The European Union Delegation to Rwanda is looking for: Accounts Clerk
The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The role of the EU Delegation to Rwanda’s is:
Represent the European Union in Rwanda;
Ensure the follow-up of bilateral relations in the areas of political, economic, trade and external assistance cooperation (financial and technical);
Follow-up on EU policies in all sectors;
Promote and defend the values and interests of the EU;
Maintain and increase the visibility, awareness and understanding of the EU in Rwanda;
Supervise long-term programming of aid and the management of programmes and projects within the framework of EU external aid management.
We offer a post of Accounts Clerk. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation. Upon recruitment, the successful candidate will occupy a specific job function as Accounts Clerk – this job function may be changed in accordance with the needs of the Delegation. Under this job function the successful candidate will serve as technical and support staff to the Administration Section under the supervision and responsibility of the relevant head of section.

Medically fit to perform the required duties;
Enjoys civil rights and permits for employment under local law;
Good knowledge of English, Kinyarwanda and French;
Minimum 3 years’ recent experience working in finance.
The following will be considered an asset:
Experience with tender procedures;
Experience working at an Embassy or International Organisation

Job Title: Accounts Clerk

Overall purpose :
Responsible for all financial and administrative matters of the EU Delegation in Rwanda, and work closely with the Accountants Clerk. Under the direct supervision of the Head of Administration, he/she is responsible to updating the accounting financial programme (ABAC, Accrual Based Accounting) on a daily basis.
Functions and Duties :
Execute/reconcile accounting transactions in compliance with the financial regulations;
Careful review of budget lines;
Ensure all financial reporting deadlines are met;
Assist in the preparation of budgets and forecast;
Preparing and analysing cash flow forecasts;
Follow up of ex-post controls and relevant accounting regulations and instructions from Headquarters;
Assist in preparations of reporting to Headquarters;
Filing supporting documents for financial transactions applying rules for documents management;
VAT refund claims;
Keeping petty cash register;
Registration and payment of invoices;
Encoding, follow-up and filing of LEF and BAF documents.
Management of the physical inventory of the Delegation assets and keeping up to date the database (ABAC ASSETS)
Procurement and Contract Management
Assist in tendering procedures;
Preparations of purchase orders;
Updating the contract database (LCK);
Ensure smooth coordination and exchange of information within the administration section, with other sections, with headquarters, suppliers and local authorities;
Assist in tendering procedures;
Time Management registration
Administration of local staff’s presences and absences in the Time Management System(E-Tim)
Other administrative tasks can be requested by the hierarchy
Education and training
Degree in Accounting, Financial Management, Bookkeeping or similar
Minimum 3 years’ recent experience working in finance;
Experience with Embassies and or International Organisation is an asset;
Experience with tender procedures is an asset.
Thorough understanding of financial reporting and ledger structure
Excellent knowledge of Microsoft Office (Outlook, Word, Excel)
Fluent in English, French & Kinyarwanda
Strong communication skills, written and verbal
High degree of responsibility and discretion in handling financial, contractual and HR matter;
Able to work as part of a team but with minimal supervision;
Able to set priorities, multi-task and manage time/workload effectively;
Ability to work under pressure according to deadlines;
Resourcefulness and initiative;
Attention to detail
