Role Overview
Strengthening Human Resources for Health (HRH) is the first pillar of Rwanda’s third Health Sector Strategic Plan. After a 2016 gap analysis revealed that staff retention is a significant challenge facing Rwanda’s Health Sector, the Minister of Health launched the Health Sector Staff Mutual Aid Group (HSS-MAG) in 2017. The HSS-MAG is a common fund that gives subscribers access to savings and loan options, functioning as an additional non-wage incentive for health workers who enroll. To date, about 800 health facilities representatives have signed up for the HSS-MAG.

The Finance Program Coordinator will collaborate with the Directorate General of Planning, Health Financing, and Information Systems to support continued roll-out and improvement of the HSS-MAG. This will include providing planning assistance at the Directorate level and monitoring implementation at the central and decentralized levels.


Support the coordination of HSS-MAG activities through follow up and facilitation of the Board of Directors (BoD) resolutions at central and decentralized levels
Support the HSS-MAG Secretariat in preparing for and facilitating BoD meetings and in implementing BoD resolutions
Communicate questions, concerns, or challenges raised by members to the BoD
Promote HSS-MAG growth, decentralization, and efficient management, bringing quality services closer to its members
Coordinate, compile, and share HSS-MAG updates
Ensure compliance with the Ministry of Health’s regulations, work policy, and strategies, as well as ethical requirements
Draft HSS-MAG strategy, planning, and communication documents
Contribute to innovative solutions for HSS-MAG member growth
Participate in negotiations with stakeholders
File and serve as a custodian of HSS-MAG documents, facilitating their access to members
Periodically report on HSS-MAG activities
Assist HSS-MAG BoD members whenever necessary


Skills and Experience

Items indicated with an asterisk (*) are required

Bachelor’s degree*
Academic training and/or professional experience in finance, accounting, and/or budget management*
Strong writing experience, as evidenced by past reports or other user-friendly, external-facing documents*
Experience with partnership/relationship management, acting as the main point of contact for donors, clients/beneficiaries, or other key stakeholders*
Good knowledge of the Rwandan healthcare system, including the use of community health workers*
Academic training and/or professional experience in health systems strengthening strategies and/or microlending programs
Public speaking experience, e.g. delivering presentations, workshops, or trainings
At least two years of professional experience
Experience with database management
Willingness to travel
Ability to operate with minimal supervision and on tight deadlines
