The Energy Sector in Rwanda is undergoing a process of reform and a comprehensive program of renewal and expansion of electricity infrastructure is underway to ensure growth of the network to meet current and future supply requirements with a high level of reliability. The Energy Utility Corporation Limited (EUCL) is a Subsidiary of the Rwanda Energy Group (REG) one of the Successor entities from the former EWSA. EUCL took over EWSA utility operations including the associated generation plants, transmission and distribution network and all adjoining facilities thereto.




Description, duties, responsibilities

This role will be responsible for managing outgoing bills and invoices on behalf of the company to include, utility payments, product or inventory invoices, employee expense accounts and reimbursements

Accounting
  • Perform the day to day processing of accounts payable transactions to ensure that finances are maintained in an effective, up to date and accurate manner
  • Receive and verify invoices and requisitions for goods and services
  • Verify that transactions comply with financial policies and procedures
  • Prepare month-end account reconciliations (primarily cash, accrual and prepaid accounts)
  • Review invoices to ensure that all the information appearing on them is accurate and complete
  • Verify that payable transactions comply with financial policies and procedures
  • Maintain listing of accounts payable
  • Review updated vendor detail files
  • Monitor accounts aging to ensure payments are up to date
  • Reconcile vendor statements, research and make corrections of discrepancies




Payroll
  • Complete payroll functions in order to ensure staff are paid in an accurate and timely manner
 Reporting

Process transaction reports (aging, payment, etc.) after data entry

  • Develop periodic reports and financial statements for management’s attention
Additional Skills

Requirements and Skills

 

  • Bachelor’s Degree (A0)  in commerce, Accounting, Business Administration.
  • At least 2 years’ experience in a Finance related role
  • Part professional accounting qualification (ACCA, ACMA, CA, CPA…… qualification)

Description, duties, responsibilities

This role will be responsible for regulatory reporting including preparing financial and regulatory reports in accordance with Generally Accepted Accounting Principles (GAAP) and International Financial Reporting Standards (IFRS) and assisting in the coordination of external audits

         Innovation
  • Maintains and develops various accounting systems and processes. Recommends and implements ideas and innovations to improve upon existing systems, work processes and procedures
  • Identify and drive the implementation of process improvements to decrease costs and increase efficiency while maintaining high levels of accuracy
    Tax Reporting
  • Implementation of the quarterly and annual tax provision and compliance processes.
  • Prepare and communicate the monthly close calendars to the holding and finance accounting teams
  • Advise management on resource utilization, tax strategies, and the assumptions underlying budget forecasts.
         Audit
  • Assist with the preparation of audit work papers, providing documentation and explanations as outlined in procedures.
    Accounting
  •  Responsible for the administration and maintenance of the Balance Sheet reconciliation tools and process for the entire accounting organization
  •  Perform monthly balance sheet and/or income statement variance analysis
  •  Lead in the preparation of financial statements including footnote disclosures in compliance with GAAP and IFRS.
  • Analyze business operations, trends, costs, revenues, financial commitments, and obligations, to project future revenues and expenses or to provide advice
  • Develop, maintain, and analyze budgets, preparing periodic reports that compare budgeted costs to actual costs.

    This role will be responsible for developing, directing and managing the strategic legal activities and overseeing the implementation of good governance principles and providing statutory and legal advice across the entire organization.

    Strategic Management
    • Develop legal policies, process and procedures in line with the Rwandan law and the strategic objectives of Energy Development Company.
    • Update the company legal policy in accordance to new laws, and communicate the same to the different stakeholders
    • Take the lead in the development and reviewing of various policies for Energy Development Company Ltd
      Advisory Services
    • Provide guidance on legal and governance issues or matters that may arise for the Organization’s compliance with the relevant legislation and best practice.
    • Assist in the provision of legal support to all other departments in the organisation.
    Contract Management and Negotiation
    • Lead in the drafting and negotiation of contracts to include contract negotiation in coordination with the Electric Utility legal services.
    • Review and execute contract documents involved, evaluate legal disputes arising there from or otherwise advising on appropriate legal positions to be taken in the Organization’s best interest.
      • Conduct legal analysis and develop recommendations with respect to legal aspects of investment proposals
      • Conduct or lead negotiations of investments on behalf of EUCL and coordination of negotiations with stakeholders.
      • Support in the overall negotiation process of all power projects across all sub sectors




    Legal Services
    • Represent the REG and Energy Development Company in courts of law and provide legal advice
    • Prepare legal opinions and undertake research on matters relating to the mandate of the Authority.
    Leadership
    • Provide overall leadership of the legal department and Supervise and manage the performance and development of staff in the department in line with the Organization’s goals, objectives, policies and regulations.
    • Develop a departmental annual work plan and financial budget and monitor their implementation in line with EDC Business plan

      • Excellent written and oral communication skills in English; the knowledge of French is an added value.
      • Excellent presentation skills including a demonstrated ability to communicate complex ideas clearly and tactfully to a variety of audiences

    The Manager Budget& Reporting is responsible for developing, managing, monitoring and reviewing the annual organizational budget.

    Key Responsibilities
    Budgeting
    •  Implement, monitor, and evaluate budget policies and procedures, and make recommendations as necessary
    • Manage, coordinate, and participate in the development of the Utility’s annual budget and prepare revenue projections.
    • Develop preliminary and final budget documents and participate in budget hearings.
    • Prepare five year revenue and expenditure projections.
    • Review staff reports relative to their budget impact and work with other managers to resolve problems and discrepancies.
    Research
    • Research, analyse, evaluate, and develop findings and make recommendations involving complex budget and financial management issues.
    • Conduct research, evaluate information and formulate recommendations for enhancing the Utility’s budget development process and budget documents.
    • Review the capital improvement plan for consistency with the annual operating and capital budget.
    • Manage cost allocation and fee analyses and works with consultants to produce related studies.
    Monitaring and Reporting
      • Develop monthly and annual budget performance reports for management’s attention.
      • Analyse revenue and expenditure variances relative to the adopted budget and prepare monthly management reports including recommendations.




    Staff Management
    •  Supervise and manage the performance and development of the unit staff in line with the Organization’s goals, objectives, policies and regulations.
    • Develop a unit annual work plan and financial budget and monitor their implementation in line with the Business plan
