SUMMARY OF PROJECT

 

The aim of the Decentralisation and Good Governance Programme financed by Germany and the Netherlands is to improve public service delivery and infrastructure in Rwanda as well as increase citizen participation in planning and decision-making processes in 30 rural districts and the City of Kigali. The Programme aims to achieve two main outcomes: (1) reduce poverty by improving the living conditions of the target population in participating districts; and, (2) improve the effectiveness, efficiency and transparency with which district administrations deliver services.

SUMMARY OF POSITION

CowaterSogema is currently recruiting for the position of Team Leader & Decentralisation Expert. The Team leader will manage the implementation of activities related to capacity building, training, policy dialogue for officials from department of local governance, civil servants from the districts and municipalities at local level and possibly for non-governmental organisations, in line with training plans developed under the project.




 

JOB REQUIREMENTS

 

Education:

 

Master’s degree in rural development economics or related field.
Minimum Experience:

At least 10 years of proven project relevant professional experience in one or more of the following areas: ‘public financial management’, ‘rural development, ‘capacity development’, ‘Institutional /organisational development’, project management in Governance and Programme development;
Experience in supporting central- and local government-level institutions;
Experience managing multi-disciplinary teams of experts;
Experience in financial management of international donor-funded projects and management of disposition funds, preferably projects of German FC;
Working experience in various developing countries, particularly in East Africa, and in French-speaking countries;
Working experience in Rwanda, preferably in the same area of expertise, is considered an asset.

JOB REQUIREMENTS

Essential Skills:

Excellent knowledge of relevant computer programs;
Fluency in English; knowledge of French is considered an asset.
Outstanding verbal and written communication skills (speaking, writing and oral) in English;
Capacity to think and work politically, building strategic relationships and identify creative ways to address challenges and issues and respond to opportunities;
Excellent stakeholder management and relationship building skills.
Employment conditions:

This position will be based in Kigali, Rwanda.

PRINCIPAL RESPONSIBILITIES

 

Manage technical inputs of other non-key experts/specialist/ short term experts and all related inputs and outputs;
Perform administrative, preparatory and ancillary tasks relating to planning, monitoring, reporting on project components, procurement and financial management;
Manage technical inputs of other non-key experts/specialist/ short term experts and all related inputs and outputs;
Coordination of communications and the planning for regular meetings with ministries involved;
Support to the planning, implementation and monitoring of all activities;
Lead and manage the preparation of all deliverables as well as strong involvement in all activities in the annual work plans;
Carry out activities and submit all outputs of the Inception and implementation phases;
Fulfilment of financial management tasks in a timely and professional manner; and,
Fulfilment of all reporting requirements.
