The project “Digital Solutions for Sustainable Development” (DSSD) will advise Rwandan institutions on the implementation of the Smart Rwanda Master Plan (2016-2020) and its priority projects.

The project aims at promoting the development of digital solutions in collaboration with sector ministries, local and international private companies, research institutions and civil society. The development of those solutions will be supported and managed by the Center for Digital Transformation (DigiCenter) as a project unit of DSSD.

The DigiCenter will be a hybrid model aimed at developing impact driven digital solutions, playing the role of test bed and launch pad for German and European Companies, developing the local eco-system capacities, and replicating and scaling-up digital solutions at regional and continental level.

In parallel, the institutional and capacity development of MITEC (Ministry of Information Technology and Communication), RISA (Rwanda Information Society Authority) and other partners will be supported through intensive capacity building, organizational development and business process optimization, and expert advice.

GIZ Rwanda is searching candidate for the position of Component Manager of DigiCenter for the Digital Solutions for Sustainable Development Program (DSSD).

  1. Responsibilities

The component manager is responsible for:

  • Independently managing the component 2 – the Digitalization Center – in accordance with the DSSD order and project goals
  • Supervision of staff at component 2
  • Providing technical management of experts in component 2 and the DigiCenter.
  • Providing professional advice to national and international partners and cooperating with important stakeholders, particularly MITEC, RISA and ICT chamber
  • Supervising the development of digital solutions, and their upscaling at continental level
  • Providing innovation and knowledge management and communication of innovations to a broad target group
  • Integrating results and experience into teamwork and the work of all relevant groups

The component manager performs the following tasks:

B.    Tasks
1.    Management responsibility

    • Managing the DSSD Digi Center, and its several components: innovation, technologies, training, development of smart solutions, and upscaling;
    • Proposing the annual operational plan and allocation of resources for the DigiCenter as part of the overall project;
    • Being the interface between the ICT community and the Program Manager / Advisor;




  • Organizing and coordinating the framework conditions for the teams that develop the digital solutions, that includes selecting the teams (in cooperation with advisor/Program Manager);
  • Supporting the application of Design Thinking and similar methodologies that ensure user-centric development of solutions;
  • Monitoring, managing  staff and consultants and ensuring that they have the conditions to deliver timely,  cost-effective and high-quality results and services, e.g. relevant digital solutions;

2.    Professional advisory services

  • Monitoring the development and implementation of smart digital solutions in close consultation with partners and implementers;
  • Advising partner institutions on order clarification, identifying needs, developing concepts and strategies, and provides technical input ;
  • Participating in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach;
  • Dealing with the design, preparating and implementating of workshops, seminars and other events on issues related to the project/programme’s area of activity;
  • Developing and organizing quality assurance measures and suggests necessary changes, improvements and initiatives;
  • Monitoring component 2 progress and the activities of component 2, reviews reports and documents on the progress, identifies bottlenecks and recommends alternative management options to the team leader .
  • performs other duties and tasks at the request of management

C.    Required qualifications, competences and experience
Qualifications

  • Minimum masters / MSc in ICT or area that is related to the programme objectives, with a focus on a digitalization of services
  • Additional training on e-gov, emerging technologies

Professional experience

  • Minimum 5-7 years’ professional experience, with at least 3 years’ professional experience in a management position of an ICT programme in Rwanda or in the region

Other knowledge, additional competences

  • Very good knowledge of both the local innovation ecosystem and the needs of the regional and international private sector
  • Very good working knowledge of ICT technologies and computer applications, emerging technologies (IoT: Internet Of Things, blockchain etc)
  • A proven track record in a managerial position
  • Very good knowledge of English and Kinyarwanda. French would be an asset

  • Facilitating contacts between RISA/MITEC and champions of emerging technologies
  • Supporting the creation of the GIZ Rwanda digitalization taskforce and assisting in promoting and  communicating the GIZ digital activities and achievements

2.    Marketing and communication

  • Developing a communication and marketing plan of the DigiCenter and DSSD programme, with a focus on the marketing of ICT activities, software applications, and digitalization services
  • Dealing with the design, preparation and implementation of awareness workshops, seminars and other events to market the digital solutions developed at national and continental levels
  • Supporting cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with local communities, relevant organisations, non-governmental agencies and individuals in the DSSD programme environment and with other projects to improve and maintain good working relationships
  • Communicating local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the DSSD programme

3.    Knowledge management, monitoring, and evaluation

  • Developing ready-to-use strategies and technical concepts, including guidelines, manuals, and procedures, in the field of Monitoring and Evaluation of DSSD goals and indicators
  • Drawing up reports and presentation documents
  • Assisting with research activities and studies on DSSD related sectors.

Qualifications

  • Masters or Bachelors ’s degree with relevant experience in ICT or other related to the DSSD programme objectives, with a focus on institutional development and ICT and governance capacity building.

Professional experience

  • At least 5 years’ professional experience in a comparable position
  • Excellent knowledge of the local innovation ecosystem, experience with local and continental innovation hubs and ICT startups.
  • Experience in marketing of ICT activities, software applications, and digitalization services

  • Assisting  the capacity development of MITEC, RISA and other partners through the development and implementation of a comprehensive institutional development and capacity building strategy, based on a prior needs assessment;
  • Supervising the development and implementation of the DSSD capacity development strategy;
  • Management of  the training lab and talent component of the DigiCenter;
  • Assisting DSSD programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups;
  • Daily implemention of  operational aspects of all issues related to the DSSD component 1
  • Processing technical aspects and further developing the area of responsibility in accordance with the specified quality standards

The Advisor performs the following tasks:

B.    Tasks
1.    Advising the partner institution (s)

  • Assisting and monitoring the development and implementation of DSSD programme plans and activities at the national and regional level in close consultation with counterparts, mostly with MITEC, RISA and ICT chamber related to institutional development, business processes, and capacity building;
  • designing, as part of the capacity development strategy, a mix of capacity development measures that go beyond individual training and workshops utilising on- and offline formats, blended learning, training on the job and similar
  • proposing measures for the institutionalization of RISA and MITEC capacity development
  • dealing  with the design, preparation, and implementation of capacity development events
  • developing and organises quality assurance measures, including on the effectiveness of capacity building measures and suggests necessary changes, improvements, and initiatives

2.    Coordination tasks




  • Managing the training lab and talent component of the DigiCenter
  • Assisting  with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • Coordinating  relevant project activities in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • Compiling  the relevant information for joint activities and assignments
  • Performs other duties and tasks at the request of management

C.    Required qualifications,competences and experience
Qualifications

  • Masters or Bachelors’s  degree with relevant experience in an ICT or other related to the DSSD programme objectives, with a focus on a institutional development and ICT capacity building

Professional experience

  • at least 5 years’ professional experience in a comparable position
  • experience with institutional strengthening of business processes, preferably in the public sector
  • experience with training needs analysis, capacity development strategies, training of trainers, etc.

Other knowledge, additional competences

  • Very good working knowledge of ICT technologies (related software)

  • Managing the support and administrative staff at the programme office
  • Ensuring that financial and administrative regulations are complied with
  • Making sure administrative processes in the program meet the requirements according to O&R.
  • Ensuring that office procedures comply with GIZ financial and administrative regulations and specific DSSD Program and DigiCenter procedures.

The administrative Professional performs the following tasks:

  • Assisting in preparation of the programme budget planning
  • Monitoring expenses in accordance with the budget and by programme output
  • Managing and monitoring of the monthly accounting and financial plans
  • Responsible for financial management, such as cash withdrawals, keeping the cashbook, bank accounts, preparing and entering vouchers
  • Monitoring cash flow of the project

 

  • Managing the processing of letters of credit in coordination with the GIZ Country Office
  • Preparing vouchers to the best possible extent for booking in the country office and give swift response to error sheets and checklists prepared by the country office.
  • Collecting and preparing vouchers that eligible for reimbursement by the client
  • Ensuring that GIZ financial and administrative regulations for local and international contracts are complied with
  • Submitting the end-of-period closures of the cash book and bank book to the GIZ country office after reconciling it with the balances of the cash box and the bank book. Describes any difference in details and adds supporting documents where possible.
  • Reporting all problems with financial administration and compliance without delay.
  • Filing in accordance with GIZ rules.
  • Supporting the Finance Manager in the GIZ Head Office to prepare financial reports, audits, and supporting documents.
