Job at Business Development Fund (BDF) : Legal Officer (Deadline: 14 August 2018)

BDF would like to recruit competent and qualified candidates to fill the following positions:

Position: One (1) Legal Officer  

 Report to: Legal & M&E Manager  

Job Function:

The purpose of this position is to ensure all legal affairs are done properly. This includes the conclusion and management of contracts and memoranda of understanding with partner institutions, as well as legal claims towards external and third parties;  provide legal advice with regard to all BDF binding engagements.

  • Ensure mortgage and shareholding registrations are done properly and in the timely manner (before any disbursement)
  • Ensure the guarantee commission fee are properly renewed on time

Duties include:

    • Prepare all contracts/Agreements between BDF and different stakeholders/suppliers/vendors etc.
    • Provide legal advice where necessary
    • Prepare request for disbursement after verifying whether all legal documents are in place




  • Prepare legal cases to be submitted to the external lawyer and follow up on the status
  • Recover all the amount due (outstanding balance) and produce a recovery report
  •  Prepare all the required legal documents the prior registration of mortgage and follow up in RDB until BDF gets the mortgage certificates before disbursement.
  • Liaise with a Financial institution in partnership with BDF to get an outstanding balance of all BDF guarantees and prepare renewals
  • Submit the work done to the direct supervisor for review and approval

Requirements and Qualifications:

  • A degree in Business law and other related fields. A postgraduate qualification in these fields will be an added advantage.
  • 3 years working experience in Banking Sector.
  • Must be Rwandan
  • Not more than 35years

Position: Five (5) Information Technology (IT) 

Report to: Business Advisor

Work Station:  BDF Branches in Gasabo, Bugesera, Rusizi, Kirehe, Karongi

Job Functions:

The purpose of this position is to manage and make sure the ICT related services are well provided.

Duties and responsibilities:

  • Manage the branches ICT related issues networking, emailing, systems, internet, fiber among others.
  • Provide basic computer training on Ms. Word, Ms. Excel, PowerPoint, and Ms. Access to the beneficiaries.
  • Perform network, hardware and software troubleshooting basics and make acquisition and recommendations regarding repairing and replacement of damaged equipment’s.
  • Identify community-training groups and mobilize them for training sessions.
  • Identify the training needs of the clients and develop programs that would meet their needs.
  • Design a timetable for training the clients in a well-organized manner that suits the communities in the area.
  • Assist the Administrative Assistant with the planning, design, research, and acquisition of new training methods and recommend modifications as necessary.
  • Raising ICT awareness in the communities.
  • Generate revenues through the internet and IT training
  • Perform any other duties as assigned by the business advisor and perform any other duties related to the branch manager in the absence of the office administrator.
  • Assist in the Outreach and marketing in the district to encourage the private sector to use the branch services


  • Maintaining a calendar of events taking place at the Branch
  • Bookkeeping of all financial records and proofs of cash flow.
  • Organise networking events and meetings.
  • Receive and advise all walking in clients
  • Maintain and capture all information of clients that visit the branch
  • Performing other duties as assigned.
  • Manage the branch transactions

Minimum requirements

  • Bachelor’s degree in business computing and ICT from a recognized training institution or any equivalent combination of education, training, and work experience.
  • At least a 2-year experience in ICT field, finance, and customer care.
  • A CISCO IT certificate as an instructor is an added advantage.
  • Must be fluent in Kinyarwanda and English with working knowledge of French

Position: Two (2) Investment Analysts 

 Report to: Business Advisor

Work Station:  BDF Branches in Nyamagabe and Gisagara

Job Functions:

The purpose of this position is to prepare and analyze business plans to access Finance.

Duties and responsibilities:

  • Develop business projects in line with BDF products accepted standards
  • Collect data or information on the project from PFIs and profile projects
  • Analyse  projects from different PFIs requiring different guarantees, grants, leasing, start-up toolkits, SACCO refinancing and quasi-equity financing
  • Prepare and submit  notification letters (approved or rejected projects) to different clients

  • Upload information in all operating systems
  • Update database on projects recently approved
  • Prepare and make known BDF products to the analysts of different financial institutions and the general business community
  • Appraise the compensation request from PFIs
  • Ensure that funds disbursed are used for the eligible activity
  • Carry out monitoring and recovery of funds and projects
  • Prepare all the paperwork whether related to soliciting funds for dealing with the PFIs.
  • Assist in carrying out business training to emerging entrepreneurs
  • Monitor funded projects and evaluate the would be funded projects
  • Perform any other duties as assigned by the advisor or the branches coordination department

Minimum requirements

  • Bachelor Degree in Finance, Economics, and Management from a recognizable university,
  • At least 3 years’ experience in the banking sector, business consulting,
  • Able to write a business plan, Knowledge of appraisal process and risk assessment especially in the banking sector,

Job Function:

Marketing Officer will oversee the company’s PR, Communications & marketing campaigns both internally and externally and plays a key role in building a good image of the company.

Duties include:

Public Relations and communication

  • Planning publicity strategies and campaigns
  • Writing and producing presentations and press releases
  • Dealing with inquiries from the public, the press, and related organizations
  • Organising and attending promotional events such as press conferences, open days, exhibitions, tours, and visits
  • Speaking publicly at interviews, press conferences, and presentations
