Job title Finance Officer

 

Reports to Director of Business Operations

Carnegie Mellon University Africa in Rwanda (CMU-Africa) is looking for an exceptional Finance Officer to support the Business Operations function. Carnegie Mellon University (CMU) is a top-ranked U.S. university known particularly for research and graduate education in engineering and computer science. In 2011, CMU signed a 10-year agreement with the Government of Rwanda to open a branch of its College of Engineering in Kigali known as Carnegie Mellon University-Africa in Rwanda (CMU-Africa). Offering two master’s degrees, the Master of Science in Information Technology (MSIT) and the Master of Science in Electrical and Computer Engineering (MS ECE), CMU-Africa now has 145 alumni and over 130 current students from 15 countries.

As CMU-Africa’s Finance Officer, you will be responsible for maintaining accurate financial records, while ensuring compliance with CMU policies, as well as relevant US and Rwanda laws.

 

Duties and responsibilities

Time : 50%

Maintaining Financial Records
Responsibilities

 

Responsible for maintaining accurate financial records for CMUAfrica, including but not limited to:

 

• raising purchase orders in Oracle
• coordinating the setting up of new vendors with the International Finance team
• working with International Finance to ensure timely payment of vendor invoices
• coordinating requests for travel advances from staff and faculty, and submitting them for processing
• processing financial service receipts for student tuition payments
• reconciling student tuition accounts, as well as reporting on monthly student receivable balances
• preparing monthly accruals
• other financial month and quarter end reporting as required

Time : 30%

HR Support
Working with the Director of Business Operations to support HR
processes by:

 

Responsibilities

 

•Working with the Director of Business Operations to support HR processes by:
• drafting employment contracts for student workers and teaching assistants at the beginning of each semester
• processing Workday add and end job transactions for student workers
• tracking student worker time logging and approvals
• quarterly reporting on paid time off

Time: 15%

 

Policy Compliance

Responsibilities

 

• Responsible for legal and regulatory compliance with respect to CMU policies, and relevant U.S. and Rwandan laws:
• maintaining and following adequate internal controls and procedures
• ensuring vendor Master Service Agreements (MSAs) are in place and valid
• coordinating the drafting of new vendor contracts with the University Contracts office

Time: 5% Process

 

Development

 

Responsibilities

 

Developing and documenting processes so that they can be sustained and improved upon over time.

 

Qualifications

Qualifications and experience:

• Two-to-three years’ transactional accounting experience a must
• Recently completed, or working towards, a professional accounting qualification (ACCA, CIMA, ICPAR, etc…)
• Bachelor’s degree in Accounting or Finance

• Dynamic, self-starter with the ability to perform high-quality work under tight timelines – both regular duties and ad hoc assignments
• Strong interpersonal skills, with ability to work with people from diverse cultures and backgrounds
• Fluency in English is required
• Excellent oral/written communication required
• Advanced-level experience with MS Excel preferred
