Job Description

1.Manage contributors’ account:
– Work in liaison with branches to ensure the collected contributions are properly and accurately entered in the system and effectively managed.

– Work in liaison with registration officers to update all employers and employees accounts on a daily basis.

– Prepare appropriate responses to all stakeholders regarding their queries/ requests.
2.Monitor and update contributors’ accounts regularly:
– Review and update the contributors’ databank and correcting any error that may have arisen in the registration process.

– Make reconciliation of contributions with finance division and manage contributions sub ledger.
3.Coordinate the activities and staff within the unit:
– Lead a team of officers in charge of Contributor’s Accounts Management Unit.

– Recommend training to increase the capacity of subordinate staffs.

– Take up any assignments and tasks as deemed necessary by supervisor.

– Carry out performance appraisal for staff development and reward.
4. Prepare periodical plan and reports:
– Assist the Contributor’s Accounts Management in drafting the unit action plan and budget.

– Assist the Contributor’s Accounts Management to prepare and submit monthly, quarterly, semester and annual reports.

 



 

Job Profile

Accounting Professional Qualification recognised by IFAC (ACCA, CPA) or A0 in Finance, Accounting or Management, Economics with specialization in Finance/Accounting.

Key Technical Skills & Knowledge required:
– Knowledge of Rwanda’s financial management standards and procedures;
– Knowledge of Accounting principles and practices and financial data reporting;
– Knowledge of Management of Material Resources;
– Knowledge of supply chain management;
– Knowledge of Rwanda Public Financial Law;
– Leadership and management skills;
– Planning and organisational, Budgeting skills;

– Strong IT skills, particularly in Financial software (SMART IFMIS);

2. Ensure the payment to health facilities is done accurately:

Job Description

1. Drafting and management of the contract:
– Analyze the compliance of laws during preparation of the contracts

– Draft and review the contract from user department

– Follow
– up the execution of contracts in collaboration with user departments

– Facilitate internal tender committee to analyze the requested changes on the contracts

– Coordinate the amendment of the contracts where necessary

– Ensure timely notification of expiry of frame work agreement to the concerned user departments

– Advise user departments on terms and conditions related to the extension of frame work agreements

Job Description

1. Prepare bank reconciliation for all Pension, Medical and maternity leave bank accounts;

– Review bank statements on weekly basis and highlight all transactions with poor narrations;

– Monitor and resolve bank issues including fee anomalies and prepare adjusting entries;

– Ensure data entry is made on time by concerned units with accuracy and completeness;

– Prepare reconciliation of General Ledger Accounts;

– Prepare reconciliation of Assets Register and assets ledger accounts;

– Validation of revenue transfers;

– Prepare account/bank reconciliation;

– Prepare a list of reconciling items on monthly basis;

– review bank statements from SACCOs collected by section managers

 




– Review cash book prepared by CBHI sections

– Supervise and coordinate all bank reconciliation activities relating to CBHI transactions,

– Supervise CBHI accountants to ensure adjusting entries are correctly made;

– Verify bank reconciliation of SACCO’s from section level and perform all work needed for reconciling SACCO’s transfers.

– Review bank statements from SACCOs collected by section managers
2. Prepare financial statements :
– Assist in the processing of balance sheets; income statements and other financial statements according to legal and company accounting and financial guidelines.
3. Prepare and submit reports of all transactions:
– Assist the Accounting specialist to prepare and submit monthly, quarterly, semester and annual reports.

– Update financial data in data bases to ensure that information will be accurate and immediately available when needed.
4. Liaison with internal and external auditors :
– Assist the Director of Accounting Unit with implementing and maintaining internal financial controls and procedures.

– Assist the Director of Accounting Unit in preparation and coordination of the audit process

– Assist the Director of Accounting Unit to respond to auditors’ comments concerning finances and operations and recommend action to address deficiencies.
Job Profile
1.Professional/Technical certificate (CPA, ACCA, etc)

2.Bachelor’s Degree/Licence (A0) in Accounting, Finance or Management experience is Compulsory.

3.Master’s Degree in Accounting, Finance, Management, Economics or Business Administration is Desirable.
