1 ACCOUNTANT

Key tasks and responsibilities

Ensure that management reports are prepared on a timely basis and all reporting requirements are met;
Review all transactions for correct coding (matched to budget lines) approvals, and adherence to the organization’s accounting principles and policies;
Assist the Finance Officer during budget preparation and other long-range planning processes and assisting in budgetary control ;
Report and analyze overall financial performance related to information and follow up with different sections of the organization to understand business drivers and risks;
Supervise the consolidation and review of management reports ;
Lead business –modelling processes as well as risk mitigation;
Preparation of all payments and disbursement documents for approval;
Execute payment of approved disbursements and manage petty cash;
Monthly reconciliation of JSC Ltd accounts;
Posting and validation of financial entries;
Posting and validation of financial entries;
Preparation of financial statements for J SC Ltd;
Assisting the Head of Finance in technical analysis and preparation of documentation for JSC Ltd investments;
Assisting the Head of Finance/MD in tax planning &payment for JSC Ltd;
Deal with all statutory compliance issues or JSC Ltd;
Maintaining and updating the JSC Ltd HR records for all JSC Ltd staff i.e. employment records;
Preparation and management of JSC Ltd payroll information to facilitate payment of salaries every month;
Liaison with the JSC Ltd external medical cover providers to ensure all matters to employees’ health and social welfare affairs are handled promptly;
Entering financial information into appropriate software programs;
Managing day –to- day finance transactions ;
Recording Office expenditures and ensuring the expenses are within the set budget;
Any other duties as allocated by the Managing Director.

 




 

Specific Requirements for the Post 

 

Bachelor’s Degree in Accounting or Finance or any other related field;
The candidate who has completed a professional course (CPA, ACCA) will have an advantage;
Good communication skills;
At least 3 years’ experience. Working in a microfinance Institution or Bank will be an added advantage;
Good analytical skills;
Demonstrate a good understanding of the statutory accounting and tax requirements;
Comfortable with MS Office and good working knowledge of Excel;
Attention to detail;
Discretion and integrity;
Ability to work collaboratively as part of the team;
Age not above 35 Years.

Managing the documentation, archives, and stock;

Key tasks and responsibilities

 

The Branch Manager is directly responsible for the daily branch management, Overseeing and coordinating all activities;
Open and close the branch, Opening/closing accounts for the clients;
Ensure the match between the book balances and that in the system before the beginning of work and at the closing times,
Collect money from commercial banks and supplies it to cashiers;
Monitors the cash balances with the cashiers;
Receive inquiries from clients, and approve cheques and other withdrawing/deposits documents;
Provide the clients’ passbooks, duplicates, a withdrawal receipt(penalty), and bank statements;
Receive and process the client’s wish to save on their voluntary &term deposit accounts;
Receive the clients requesting for both internal cheques, passbooks and thereafter issuing the readymade ones;
Receive the client’s specimen and send them to in charge for scanning;
Keep tracking of clients depositing money in their JS.C Ltd accounts via commercial banks, and help to post them;
Monitor a daily cashiers/loan officer performance;
Oversee and maintains branch security;
Supervise the loan issuing procedures at the branch;
Conduct a general control of a daily transaction (verification and validation);
Approve the cashiers – authority to issue the money exceeding the cashier’s normal threshold;
Ensure proper operational controls and regular reporting on daily, weekly, monthly and annual basis;
Ensure proper logistic management (stock, fixed assets, fleet…)
Ensure that quality equipment is procured within the budget;
Compile and submit a BNR weekly /monthly report;
Compile a daily internal and external cash flow &Keep tracking on deposit/Withdraw situation and be a part of the treasury meeting team;
Receive and find solutions to client’s problems;
Ensure proper documentation and archive.

Specific Requirements for the Post Branch Manager

 

Bachelor’s Degree in Business Administration, Economics, Finance or any other related field;
At least 5years of working experience in an Operations/credit Department preferably in a microfinance Institution or Bank with at least 3 years’ experience as Branch Manager;
Good coordination, communication, and interpersonal skills;
Ability to work collaboratively as part of a team;
Attention to detail;
Strong time management and general organizational skills;
Discretion and integrity;
Comfortable with MS Office and good working knowledge of Excel;
Age not above 45 Years.

Self-checking at mid-way and at the end of the day of all transactions performed;
Fill in the cashiers’ book daily, and hand it over to the Branch manager or C/cashier for approval;

Provide and maintain a high degree of customer care and service delivery to all Clients ;

2 COMPLIANCE & CREDIT RISK ANALYST

Key tasks and responsibilities

Review and monitor the company strategic plans to ensure they are operational and adhered to the vision of JSC Ltd ;

Review and monitor company policies to make sure they are in compliance with the Rwanda financial rules and regulations;
Monitor the implementation of company strategies and policies through in-depth analysis that provides relevant recommendations and suggestions on appropriate actions to engage;
Ensure effective internal and external communications of the company policies, values, and strategies ;
Create a liaison between management and other departments to direct compliance issues to appropriate existing channels for investigation and resolution;
Identify potential areas of compliance vulnerability and risk; develop and implement corrective actions and provide guidance to avoid similar situations in the future;
Ensure independent review and evaluation in regard to compliance concerns;
Provide reports on a regular basis about operations and progress of compliance effort;
Keep update with, and understand relevant laws and regulations;
Monitor compliance with laws, regulations and internal policies and procedures;
Review, inspect and report on various operations undertaken by branches and departments within the bank to ensure that these are in compliance with established policies and procedures;
Carry out head office and branches compliance onsite, self-assessment and off-site assessments review to ensure that controls are working and policies and procedures are well known to the staff;
Educate employees on not only the regulations, policies, and procedures but also the impact to the JSC Ltd if these are not complied with;
Collaborate with other departments to create a culture of compliance ;
Ensure timely, efficient reporting of suspicious transactions;
Monitor and provide advice to management to minimize risk resulting from poor internal control;
Follow up the implementation of AML and KYC policies;
Preparing of policies and procedures, updating and revising them to reflect current practices where necessary;
Train other staff on Credit Risk management issues ;
Initiates the development and implementation of security policies standards, procedures, and other control processes that meet the business needs of JSC Ltd ;
Ensure that the credit process, policies and activities fall within the parameters of the organization’s policies and standards and appropriate legislation ;
Review if loan applications met all requirements and present loan files to the credit committee;
Using appropriate tools and techniques and liaising with colleagues to review the request for credit, and sourcing other relevant information needed;
Identifying and reporting fraudulent applications;
Seeking references and confirming their validity and value;
Gathering information from credit agencies or analyzing financial information, such as company accounts, balance sheets, assets, trading history, and projected growth plans;
Credit scoring applications for loans, assessing the credit risk of potential and new customers;
Communicating and recording lending decisions to customers, often via branch or credit operational teams, and agreeing on any credit limits;
Producing weekly and monthly credit; monitoring and financial analysis reports;
Any other duties as allocated by the Managing Director.

At least 3 years of working experience in Credit & or Risk Management preferably in microfinance Institution or Bank ;

Key tasks and responsibilities

Maintain a working knowledge of JSC Ltd lending and credit policies and answer customer questions appropriately ;
Take loan applications, approve or reject them within individual lending authority;
Maintain records and prepare required monthly reports;
Explain eligibility and credit conditions, procedures and necessary documentation to applicants;
Provide written information about the conditions of the loan types available and the loan application forms to potential applicants and to conduct a preliminary assessment of applications;
Arrange and conduct interviews with applicants and for business, loans carry out field visits for applicants who satisfy the preliminary assessment ;
Check the applicant’s collateral;
Check the creditworthiness of applicants;
Evaluate applications on the basis of information submitted and compiled and subsequently to prepare recommendations for the credit Manager;
Ensuring that the credit taken out is used effectively for as it was originally intended ;
