JOB AT Bridges to Prosperity : Rwanda Finance Director : ( Deadline : 29 March 2019 )
Bridges to Prosperity (B2P) is an international non-governmental organization that specializes in the design and construction of pedestrian footbridges. We are seeking a motivated, dynamic and highly capable Finance Director (FD) to support our Rwanda Program.
As the Rwanda FD, you will be responsible for providing financial leadership and oversight to all financial operations in Rwanda. The successful candidate will report directly to the Rwanda Program Director and support the Chief Financial Officer by driving financial planning of the program while ensuring legal and regulatory compliance. In addition, the FD is responsible for all financial policies, procedures, controls, reporting systems, as well as, costs and general accounting.
The ideal candidate should have an advanced degree in accounting, business, finance or related field with a minimum of 5 years’ experience in managing an accounting department. The successful candidate must have experience with Rwandan accounting practices and a strong attention to detail.
Responsibilities
Financial Management
●Develop and oversee Rwanda program budget
●Update and implement financial policies and procedures
● Conduct analyses to make forecasts and reports
●Prepare official financial reports on a monthly and annual basis, or as requested
●Ensure all of the company’s financial practices are in line with statutory regulations and legislation
●Contract auditing services to ensure financial monitoring is up-to-date
●Create and maintain relationships with government partners, service providers, contractors, banking institutions and other relevant entities
●Prepare invoices and manage collections of government reimbursements
●Review all contracts for compliance and completion
●Seek out methods and practices to minimize financial risk
● Work with human resources staff to ensure alignment of financial and human resource policies including preparing employee contracts for new hires, statutory data collection and handbook acknowledgements. Ensure all documents are appropriately authorized and signed
● Manage local private health insurance premium payments and deductions
● Manage local insurance policies and renewals
General Accounting
● In the short term the FD will be responsible for performing all general accounting needs with anticipated shift to management oversight of an accountant in the next six months to one year
● Prepare monthly salary payroll
● File monthly statutory taxes
● Manage all petty cash disbursements and reconciliations with staff on weekly, semimonthly, or monthly basis
● Process full cycle accounts payable
● Process full cycle accounts receivable
● Assist with collection issues and discrepancies
● Monitor cash flow
● Monitor and authorize bank requests
●Reconcile local cash accounts
Minimum Requirements:
● Advanced degree in accounting, business, finance or related field
● Minimum five years of experience in managing an accounting department
● Experience with Rwandan accounting practices
● Strong written and verbal English and Kinyarwanda
● Literacy in Financial Edge and/or other financials programs
Preferred/Desired Profile:
● CPA or other relevant qualification a plus
● Commitment to organization and attention to detail, with a proven ability to meet deadlines
●Experience with Salesforce a plus
● Construction experience
