Job Description

 

A.Job Description
The administrative assistant of the REB
– SPIU is to provide administrative support to ensure efficient operation of the CADIE office. Her/his responsibilities include also the arrangement of appointment, arrangement of meetings and workshops, preparing reports and maintaining appropriate filing system. Duties and accountabilities will include, but not be limited to, the following:
Management of daily activities of the office
? Answer and direct phone calls
? Organize and schedule appointments
? Plan meetings and take detailed minutes
? Write and distribute email, correspondence memos, letters, faxes and forms
? Order office supplies and research new deals and suppliers
? Provide general support to visitors
? Book travel arrangements
? Maintain contact lists
? Act as the point of contact for internal and external clients

Prepare reports and maintain filing system
? Assist in the preparation of regularly scheduled reports
? Develop and maintain a filing system
? Maintain office policies and procedures
? Submit and reconcile expense reports
? Handle requests and queries from the project manager

 



Job Profile

? Bachelor’s Degree in Management and Business Administration, Business Administration with 1 year of relevant working experience
? Auditing, accounting, research experiences more than 1 year are preferred.
? Coordination experience in capacity building projects are plus.
? Note that the first three months will be the probation period due to the nature of work and requirements of the project.
Key technical skills and knowledge required:
? Excellent written and oral communication skills in English and Kinyarwanda
?Knowledgeable of Rwanda education context
?Proven experience as an administrative assistant or office secretary
?High integrity and confidentiality in maintaining work ethics
?Ability to integrate and work in a multicultural environment
?Proficiency with MS Office Suite, especially Word, Excel and PowerPoint
?Knowledge of office management systems and procedures
?Working knowledge of office equipment, like printers and fax machines

The M&E Specialist in SPIU
– CADIE is responsible for monitoring and evaluating the project’s progress, output, and outcomes throughout the project. He or she supports decision
– making of SPIU
– CADIE PM and project steering committee by providing data and information regarding performance and progress of the project. The M&E specialist develops M&E framework, plans and coordinates M&E activities, collect and analyze data, and draws implication. Duties and accountabilities will include, but not be limited to, the following:

Design and develop plans for the project
Developing a strategic logical framework of the project
Mapping out yearly action plans of the project with various stakeholders.
Organizing, coordinating and carrying out stakeholder workshops for the yearly action plans to be approved.

Job Profile

?Master’s Degree in Management, Project Management, Financial Management, Accounting, or Business Administration with 1 year of relevant working experience.
? Nationwide monitoring and evaluation experience including designing, planning, implementing M&E system is required. Experience of training staff for monitoring activities, M&E data analysis, and supporting managerial decision making is plus.
? 3 years or longer teaching experiences, especially training adult learners are preferred.
? Coordination experience in capacity building projects are plus.
Key technical skills and knowledge required:
? Excellent written and oral communication in English
? Proficiency with MS Office Suite, especially Excel
? Proficiency with Google utilities such as Google docs, forms, drive, etc.
? Knowledgeable of Rwanda education context

•Responsible for the implementation of ICT infrastructure for sixty ICT training centers of excellence for Capacity Development for ICT in Education (CADIE) project
• Design requirements of ICT equipment for centers of excellence
• Provide a short and long term maintenance plan of ICT equipment for CADIE centers of excellence
• To give support in maintaining the existing ICT infrastructure and advise on new initiatives
• Advise on possible new solutions to solve problems
• Provide recommendations on the use of ICT in teaching and learning
• Work closely with the IT managers at the training centers for monitoring the use of ICTs
• Advise on new technologies that would enable support and sustainability

The Program Manager oversees operation of SPIU
– CADIE. Under supervision of SPIU
– CADIE Project Coordinator, she or he plays a leading role in organizing, planning, coordinating, supervising, monitoring, evaluating and implementing activities of the project including financial management. Duties and accountabilities will include, but not be limited to, the following:
