JOB AT Global Communities : Senior Nutrition Specialist : ( Deadline : 28 February 2019)

Global Communities is seeking an experienced Senior Nutrition Specialist for the anticipated 5-year, USAID-funded Rwanda Orora Wihaze program. This program will sustainably increase the availably of, access to, and consumption of animal source foods (ASF) through the development of a profitable market. The goal of the program is to increase income for households, increase investment in ASF value chains and to improve nutritional outcomes for children and women of childbearing age.

Responsibilities

The Senior Nutrition Specialist will lead the nutrition component of the activity. S/he is responsible for the overall design, implementation, oversight, and reporting of the program’s nutrition objectives. This integration of nutrition interventions in the production and market components of the activity. S/he will closely work with other donors involved in nutrition interventions, the Rwanda Ministry of Health and local health centers to ensure coordinated nutrition interventions.

 




 

This will also include coordination with other USAID-funded nutrition interventions.

 

Qualifications

Master’s Degree or higher in nutrition, food sciences, public health or related fields (specialized training in nutrition is required);
Seven (7) years of progressively responsible experience in the area of nutrition, especially in managing community-based nutrition programming, is highly desirable, in the international setting;
Working experience on nutrition policy research and policy advocacy coordination and support to both public and related civil society organizations is desirable;
Working experience in designing and implementing nutrition sensitive agricultural, dietary diversity, and social and behavior change communication projects is required;
Experience with food and equipment quality standards would be an added advantage;
Excellent verbal and written communication in English is desirable; oral and written fluency in Kinyarwanda is required.

Global Communities is seeking an experienced a Social Behavior Change Communication Specialist for the anticipated 5-year, USAID-funded Rwanda Orora Wihaze program. This program will sustainably increase the availably of, access to, and consumption of animal source foods (ASF) through the development of a profitable market. The goal of the program is to increase income for households, increase investment in ASF value chains and to improve nutritional outcomes for children and women of childbearing age.

Responsibilities
The Social Behavior Change Communication Specialist will provide leadership, coordination and technical assistance in social and behavior change communication (SBCC).

S/he will provide guidance and technical inputs to the support the effective use and implementation of gender-sensitive SBCC strategies, activities, media and materials that promote priority behaviors and social norms. S/he will provide state-of-the-art technical inputs into the design, pretesting, development, production and dissemination of materials, and support related training activities. This position may be based in Kigali or in a regional office with frequent travel to districts for supervision and coordination.

Knowledge, Skills and Abilities
7 years’ professional experience working in developing countries, some of which should be in Africa, in food security and agronomy in managing or implementing development programs. Experience with East Africa or Rwanda agriculture sector, particularly in the area of animal sourced foods, is an asset.



 

Qualifications

Master’s Degree in Communications, Behavioral Sciences, Health Promotion, or the Social Sciences;
A minimum of 5 years of relevant experience in implementing BCC/SBCC programs, ideally in agriculture, nutrition, health or related technical areas;
Experience in community mobilization;
Demonstrated expertise in SBCC research and effective communication and messaging techniques;
Demonstrated familiarity with a variety of SBCC media formats: including low-literacy print materials, audio materials, audio-visual materials, music/dance/drama and other traditional and performance arts, social media, radio, television, video and promotional materials. Familiarity with/exposure to cell phone videos, SMS text messages, and social media (Facebook, twitter, etc.) desired but not required;
Advanced understanding of the media and materials design and development process, particularly within the context of SBCC and/or strategic communication;
Proven ability to work in a team, with good communication and interpersonal skills and an ability to motivate colleagues, partners and creative agencies;.
Highly developed interpersonal and communication skills including influencing, negotiation and coaching;
Creative with the ability to model and champion innovative, out-of-the-box thinking;
Proven ability to manage a complex and demanding workload;
Excellent spoken and written English; spoken and written Kinyarwanda preferred
Good computer skills (particularly Excel, Word) and internet skills (emails, google mail);
Willingness to frequently travel to rural communities;
Previous experience working with smallholder farming communities and in nutrition-specific and/or nutrition-sensitive programming in the health and/or agriculture sectors highly desired but not required.

Responsibilities

The Director of Finance and Administration is responsible for the primary oversight and in-country leadership of all financial reporting and administrative operations through the life of the program. He or she will oversee financial operations for the program; conduct continual reporting to ensure the financial health of the program and the correct usage of funds. The successful candidate will have experience working with U.S. Government programs, the ability to oversee staff and partner organization finances, and a strong background in institutionalizing financial best practices.

 

Qualifications

Bachelor’s degree in Finance or related field required. Master’s degree preferred;
At least five (5) years’ experience managing finances and complex administration for large programs;
Prior direct experience managing the finances and administration of a USAID-funded project is required; experience with procurement compliance and grants under contract;
Experience and knowledge of USAID policies and business practices;
Demonstrated extensive experience with project financial management, including financial controls, accounting, and audit, as well as reporting on accruals, pipeline, and expense validation and reimbursement to service providers;
Fluency in written and spoken in English

Responsibilities

The Senior Monitoring and Evaluation Specialist will ensure that the program achieves results in all areas and that team members are poised to deliver services on schedule:

Lead Collaborating, Learning and Adapting (CLA) activities for the program;
Manage the Monitoring and Evaluation components of the program and make operational decisions;
Oversee data collection and ensure that the M&E system and results reporting meet the requirements of program;
Lead a system for continuous communication with external evaluation partners;
Use critical inputs, feedback, and assessments received from evaluation partners to inform changes in program approaches and scale-up;
Ensure that program components are results-oriented.
Qualifications
Education: Master’s Degree or equivalent in business administration or related area of study or equivalent work experience. Specialized training in M&E;
Seven (7) years of progressively responsible work experience in managing complex project of similar size;
Five (5) years of monitoring and evaluation work at the supervisory level preferred;
Experience designing and overseeing M&E data collection and reporting for agriculture/food security projects. Feed the Future reporting experience in also preferred;
Demonstrated research design and analytical skills;
Five (5) years of agriculture research or monitoring and evaluation experience in a development setting in Africa, preferably in the area of animal sourced foods;
USAID or other international donor experience;
Experience implementing, operationalizing, and managing information collection and assessment systems;
Experience creating and managing information data bases using appropriate software applications;
Ability to work in team environment and work with and train non-direct reports to implement programs;
Strong writing, reporting, and presentational skills;
Familiarity with gender issues in monitoring and evaluation and an understanding of the Women’s Empowerment in Agriculture Index (WEAI) preferred.

Global Communities is seeking an experienced a Livestock Value Chain Specialist for the anticipated 5-year, USAID-funded Rwanda Orora Wihaze program. Responsibilities

The Livestock Value Chain Specialist will be responsible for overseeing the technical implementation of activities aimed at strengthening market systems for animal sourced foods.

Under the direction of the Chief of Party, the Livestock Value Chain Specialist’s responsibilities will include:

Supervise the implementation of field activities related to the development of various livestock value chains;
Support the Chief of Party in all aspects of program management including ensuring integration and coordination across activities, partner organizations, and stakeholders;
Provide strategic direction and lead initiatives to identify and develop new market opportunities and incentivize investments;
Oversee private sector engagement activities;
Supervise a team of technical specialist working in focus areas such as market systems organization and coordination; output markets, strengthening the capacity and profitability of lead firms and agribusiness, supporting services (financial, non-financial, and value-chain specific), enabling environment and trade in domestic, regional, and international markets.
Knowledge, Skills and Abilities
Solid foundation in a broad range of agriculture and livestock subjects preferred, including areas such as agricultural economics, agricultural policy, agribusiness management, agronomy, animal health and nutrition, veterinary care, agricultural extension, agricultural finance, marketing and market development, and value chain development;
Experience with programs focusing on animal sourced foods;
Deep understanding of business and market-led growth principles and challenges; and ability to work with a wide range of agricultural stakeholders including but not limited to private sector, banks, government, etc;
Excellent verbal and writing skills.
Qualifications
Bachelor’s degree in a field related to agricultural development such as: agricultural economics, marketing, agribusiness management or related fields. Master’s degree preferred.
A minimum of 10 years’ international experience with successful value chain or market system development projects with management responsibility;
A minimum of 10 years’ experience on projects with similar magnitude and complexity in developing countries;
Demonstrated success in implementing projects aimed at increasing the competitiveness and inclusiveness of market systems using facilitation approaches.
