•Make an inventory of public green spaces and implement all decisions of the City of Kigali Council pertaining to neighbourhood landscaping and green space management;
•Monitor the implementation of neighbourhood landscaping programs/strategies across the Districts of the City of Kigali
•Identify, recommend and promote new sites for green space creation and suitable tree species to embellish the City of Kigali;

Job Description

Main duties and responsibilities

– Elaborate the strategy to monitor the implementation of national policies or programs on public hygiene in the Districts of City of Kigali and produce consolidated reports thereof;

– Implement the decisions of the City of Kigali Council on public hygiene matters;

– Carry out, together with relevant staff and stakeholders at District level, regular inspection of hygiene in community neighbourhoods and across public and private institutions/spaces;

– Monitor, in close collaboration with staff of the City of Kigali responsible for environment management and solid and liquid waste management, the effectiveness of operators/contractors hired by the City of Kigali to collect waste and clean up public streets and pre

JOB AT CITY OF KIGALI : Chief Resilience Officer : ( Deadline : 08 March 2019)

 

Job Description

The Chief Resilience Officer (CRO) will serve as the point of contact on the City of Kigali’s comprehensive efforts on resilience, working across the city departments and with external stakeholders. The CRO role will also be the lead in the partnership with and participation in the 100 Resilient Cities program including working with peers in other cities, and institutional partners. The job tasks of the CRO are categorized as follows:

1. Strategy and Planning
• Guides the City and partners through a strategy process focused on urban resilience. The process uses the City Resilience Framework to diagnose and understand the City’s resilience and its primary areas of strength and weakness.
• Guides the creation of a resilience strategy based on strong community and organizational buy
– in and anchored in the unique challenges and opportunities that face COK.
• Develops a clear short
– term road map for initial implementation priorities from the overall resilience strategy; this road map includes initial milestones and a project tracking approach.
• Acts as the City’s representative and liaison to the 100 Resilient Cities initiative including, collaborating with peers in the international CRO network, learning and sharing best practices, and engaging potential partners across industries and sector.

2. Engagement and Partnership
• Convenes and collaborates with a wide range of internal and external stakeholders across the city to ensure active and inclusive input.
• Partners across city government and with other stakeholders in the CoK to engage on shared challenges and opportunities on broader resilience topics.
• Collaborates with the 100 Resilient Cities Network of CROs, expert consultants and other partners
• Represents CoK’s resilience initiative at public events both in the CoK and elsewhere.
3. Delivery and Impact
• Leads the development of a formal resilience strategy document for the City of Kigali.
• Establishes and engages an ongoing collaboration structure for multiple institutional governmental, cultural and community partners and stakeholders.
• Identifies, establishes and incorporates resilience planning tools for City of Kigali implementing departments.
• Implements projects and initiatives identified through the strategy development

4. Lead development of the City of Kigali resilience strategy
• Drive resilience strategy development, including data collection and analysis, prioritization, and documentation
• Align resilience strategy development with other City plans and policies, including the Climate Action Plan, Local Hazard Mitigation Plan, the General Plan, and plans for capital improvements
• Convene key stakeholders within the City government and in the community and region to ensure robust and diverse stakeholder input and buy

• Serve as a thought leader within the City and the region on local government’s role in advancing community resilience

5. Drive implementation of the City of Kigali Resilience Strategy
• Mobilize funding needed to implement priority resilience initiatives
• Directly oversee implementation of certain initiatives
• Facilitate sustained stakeholder engagement through media outreach and close collaboration with community partners and coalitions in the public and private sectors
• Develop and manage necessary work plans and associated budgets
• Continually improve strategy based on outcomes and lessons learned
• Integrate resilience strategy implementation into the City operations, including into land use decision
– making, capital improvements, and other ongoing City programs
• Document the process and lessons learned in order to promote replication in other communities.

Job Profile

The role will be complex and cross disciplinary requiring senior level expertise and demonstrated experience with strategy, engagement and project delivery.

 




 

Education

 

A master’s degree from an accredited university in either of the following fields: Civil Engineering, Environmental Engineering, Urban Planning, Urban and Regional Planning, Economics, Urban Economics.

Work Experience
• Must show proven management and leadership capacity of minimum five (5) years postgraduate qualification experience in strategic planning and operations, especially in the areas of public policy, civil engineering, urban planning and/or economic or community development preferably in urban municipal, public institutions, corporate organizations, or large non
– profit organizations;
• A proven track record of working across different fields of expertise and stakeholder groups, particularly underserved population;
• A proven track record of implementing a major project that required coordinating with and executing across multiple sectors or disciplines;
• An international exposure in working with urban related affairs is an added advantage;
• Experience with the City of Kigali local community and with the demonstrated ability to establish and maintain relationships with all levels of government, businesses, non
– governmental agencies and community leaders would be an added value.
