MASS is seeking a Construction Finance Manager to assist with the development of the MASS construction arm and to support construction teams in achieving successful outcomes for our clients by delivering projects within agreed timeline and budget as well as capturing and sharing knowledge across projects.

This person will oversee the finance and accounting functions in MASS’s construction projects and help establish workflow and internal processes for MASS. We want someone who executes tasks accurately and reliably while also bringing a systems-approach, innovation, and sound judgment to his or her work. This person should have a knack for problem-solving and prioritization and have a desire to support MASS to research, build, and advocate for architecture that promotes justice and human dignity.

 

 



 

Responsibilities:

 

Prepare and issue detailed invoices to Clients with supporting documentation including payroll, expenses, and subcontractor invoices
Manage subcontractor/vendor invoicing, payments, and expense projections
Manage payroll and benefits for up to 100 employees
Prepare weekly and monthly reports showing status and progress of project budgets
Oversee all accounts, ledgers, and reporting systems ensuring compliance with regulatory requirements
Manage project cash flow forecasting in coordination with procurement planning and expense projections
Maintain internal control and safeguards for receipt of revenue, costs, and program budgets and actual expenditures
Coordinate local audit annually
Consistently analyze financial data and present financial reports in an accurate and timely manner
Oversee invoicing, accounts payable and accounts receivable processes
Review project operations expense budget and prepare quarterly financial reports to leadership
Work with Project Managers and Quantity Surveyors to maintain an up to date forecasting model
Competencies:

Expertise in managing and coordinating budgets and finances for construction projects and ensuring on-budget outcomes
Experience managing payroll, expenses, invoicing, and cash flow
Have a basic knowledge of the technical aspects of construction
Trained in commonly used industry software (MS Excel, Quickbooks, etc.)
A team player, well-organised, diligent, proactive, assertive, well-disciplined and commercially astute
Work with the client and internal teams to set milestones and monitoring progress
Mentor and supervise less experienced Finance professionals to build their capacity, confidence and knowledge
Entrepreneurial, independent and proactive worker, able to multi-task under pressure
Experience with design professionals (design-build) is a plus

Qualifications:

 

Minimum of a Bachelor’s degree in Accounting or Finance
Minimum five (5) years relevant experience in finance/accounting position at General Contracting company
Minimum three (3) years experience in a managerial position
Solid experience coordinating audit activities and managing reporting, budget development and analysis, accounts payable and receivable, general ledger, payroll, and accounting for investments
Strong interpersonal and communication skills; experience in effectively communicating key data, including presentations to senior management, board or other outside partners

MASS is seeking a Health, Safety and Environment (HSE) Officer to assist with the development of the MASS construction arm and to support construction teams in achieving successful outcomes for our clients by ensuring that the highest health, safety and environmental standards are achieved on our construction sites, and by sharing knowledge across projects.The successful candidate will take the lead in developing, implementing and monitoring systems to improve the health and safety of our workforce, as well as driving continuous improvements in environmental management on our sites.

Responsibilities:

 

Lead the development of HSE policies and programs, and drive their implementation on site
Ensure that all activities, policies and procedures are in accordance with relevant Rwandan legislation and with international best practice; and provide leadership in working towards exceeding these standards in all areas
Advise and instruct on various construction safety-related topics (Work at height, hazardous chemicals, noise levels, use of machinery etc.)
Conduct risk assessments and develop safe working procedures for all construction operations
Initiate and organize HSE training of MASS employees and CA teams
Carry out site inspections to identify issues of non-conformity (e.g. not using protective equipment, poor housekeeping,..) and opportunities for improvement
Oversee site operations as required to ensure safe working procedures are followed and adequate
Develop and deliver site inductions, tool box talks and other workforce training sessions
Develop a system for recording accidents, incidents, near misses and unsafe conditions on our construction sites, and ensure that all cases are recorded and communicated to management
Lead the investigation into any accident or incident to determine root causes; identify and implement measures to prevent a recurrence
Handle workers’ compensation claims
Prepare reports on occurrences and provide qualitative and quantitative information to management
Lead a culture of continuous improvement in health, safety and environmental protection, through ongoing review and analysis of site practices

 

 



 

Competencies:

 

Experience in a leadership role on construction projects, preferably in a low-technology context (e.g. Construction Manager, Site Engineer, HSE Officer or similar role)
Ability to read and analyze construction documents (drawings, specifications and contract documents)
Ability to risk assess construction tasks and to produce safe working procedures and method statements.
Ability to produce environmental management procedures and lead their implementation on site
Experience in managing a diverse workforce including fore(wo)men, site laborers, mason helpers and other site attendants
In depth knowledge of relevant Rwandan legislation and procedures (e.g. Labor Law, RSB, Rwanda Building Code, RPPA)
In depth understanding of significant HSE risks encountered on construction sites; ability to critique the standard solution and adopt innovative measures to improve standards
Experience in training others in matters related to HSE
Experience in writing reports and policies for HSE
Familiarity with conducting data analysis and reporting statistics
Proficient in MS Office; Working knowledge of safety management information systems is a plus
Outstanding organizational skills
Diligent with great attention to detail
Excellent communication and coordination skills with the ability to present and explain HSE topics to a range of audiences
Current qualification in health and safety, preferably in a construction field
Genuine passion for improving site safety and environmental management

Responsibilities:

 

Manage construction projects and teams from inception to occupancy
Manage project schedules and budgets for on time and on budget project delivery

Negotiate, manage, and administer contracts with subcontractors

Leading new projects in terms of quantity surveying, cost management and project management

Review the Bills of Quantities [BoQs] and Schedules of Quantities elaborated by external consultants

Responsibilities:
