Expected results of the APEFE program 2017-2021

In this phase 2017-2021, APEFE in collaboration with its partners aim at the following results:

Result 1: Different partners collaborate and co-ordinate inclusive and equitable quality alternance training,

Result 2: TVET institutions train young men and women to be competitive on the labour market.

Result 3: Companies are able to provide inclusive and quality workplace learning opportunities.

To fulfil this mandate APEFE is seeking interested Rwandan candidates for the following positions:

Administrative Assistant / Ref: AA-05.2019

As part of its 2017-2021 programme in RWANDA, APEFE is hiring an Administrative Assistant (M/F) for the Programme, whose objective is: ” Inclusive and equitable quality alternance training, accessible to young Rwandan women and men, responding to the skills needs of the growing Rwandan economy, is initiated in food processing and/or beauty/fashion trades. ”

– Place of assignment: Kigali (Rwanda) with regular missions in Provinces
– End of contract: December 2021

Function:

 

Under the hierarchical authority of the APEFE programme administrator in Kigali, in collaboration with the Administrative and Financial Manager, the Administrative Assistant provides administrative support to ensure efficient operation of the office.

Tasks and responsibilities:

Support the daily management of the coordination office

Support the office hotline;
Support the reception and archiving of e-mails;
Support the recording of incoming mail;
Support the drafting and archiving of outgoing letters;
Support the reception of visitors;
Participate in the planning of activities of the week;
Keep the directory of partners up to date;
Support the reproduction of documents.
Support the organization of program activities

Support in writing invitations to programme activities;
Coordinate the distribution of invitations to participants to program activities;
Follow up the invitations of participants to activities by phone calls;
Follow up on bookings of training venues;
Prepare the mission orders of the Programme staff;
Ensure that invoices issued by service providers are in order;
Record attendance of participants in activities;
Distribute mission allowances to participants.
Support the program management unit

Serve as reference person of the Programme Management Unit (submission and follow-up of signature of concept notes, mission orders of ATs, invitations, etc.);
Book meeting venues for meetings of the Programme Management Unit and the Technical Monitoring Committee;
Ensure transmission of documents (reports, working documents, etc.) to the members of the Programme Management Unit and the Technical Monitoring Committee.
Support accounting

Prepare the budget of program activities with the team and according to regulations;
Ensure the availability of all supporting documents for program activities;
Support the Administrative and Financial Manager in the preparation of monthly accounts (photocopies, filing, etc.);
Perform any additional tasks assigned by the Programme Administrator

Profile:

 

Hold at least a National Advanced Certificate of Professional or Technical Secondary Education (A2) in accounting, secretarial studies, computer science or related fields;
Minimum 5 years of proven professional experience;
Knowledge of office management systems and procedures;
Excellent time management skills and ability to multi-task and prioritize work;
Attention to detail and problem-solving skills;
Excellent written and verbal communication skills;
Strong organizational and planning skills;
Proficient in MS Office;
Methodical and rigorous approach at work;

The National Senior Technical Advisor – Apprenticeship Training, provides the necessary technical support to APEFE team and partners in order to achieve the 3 results of the programme.
S/He is under the hierarchical authority of the programme administrator.

Tasks and responsibilities of the Advisor:

Ensure the quality and coherence of the entire APEFE-supported workplace learning programme in the selected sectors;
Supervise the technical assistance team and advise them in their technical areas of intervention (Organisational Development, ToT, In-company training, Communication and Knowledge Management and M&E);
Advise the programme team and programme administrator on programme strategies;
Supervise the programme team in planning activities to be carried out in the programme;
Supervise the programme team in Annual Report writing according to the donor’s requirements;
Support partners in the development of a strategy for the implementation of workplace learning in the context of the country;
Support PSF and MIFOTRA for the planning and harmonization of initiatives in favour of Workplace Learning Policy;
Organise and facilitate action-research in the programme;
Transfer knowledge and experience on apprenticeship training to partners and the local team of the programme;
Participate in the elaboration of the terms of reference of the consultancies needed in the programme;
Ensure good collaboration harmonisation of approaches with other Development Partners involved in workplace learning and Belgian Development Actors in Rwanda;
With its counterparts in PSF and MIFOTRA, maintain a good flow of communication and information between all private and public stakeholders in the field of workplace learning;
Maintain good relations with technical and financial partners and initiate collaboration with these partners for the realization of programme activities;
Perform any additional tasks assigned by the Programme Administrator.

 




 

Profile:

 

Holder of a university degree in education sciences, training engineering, pedagogy or other related fields;
Proven experience of at least 10 years in the field of workplace learning or TVET in Rwanda;
Proven experience of at least 5 years as technical assistant in development cooperation organisations;
Experience in change management at institutional level;
Experience in development programmes planning, monitoring and evaluation, and result-based management;
Proven ability to work in teams and in multi-stakeholder environments, and to maximize cooperation with stakeholders;
Good capacity for listening and intercultural dialogue especially on the dimensions of gender;
Have skills in coaching, tutoring, monitoring; and organisation of study tours;
Have practical organization skills and planning skills;
Methodical and rigorous approach;
Have a proven aptitude for oral and written communication as well as for presentation;
Perfect command of the French and English languages in writing and orally;
Mastery of basic office software (Word, Excel, Powerpoint);
Be prepared to travel within the country.

S/He is under the hierarchical authority of the APEFE programme administrator.

 

Tasks and responsibilities of the NTA:

 

Develop and coordinate the implementation of capitalization strategy of the program to ensure that lessons learned and good practices are collected, shared and disseminated to the public;
Train partners on the knowledge management and capitalization of a project and ensure that all participants in the program participate in participatory knowledge management;
Strengthen the capacity of project partners and beneficiaries in monitoring and evaluation;
Enhance the capacity of MIFOTRA to monitor workplace learning initiatives;
Organize workshops related to sharing experiences and lessons learned with different actors on workplace learning in Rwanda and elsewhere and with development partners;
Develop and implement an overall framework of the monitoring and evaluation of the Programme;
Follow up on different activities and day-to-day management of the M&E system, and continuous improvement of MIS system and tools;
Collect Most Significant Change Stories;
Ensure the consistency of reports from technical assistants and program partners. Use these reports to consolidate quarterly and annual reports of the program.
Collect data and establish program statistics.
He/she intervene on all the results of the program
Perform any additional tasks assigned by the Programme Administrator.

 



Profile:

 

Hold a University degree in Project M&E, Organizational Strategies, Economics, Statistics or other related fields;
Minimum 7 years of proven professional experience in development planning, development of M&E system for public and/or private development projects;
Experience in development project management and institutional capacity development;
Experience in computer-assisted data analysis tools (Spreadsheets, Data Analysis Softwares for statistics, MS Project);
Experience in knowledge capitalization in projects and programmes;
Experience in facilitating capacity development workshops;
Knowledge of rigorous impact assessment concepts (using experimental methodologies) and experience in collection of Most Significant Change Stories would also be an asset;

In close collaboration with his/her counterparts of WDA and Rwanda Polytechnic (RP) and APEFE team, the National Technical Assistant (NTA) Training of Trainers and Curriculum Development, provides the necessary technical support to partners in order to achieve the second result of the programme.

S/He is under the hierarchical authority of the APEFE programme administrator.



 

Tasks and responsibilities of the NTA:

 

Support the WDA in setting the standards for apprenticeship training in TVET schools and companies;
Support WDA and RP in coordinating the monitoring of apprenticeship training in the sectors of food processing, beauty and fashion;
Support TVET schools and TVET trainers in the monitoring of the learning of apprentices throughout their learning process;
Support WDA and Rwanda Polytechnic in the development or revision of curricula for the supported trades, on the basis of the lessons learned and recommendations from TVET schools and companies;
Support TVET trainers and in-company trainers in the development of training plans and the implementation of apprenticeship training in TVET schools and companies;
Organise and facilitate the technical and pedagogical capacity development of TVET trainers in accordance with the TVET Trainer curriculum and trades curricula through peer learning, coaching and action-research in order to achieve quality transfer of knowledge and skills to apprentices;
Prepare terms of reference and tenders for external experts required to provide technical capacity development of TVET trainers;
Organise and facilitate the capacity development of TVET trainers in the competency-based assessment of apprentices in collaboration with in-company trainers;
Organise and facilitate the capacity development of TVET trainers in soft skills;
Identify the TVET schools’ needs in equipment to implement quality apprenticeship training in accordance with the competency-based curriculum;
Prepare and follow up the purchase of equipment for TVET schools;
Organise the training of TVET staff in the use and maintenance of the newly acquired equipment;
With its counterparts in WDA and RP, maintain a good flow of communication and information between all private and public stakeholders in the field of workplace learning;
Maintain good relations with technical and financial partners and initiate collaboration with these partners for the realization of programme activities;
Contribute to the reflection on programme strategies;
Contribute to the programme team reflection about activities to be carried out in the programme;
Perform any additional tasks assigned by the Programme Administrator.

Profile:

Tasks and responsibilities:

 

Put in place procurement procedures that ensure efficient, effective and timely procurement, and respect the principle of transparency and non-corruption;
Collaborate with the Rwandan Government Procurement Authority (RPPA);
Ensure full compliance with standards of procurement, recommend corrective actions and implement action plans;
Develop the procurement plan to facilitate the achievement of program objectives;
Ensure the timely implementation of tender monitoring systems related to ongoing activities;
Ensure program compliance with internal control procedures;
Support the selection of suppliers, the evaluation of bids and the formulation of related contracts;
Ensure that all supplies of goods and services required are delivered on time;
Collaborate with the Logistics Assistant to ensure a smooth implementation of procurement systems and procedures within the APEFE-Rwanda office;
Perform control of procurement systems and procedures and make necessary recommendations;
Check the availability and prices of items requested on the local market;
Collaborate with the procurement team of the programme, the procurement teams of partner institutions and Technical Assistants;
Prepare the schedule of pending requisitions and related documents;
Prepare a monthly activity report;
Control procurement costs in collaboration with Finance to ensure that expenses are budgeted;
Establish and maintain working relationships with suppliers with ethics and professionalism;
Perform any additional tasks assigned by the Programme Administrator.
Profile:

Hold a university degree in Economics, Management or other fields relating to procurement and logistics;
Minimum 7 years of proven professional experience in public procurement in an NGO, the private or the public sector;
Thorough knowledge of the public procurement regulations, laws and procedures recommended by RPPA;
Have sound principles to ensure accountability and transparency within the organization;
Excellent negotiation skills;
Have practical organization skills and planning skills;
Methodical and rigorous approach at work;
Proven ability to work in teams and in multi-stakeholder environments, and to maximize cooperation with stakeholders;
Good capacity for listening and intercultural dialogue
Perfect command of the Kinyarwanda, French and English languages in writing and orally.
