Job at MINISTRY OF LOCAL GOVERNMENT : Social Protection Policy Advisor (Deadline: 03 December 2018)

Job Description

Overall objective: Strengthen MINALOC capacity for strategic planning, policy coordination, monitoring, evaluation and oversight of the social protection sector.
Key responsibilities:
• Oversee the preparation of annual plans, budgets and performance contracts by Social Protection agencies and local governments to ensure alignment with Social Protection Sector Strategic Plan targets and agreements with development partners
• Support the development of national policies and programming guidelines, with a view to ensuring that programmes reflect international best practice, suitably adapted for the Rwandan context;
• Promote the establishment of strategic partnerships between the social protection sector and other complementary sectors, programmes and services;
• Provide advisory and technical inputs to social protection agencies and other institutions and programmes on equity considerations (eg gender, disability and age);
• Participate in relevant inter
– ministerial and SP Sector coordination mechanisms as directed;
• Support the preparation of Joint Sector Review reports
• Participate in and contribute to wider policy dialogue relating to the development of the Social Protection sector;

• Support the design and implementation of capacity building for local governments on social protection;
• Support the establishment and implementation of a robust M&E framework for the social protection sector, ensuring timely and high reporting for results and resources;
• Regularly review the performance of key programmes in the social protection sector and ensure that risks are identified and mitigation is effectively and promptly applied;
• Participate in formal reviews and evaluations
• Support the documentation of successes, challenges and lessons

• Prepare briefings for senior managers and Ministers in MINALOC
• Support the maintenance of effective working relationships with international development partners and local stakeholders on social protection.
• Support the development of the annual procurement plans for MINALOC activities funded through the World Bank IPF and ensure that these plans are fully embedded within LODA and MINALOC’s procurement plans;
• Support the preparation of terms of reference for outsourced activities;
• Participate in procurement and recruitment processes as required;

 

Job Profile

• Master’s degree in the Social Sciences plus at least 7 years’ experience of working in the social protection sector in Rwanda, OR a bachelor degree in Social Sciences plus 10 years’ experience;
• Strong experience in policy development or policy analysis
• Strong experience in monitoring and evaluation, including managing independent reviews and evaluations
• Good knowledge of Rwanda’s decentralised governance framework Rwanda;
• Good knowledge of Rwanda’s public financial management framework
• Strong planning and budgeting skills
• Experience of developing and delivering training to Government officers;
• IT literate, excellent skills in Excel and Word
• Excellent communication and presentation skills
• Strongly results oriented and able to manage a complex and multi
– faceted workload
• Fluency in Kinyarwanda is essential, English is desirable;

Job Description

– Monitor and maintain performance of ICT services ensuring adequate capacity and availability of services taking both proactive and reactive action when required;

– Provide basic ICT Technical expertise, feedback and guidance to users and develop user requirements and specifications for software and IT equipment;

– Ensure receipt of quality software and IT equipment supplied to the Ministry and provide technical support services for Infrastructure such as desktops, servers, operating systems and storage;

– Build the Ministry’s database scheme, tables, procedures and permissions and ensure their regular maintenance;

– Develop and create database utilities, automated reporting, and shell scripts for task automation;

– Analyze, consolidate and tune database for optimal efficiency and sustain capacity and performance requirements of database;

– Oversee backup, clustering, mirroring, replication and failover and monitor systems and platforms for availability, restore and recover corrupted databases;




– Install and test upgrades and patches, and implement security and encryption;

– Evaluate and recommend new database technologies suitable for the Ministry

– Design and document database architecture and Data Modeling;

– Ensure regular maintenance and cleaning of the Ministry’s IT equipment and applications;

– Identify and warn the possible breakdown of IT equipment and the computer tool.
Job Profile
A0 in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology, Information Management System, Electronics and Telecommunication Engineering or A1 in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology, Information Management System, Electronics and Telecommunication Engineering with a Certifications in A+, N+ is required; Certifications in CCNA, MCSE, MCSD, MCTs (.NET),LAMP/WAMP Framework or MCITP are an added advantage
