Overview
Banyan Global, an international development consulting firm with extensive experience managing successful economic development projects on the African continent and around the world, is recruiting an Operations and Finance Director for an anticipated USAID-funded economic strengthening project in Rwanda. The project aims to facilitate the emergence of a dynamic off-farm sector that can generate greater employment at a higher wage for Rwandans currently engaged in subsistence agriculture and other low income economic activities.
Responsibilities
- Contribute to the program’s overall management and leadership by playing a full, active and constructive part on the senior management team.
- Provide expertise and advice to the management team on finance related issues (including financial planning and performance, and the development of financial reports to reflect progress and risks for grants and projects), ensuring that the organization’s finances are managed wisely, accurately and timely.
- Establish systems, and provide coaching and financial oversight of grants, to ensure compliance with USAID policies, procedures and reporting requirements.
- Verify accuracy of invoices, expense reports and other accounting.
- Assist with check disbursements and other accounts payable functions.
- Liaise with other field offices, auditors, creditors, donors, officials, banks, grantees and Banyan Global headquarters.
- Assure compliance with in-country accounting and norms and procedures as well as legal obligations (registrations, labor code, human resources, etc.).
- Supervise all necessary security and risk prevention measures.
- Support leadership to assess risks faced by Banyan Global in implementing the project.
- Maintain administrative staff by recruiting, selecting, orienting, and training employees.
- Negotiate with vendors to secure the best conditions for procuring goods, supplies and others in compliance with USAID and Banyan Global policies and procedures.
- Keep the work environment clean, organized and effective, establishing policies, procedures, and work schedules and maintaining equipment.
Qualifications
- Degree in Accounting, Finance or Business Administration
- Relevant experience of 7-10 years in a similar or related capacity, Prior experience with a USAID project preferred
- Excellent analytical and computer skills, with strong experience in Excel and QuickBooks
- Experience in accounting and strategic financial management
- Experience managing staff and supervising activities
- Fluency in written and spoken English required

The project aims to facilitate the emergence of a dynamic off-farm sector that can generate greater employment at a higher wage for Rwandans currently engaged in subsistence agriculture and other low income economic activities.
Responsibilities
- Provide overall management and leadership related to gender integration, youth integration, work with vulnerable populations, and other issues related to social inclusion.
- Conduct a gender and social inclusion analysis, produce a gender and social inclusion strategy for the project, and monitor progress against that strategy.
- Lead collaborative relationships with other stakeholders focused on gender and social inclusion, including the relevant divisions within the Government of Rwanda, as well development projects.
- Work with the Monitoring, Evaluation, and Learning team to track, analyze and interpret performance data for gender and social inclusion lessons and insights.
- Provide training, coaching, and mentoring to project staff on gender and social inclusion analysis and activity implementation.
Qualifications
- Advanced degree in gender studies, economics, international development, or other related field
- A minimum of 7 years of experience in the areas of gender equality, women’s empowerment, youth empowerment, and/or working with vulnerable populations
- Demonstrated experience working on gender and social inclusion analyses and assessments, in Rwanda specifically, or sub-Saharan Africa broadly
- Demonstrated representational skills in managing relationships with government, civil society organizations, donors, and national/international NGOs
- Excellent project management, communication, writing, and computer skills
- Ability to work both independently and as part of a team
- Previous experience working on USAID projects is a plus
- Fluency in written and spoken English required

The project aims to facilitate the emergence of a dynamic off-farm sector that can generate greater employment at a higher wage for Rwandans currently engaged in subsistence agriculture and other low income economic activities.
Responsibilities
- Lead all performance monitoring and evaluation activities.
- Assist in the development of the performance monitoring plan and oversee the gathering, analyzing, and reporting of data and information to measure program performance and impact.
- Advise and provide technical assistance on an as-needed basis to conduct specific tasks for the project throughout the life of the project.
- Organize and manage M&E training activities for project staff.
- Ensure the timely achievement of related indicators, performance criteria, and benchmarks.
Qualifications
- Degree in evaluation methods, economics, business administration, international development, economics, or other relevant field
- Minimum 7+ years of experience participating in monitoring and evaluations activities for international development projects including but not limited to collecting and analyzing data, developing project indicators, and supporting performance monitoring and reporting
- Experience working in the economic development sector and/or economic development programs
- Demonstrated leadership, strategic thinking, and communication skills
- Familiarity with USAID evaluation policy and reporting guidelines
- Previous experience working on USAID projects is a plus
- Fluency in written and spoken English required
