Bridges to Prosperity

 

Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. We are seeking a motivated, dynamic and highly capable District and Community Coordinator to support our Rwanda Program.

As the Rwanda District and Community Coordinator, you will be responsible for relationships with local stakeholders including district offices, communities, and bridge committees. In close coordination with Bridges to Prosperity’s build teams, the District and Community Coordinator is responsible for community preparation and ensuring a positive relationship between B2P and district government officials. You will split time between field management and Kigali-based logistical and administrative tasks.

The ideal candidate should have 3 years’ experience in community and government relations including contracts and process documentation as it relates to Rwandan legislation. The successful candidate will be able to manage multiple different stakeholders and thrive in an independent and sometimes isolated work environment.

 

RESPONSIBILITIES

 

District Office Coordination

● Work with other B2P Rwanda staff to ensure that project contracts and associated documents required by the district are completed and delivered on time

●Work with districts to ensure timely reimbursements from district offices to B2P

●Gain an in-depth knowledge of Government of Rwanda reimbursement processes and timing including all approving parties, documents, and timing to create a “roadmap to reimbursement” for each project

●Keep district offices updated with project progress and submit progress reports as required

●Coordinate with district offices to ensure land appropriation payments are settled before project initiation

●Work with districts to ensure all district contributions and works are prepared and executed in a timely manner to ensure B2P’s construction programs are not negatively impacted

●Work with the B2P build team to ensure that all documentation is completed to ensure a proper project handover from B2P to the district office at the completion of the project

●Coordinate with district offices to enable successful and timely project handover and completion

Community Coordination

● Support B2P build teams in local labor selection, payroll, and coordination

●Support B2P build teams in selection and coordination of bridge committees

●Liaise with community leaders to ensure that the community is sensitized to bridge projects and communicate community responsibilities for each project before project initiation

●Manage coordination of bridge project inauguration ceremonies and attend to represent B2P as required

 

 




 

 

Minimum Requirements:

 

 

● 3 years’ experience in community and government relations

●Experience in contracts and process documentation as it relates to Rwandan legislation

●Experience managing relationships with local stakeholders

●Fluency in Kinyarwanda and English

●Proficiency in Microsoft Office products and other software

LOCATION

 

The District and Community Coordinator works with the local community members and government officials involved in bridge projects to mutually promote community harmony. The District and Community Coordinator splits time 70/30 between field management (Countrywide) and Kigali-based logistical and administrative tasks and, whilst in the field, is expected to live modestly in local accommodation and use local transportation to get around.

Bridges to Prosperity

 

Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. We are seeking a motivated, dynamic and highly capable Foreman to support our Rwanda Program.

As the Rwanda Foreman, you will be responsible for directly supervising bridge construction activities in accordance with the technical information provided. You will also manage local labor in the execution of the bridge project. In the absence of the Project Engineer, the Foremen will also organize site logistics in order to ensure the success of each bridge project. The Foreman is expected to live on site (outside Kigali) for the duration of construction.

The ideal candidate should have a high school certificate (A2), a certificate in construction technical skills from VTC (Vocational Training Centre) and minimum 4 years’ experience in construction projects. The successful candidate will thrive in an independent and sometimes isolated work environment.

 

RESPONSIBILITIES

 

·Construct bridge components in accordance with B2P construction protocols and notify Project Engineer of any as-built changes that differ from approved drawings

· Ensure that all people on site comply with B2P safety policies and protocols

·Manage quality control as per Bridges to Prosperity’s quality control protocol

·Help facilitate, track and record delivery, storage and usage of equipment and materials

·Select, hire and instruct community labourers in an unbiased and fair manner in accordance with Bridges to Prosperity policies

·Interpret and explain technical information to workers

·Manage a team of masons and local labourers, track attendance and payroll bi-monthly

·Respond to work delays and other problems and emergencies responsibly

 

 



 

 

Minimum Requirements:

 

·High School Certificate (A2)

·Certificate in construction technical skills from VTC (Vocational Training Centre)

· 4 years’ experience in construction work projects

·Fluency in Kinyarwanda. Knowledge of English is an advantage

Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. We are seeking a motivated, dynamic and highly capable Project Engineer to support our Rwanda Program.

As the Rwanda Project Engineer, you will be responsible for leading bridge construction projects in rural communities throughout the country. In close coordination with Bridges to Prosperity’s construction teams, the PE interfaces with local government and community leaders to ensure the success of each project. You will split time, approximately 50/50, between field management and Kigali-based logistical and administrative tasks.

The ideal candidate should have an undergraduate degree or diploma in Civil Engineering with experience managing construction projects and teams to meet milestones and complete projects safely, on-time, on-budget and to specification. The successful candidate will thrive in an independent and sometimes isolated work environment.

 

RESPONSIBILITIES

 

Construction Management

●Oversee and manage the construction of 3 bridge projects simultaneously and up to 12 bridges per year

● Ensure that bridge construction teams (Foreman and Local Labor) are performing construction activities as per Bridges to Prosperity safety protocols. Perform safety inspections of site when work is underway and implement any safety related changes immediately

●Provide construction management oversight for Foreman and local laborers

●Organize construction logistics including but not limited to; delivery and storage of equipment and materials

●Develop the program of work and strategy to ensure the success of each project. Resolve work delays to ensure completion of project as per program of work.

●Assure compliance with B2P construction protocols and notify Rwanda Engineering Manager of any as-built changes that differ from approved design drawings

●Manage quality control as per Bridges to Prosperity’s quality control protocol

●Organize and Facilitate maintenance trainings with beneficiary communities

Project team relations

●Develop and maintain relationships with local partners and community officials

●Manage a team of three (3) Foremen, masons and local laborers

●Review and approve local labor attendance and payments submitted by the foreman

●Interpret technical information and construction drawings and explain to Foremen

●Work harmoniously with rural communities, local government partners and other B2P employees to ensure projects are being delivered timely and effectively

●Maintain positive morale within B2P team and work cooperatively with fellow team members

 

 




 

 

Minimum Requirements:

 

 

●Undergraduate degree in Civil or Structural Engineering

●3 years’ experience in construction management

●Experience in producing and executing program of work/project schedules for construction projects

●Experience managing quality control on construction sites

●Familiarity with surveying and use of autolevel or theodolite

● Fluency in Kinyarwanda and English

●Proficiency in Microsoft Office products and other software

As the Rwanda Procurement and Logistics Coordinator, you will be responsible for leading the procurement of materials and tools and ensuring their timely delivery to site for projects in rural communities throughout the country. In close coordination with Bridges to Prosperity’s build teams, the Procurement and Logistics Coordinator interfaces with local suppliers, transportation providers, and other stakeholders to ensure the success of each project.

The ideal candidate will have an undergraduate degree or diploma in procurement or a related field such as construction management. The candidate will also require professional experience in supply chain management, procurement and logistics in order to support construction teams in the completion of projects safely, on-time, on-budget and to specification. To achieve this, the successful candidate needs be a team-player but with the ability to work independently and in remote locations when required.

 

RESPONSIBILITIES

 

Procurement Coordination

● Work with B2P staff to generate purchase orders for construction materials

●Liaise with existing and identify new regional and national suppliers for construction materials

●Secure best prices through developing relationships and utilizing bulk purchasing

●Ensure that all materials and tools procured meet B2P’s safety and quality standards

●Ensure that supply chains of suppliers are adequate to meet B2P constructions schedules, and if necessary, secure additional suppliers to meet demands

●Work with B2P construction teams to track materials delivered and used in each project

●Support the Procurement and Logistics Manager in the development and enforcement of Bridges to Prosperity’s procurement policies

●Assist B2P District and Community Coordinator in preparation of procurement documentation for submission to districts for reimbursements

 

 




 

 

Logistics Coordination

 

 

●Contract with local logistics and trucking companies

●Ensure timely and safe delivery of materials and equipment to each project site

●Oversee installation, security, and dismantling of on-site storage facilities

●Oversee the transportation of B2P assets from site to site

●Coordinate maintenance and upkeep of B2P vehicles

Minimum Requirements:

●Undergraduate degree or diploma in procurement or related field (e.g. Construction Management)

●3 years’ experience in procurement and logistics management

●Experience in supply chain management

●Experience managing relationships with suppliers or transportation providers

●Fluency in Kinyarwanda and English

●Proficiency in Microsoft Office products and other software

As the Rwanda Projects Manager, you will be responsible for ensuring compliance with the safety, quality, financial and contractual obligations of up to 24 bridge projects per year. The Projects Manager will directly manage and support build team staff in relationships with districts, communities, and other stakeholders to facilitate the efficient construction of pedestrian bridge projects, providing safe access while ensuring quality and impact are optimized. You will split time between field management and Kigali-based logistical and administrative tasks.

The ideal candidate should have a bachelor’s degree or diploma in Project/Construction Management with at least 5 years’ experience managing construction projects. That experience should consist of direct management of teams to meet milestones and complete projects safely, on-time, on-budget and to specification. The successful candidate will thrive in an independent and sometimes isolated work environment.

 

RESPONSIBILITIES

 

●Ensure compliance with the safety, quality, financial and contractual obligations of up to 24 bridge projects per year.

●Cultivate a culture of safety within the build team through the support and enforcement of Bridges to Prosperity’s safety policy, encouraging safety reporting and utilization of best-practice safety procedures

●Provide leadership and manage a build team which consists of 10 staff members across construction, procurement and contracts management

●Oversee and manage the daily operations of the build team such as daily workplans and construction activities, project budgeting, procurement, and financial reporting for up to 6 concurrent construction sites distributed throughout Rwanda

●Coordinate build team operations with other B2P Rwanda departments including engineering, procurement and logistics, and talent management

●Foster strategic partnerships with stakeholders resulting in the construction of quality, high impact footbridges

●Manage build team human resources

 

 




 

 

Minimum Requirements:

 

 

●Bachelor’s degree or diploma in Project/Construction Management or Civil Engineering

●Minimum 5 years’ experience in a project management position ideally with financial responsibility

●Experience leading and managing people

●Strong understanding of Rwandan construction processes and labor law

●Proven experience independently solving complex problems

●Proficiency in project planning software (e.g. MS Project), Microsoft Office

●Driver’s license and experience driving on rural roads
