ARC works with its partners and constituencies to provide opportunities and expertise to refugees, displaced people and host communities – to better survive conflicts and crisis, and to rebuild lives of dignity, health, security and self-sufficiency. ARC presently works in and with partners in ten countries globally.

ARC has consistently operated in Rwanda since 1994, and today has a strong and committed team of over 200 regular, full time national staff and partners – implementing programs in Primary health care, RH, HIV and Nutrition, WASH, Shelter/Infrastructure, and SGBV & Protection.

ARC islooking for a qualified, self-driven and committed individual to join its Kigali-based HRA Department – in the position of Human Resources Officer



Full time; based in Kigali

Key responsibilities:

  • Contribute to human resources planning, regular review or drafting of required policies and procedures
  • Provide support to supervisors and staff to develop skills and capabilities of staff – including drafting accurate job descriptions, and providing assistance in performance evaluations, performance counseling
  • Participate in staff recruitment and selection processes, including drafting and ensuring timely placement of job advertisements
  • Facilitate planning and delivery of effective orientation for new staff, Interns and short term hires
  • Assist in leave planning and Leave reconciliation on a monthly basis
  • Participate in national employee contracts management, including in staff disciplinary matters and processes
  • Ensure that local staff HR files and personnel information are always updated and complete.
  • Provide monthly pay slips and change of status when it is needed
  • Lead in reconciliation of staff work timesheet and recordsand verifying all timesheets for fields, Kigali office and prepare report for the HR Manager

Minimum qualifications:

  • A Bachelor’s degree in Human Resource Management, Public Administration, or related field required
  • Minimum 3 years’ experience in HR management, with a humanitarian or development agency
  • Continuous education and specialized trainings in HR and Administration preferred
  • Demonstrated Knowledge of HR systems and handling of HR databases
  • Strong diplomacy skills with proven ability to work across multiple technical areas simultaneously, supporting and mentoring multiple staff members.
  • Ability to communicate in spoken and written English with aptitude in reporting are mandatory
  • Fluency in French and Kinyarwanda preferable
