The Government of Rwanda strives to achieve Universal Health Coverage (UHC) by enabling equitable access to quality health services for their population as outlined in the Fourth Health Sector Strategic Plan (HSSP IV). This commitment is made against a backdrop of rising health care costs and uncertainty around the future availability of donor funding. While Rwanda is often cited as an example for UHC in Sub-Saharan Africa, in part due to high rates of enrollment in the Mutuelles or CBHI scheme; the challenge will be to sustain these gains. Acknowledging this, the Government aims to employ effective, equitable, efficient and sustainable health care financing approaches and inform reforms of existing financing mechanisms including the national insurance scheme.

 

CHAI Rwanda’s Sustainable Health Financing (SHF) program works on a day-to-day basis with Government leadership in the Ministry of Health (MoH) and the Rwanda Social Security Board (RSSB). The goal of our program is to support the Government to sustainably finance and improve the Mutuelles or Community Based Health Insurance (CBHI) scheme, which covers the majority of the population for essential health services, and address key challenges in the health sector, towards the goal of UHC.

 

CHAI currently seeks a Program Manager to manage a high priority area and small program team of four to work with the leadership (Director General and Ministerial level) of the Rwanda Social Security Board (RSSB) and the Ministry of Health (MOH) to think through and implement strategic health system reforms to improve overall sustainability. In addition, the Program Manager will work with the government leadership team of partner institutions to provide thought leadership as the implementation of the fourth health sector strategic plan commences and provide recommendations for priority projects. In this role, the program manager will serve as the managerial and programmatic lead for the Rwanda health financing team and will report to the CHAI Country Director. This position offers a unique opportunity to work closely with high-level government leaders, define the direction of the Rwanda health-financing program and develop new partnerships and collaborative frameworks to drive CHAI’s push to support countries on their journey towards Universal Health Coverage (UHC). This position will be based at the CHAI office spending significant time at the Ministry of Health and Rwanda Social Security Board where other staff members on the team are based.

 

 

 

Responsibilities

 

The program manager will be responsible for leading and growing the CHAI health financing program in Rwanda, in line with government demand. He or she will develop CHAI’s strategy, manage and potentially grow a team of 4, and work with government leadership and this team in supporting the Government of Rwanda in implementing strategies towards UHC, with a focus on the sustainability of the Mutuelles scheme.

 

Lead the health financing program, taking responsibility for CHAI’s health financing strategy and program in Rwanda
Develop joint plans together with the government and CHAI’s leadership for CHAI’s engagement;
Be a strategic thought partner to CHAI leadership on issues related to health financing across CHAI’s programs in the health sector;
Work with the government, CHAI country leadership and CHAI global leadership in developing a medium-term strategy. This includes informing CHAI’s global health financing strategy;
Fundraise where needed for this work; and
Represent CHAI in external meetings with stakeholders and donors.
Support senior government leadership at both the Rwanda Social Security Board and Ministry of Health, with a focus on sustainability of Mutuelles
Serve as a strategic thought partner for government leadership on critical policy decisions and reforms, providing evidence to inform decisions. This may mean developing decisions memos or similar, and discussing this evidence with government leadership directly.
Bring together work across government agencies, actively seeking and promoting opportunities to strengthen and deepen collaboration between partner government institutions to leverage of synergies and continuity in the work being carried out in the different institutions.
Ensure critical decisions take into account lessons learned from across countries and are technically sound.
Manage a small team largely seconded within government agencies. This is currently 4 people including the program manager, with room for growth.
Manage secondment arrangements with government, agreeing to scopes of work for seconded staff and proactively managing this engagement to ensure it addresses the greatest policy needs.
Provide day-to-day technical and strategic support to the CHAI Rwanda health financing team largely seconded within government agencies. This includes support on the design, roll-out and streamlining of critical processes and policy decisions related to ongoing financing reforms.
Provide management and career development support to the team, being a role model of CHAI’s values and mission, and providing one on one mentoring.
Conduct quality assurance on CHAI’s work, including tools and trainings provided to government, leveraging CHAI’s internal and external expertise as needed.
Manage the team’s relationships with government, including secondment agreements with governments.
Conduct work planning, budgeting/forecasting and narrative reporting for CHAI internal reporting and for our donors.
Other duties as requested by CHAI’s country leadership.
Qualifications: CHAI works in a fast-paced, results-driven environment, and this program on the sustainability of Mutuelles is a high priority for the government. We are seeking a highly-motivated individual who is a fast learner and who is both detail-oriented and has the ability to ask the key questions or see the ‘big picture’. CHAI places great value on resourcefulness, entrepreneurship, responsibility, tenacity, flexibility, independence, energy, work ethic, and humility. In addition, the candidate must demonstrate excellent communications skills and display cultural sensitivity

 

7 – 15 years of professional experience in demanding, results-oriented environments in the public sector and/or private sector. Working on health insurance and/or public financial management is a significant advantage.
Master’s degree in a related field such as health economics, public health, finance, or public policy is desired.
Demonstrated experience working with high-level stakeholders and in building consensus. Work with governments and/or on health systems reforms is an advantage.
Experience informing the development of government strategy, policy, and operational plans, preferably in health or health systems is an advantage;
Experience designing and managing teams and long-term projects;
Excellent problem solving, analytical, and quantitative skills, including attention to detail and experience in modeling using Microsoft Excel;
Strong communication skills, including the delivery of compelling presentations and documents in Microsoft PowerPoint and Word;

Exceptional diplomacy and interpersonal skills demonstrated the ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment;
Ability to work independently, set priorities, and handle multiple tasks simultaneously;
Demonstrated experience managing a team a project;
Ability to learn on the job quickly and absorb and synthesize a broad range of information;
Ability to work with humility and achieve results;
Ability to mentor and lead teams in a fast-paced and changing environment; and
Strong command of the English language; strong writer, facilitator, and oral communicator
Professional experience working with government authorities in developing countries, with experience in sub-Saharan Africa;
Experience working in public health and with international organizations;
Familiarity with a broad range of key global health issues, including health systems or health financing challenges in developing countries.
