Call for Application for ICPC General Manager

 

A. RECRUITMENT

 

GPO PARTNERS RWANDA LTD, a leading Consulting Firm, is recruiting to fill 6 positions of General Managers for ICPCs (those ICPCs are 6 Integrated Crafts Production Centres located in 6 different districts: Kayonza, Karongi, Muhanga, Bugesera, Rubavu, and Rusizi).

B. BACKGROUND OF THE ASSIGNMENT

 

The National Leadership Retreat held at Gako in March 2012 emphasized on job creation, as a high priority in order to achieve the vision 2020 target to create 3.2 million off-farm jobs. The ICPC concept was born out of the need to absorb the largely underemployed youth, including young graduates from Technical and Vocational Education Training institutions into a productive labour force and coordinate them so that they up-grade skills and embrace innovation.
Hence, the objective of establishing Integrated Crafts Production Centres-ICPCs (Agakiriro: former Agakinjiro model) countrywide in each district is to generate employment on a large scale.
The government of Rwanda through the Districts has offered ICPCs’ infrastructure to host and accommodate different artisans, individuals, and cooperatives from various trades; (woodworking/carpentry, welding, handcrafts, and tailoring, etc.) and with the support of Business Development Fund (BDF), some cooperatives working in the ICPCs have been offered a leasing package e.g. woodworking machines, industrial tailoring machines, etc…
However, there is still challenges in management structure such as lack of suitable/ appropriate governance structure, absence of clear direction on how to organize and manage the centres, weak ICPC operations management, lack of skills, etc.
To cope with those challenges, the Government has proposed an ICPC management model and in accordance with both beneficiary Districts, it was decided to pilot implementation in 6 selected ICPCs: Kayonza, Karongi, Muhanga, Bugesera, Rubavu, and Rusizi.
Amongst the highlighted interventions in the ICPC management model include equip the selected ICPCs with qualified Managers who should perform day to day center’s operations, assist skills development and capacity building of Centers’ members and promote the business development of the centers’ members.
Therefore GPO PARTNERS RWANDA LTD has been hired as a qualified consultancy Firm/Company to recruit 6 ICPCs Managers and equip and enable them to perform well their tasks and duties.

 

C. TASKS AND RESPONSIBILITIES OF ICPC GENERAL MANAGER

 

I. Scope of the work:

ICPC general manager will be responsible for organization management and operationalization of the center; promote sales and marketing and develop/implement capacity building plans for ICPC members. He/she will also ensure good cooperation and collaboration between the ICPC and other external actors. This position will be limited to the management of ICPCs, with minor responsibility in the decision-making process.

ICPC general manager will report to the ICPC district governance board and to the consultancy company which also will contract Him/Her.

The Chairman of ICPC district governance board will be the direct disciplinary supervisor of the Manager and His/ Her performance will be facilitated and evaluated by the employer (Consultancy Company) in close collaboration with the ICPC district governance board.

The main tasks and responsibilities of ICPC General Manager are:

1) Organization and operationalization of the Center:

The manager will:

 

Oversee, supervise and monitor day to day operations of ICPC;
Support/advise ICPC members to apply good governance principles; e.g. transparency, effectiveness, and follows the rule of law;
Lead/coach and encourage all players in ICPC to apply good accounting and financial management procedures;
Develop the ICPC internal rules and regulations and guidelines for the common use of ICPC properties and good collaboration between the center’s users;
Develop a fee collection stream of the center and manage its implementation;
Assist and support ICPC members to select, train and appoint persons in charge of preventive maintenance of equipment /machines;
Ensure the delivery of machines and equipment repair services to the Cooperatives and ICPC members in general (Support the ICPC members to contract with qualified repair services providers).
Analyze and organize a bulk purchase of raw material for ICPC members.
Assist ICPC members to fulfil all tax exemption requirements.
2) Supporting the Development of a wood profit center

 

The Manager will:

 

Elaborate ICPC business concepts for the wood sector in ICPC;
Elaborate/facilitate business plans development for the ICPC members working in the wood sector under ICPC;
Ensure the development of the marketing strategy of the center to improve access to markets for ICPC products: Use of showroom concept;
Examine new opportunities in current and potential markets;
Guide, coach and assist ICPC members to prepare technical offers for tenders and participate in public tenders;
Assist to investigate the need for upgrading the wood workshop/workplace health, security and safety (e.g. service outfit of users and visitors, design a safe production line, marking the danger zones, etc…)
Support to develop the proposal for upgrading the technical services to the requirements of a model wood center;
Develop the center’s assets (machines, equipment if available?) maintenance and repair concept and monitor its implementation.
Develop and improve communication strategy with partners and clients of the center.
3) Capacity building of ICPC members

 

 

The manager will:

 

Assist the cooperatives and companies inside the center to identify weak spots, establish training needs, and prepare appropriate and harmonized calendar of trainings and study tours;
Organize and follow practical trainings offered to ICPC members;
Identify and engage training providers interested in building technical capacities of ICPC members;
Develop the business mindset and commercial thinking of ICPC members;
Promote the cooperation and collaboration between ICPC members and TVET schools especially those which have carpentry/joinery in their curricula.
4) Business development services of the Center/ Cooperation

 

The manager will:

 

Identify BDS providers in the region and link with ICPC members;
Investigate the scope/possibility and feasibility of organizing and improving the supply of auxiliary materials centrally by cooperatives/companies or the ICPC;
Ensure advocacy of the center to the different institutions; by introducing PPD
Identify, prepare and assist the champions of the center (especially in the wood sector) to effectively participate in Made in Rwanda Expo 2019;
Encourage cooperatives/companies working in the wood sector to adhere to the Rwanda Wood Value Chain Association. (RWVCA).

 

II. Required qualifications, competences and experience

 

A Bachelor or Master degree in SMEs/cooperative management, Finance management, accounting, economics, business administration, project management, and similar options, …
At least 5 years’ professional experience in SMEs /Cooperatives and business management. Having experience in carpentry/joinery is an advantage.
Hard working, patient, enthusiastic and flexible.
Excellent Analytical, problem-solving and organizational skills
Being acquainted with computer skills (in word and excel, powerpoint…)
Clear and strong communication skills
Fluent in English and Kinyarwanda skills; speaking and writing (French is an advantage)
Able to work well under pressure.
