep statistics related to school turn up, drop
– out, graduation and adult literacy;

– Audit the quality of education provided by schools at Sector level.

Director of Health Unit at MUSANZE DISTRICT. Deadline : March 02, 2020

Job Description

– Coordinate the identification of the District’s health needs and priorities to facilitate an integrated planning, budgeting, resources mobilization, implementation, monitoring and evaluation reporting related to health at the Unit, Sector and health facilities levels, and instill the practice of knowledge management;

– Coordinate a multi
– stakeholders’ elaboration of actionable strategies or plans meant to localize national policies and the District Council’s decisions pertaining to health and oversee their implementation;

– Coordinate the dissemination and monitor the implementation of national guidelines, protocols by health facilities and coordinate campaigns meant to raise local population’s awareness on community health including the benefits of community health insurance schemes;

– Maintain an updated consolidated database of health initiatives/interventions implemented within the District and work hand in hand with the Human Resource Unit in the elaboration of capacity building initiatives meant to address capacity gaps in the health sector at the District level;

– Serve as a member of the District Technical Coordination Committee and advise the institution on matters pertaining to health.

Job Profile
A0 in Public Health, Health Sciences, Clinical Psychology, Social Work with 3 years of working experience; Or Master’s Degree in Community Health, Public Health, Health Sciences, Clinical Psychology, Social Work with 1 year of working experience
