Role Overview
The Monitoring, Evaluation and Learning Officer (MELO) will support activities related to the collection and management of patient data, monitoring and evaluation data, and documenting lessons learned for decision making. The MELO will be responsible for aggregating data to be reported to donors, partners, and Government of Rwanda agencies.

The MELO will work closely with the Alliance for Healthy Communities (AHC) staff in Kigali and some partner staff based at hospitals. The MELO will collaborate with the Health Communication and Resource Mobilization Officer and Clinical Department staff in ensuring the accuracy of the data and information published related to AHC’s activities.


Contribute to the development of monitoring and evaluation (M&E) strategies and plans in collaboration with other team members
Monitor accuracy of incoming data
Provide feedback to data providers
Prepare data for reports to be submitted to donors, partners, and Government of Rwanda agencies
Support the creation of new qualitative and quantitative monitoring and evaluation tools for the organization
Collect qualitative and quantitative data
Provide support related to data collection, analysis, and use to partners
Analyze data and develop reports for external and internal use
Document case studies, best practices, and lessons learned for internal and external use
Support program implementation, including strategizing on incorporating learning and feedback gathered from M&E
Support development of new projects and proposals based on learning and feedback gathered from M&E

Skills and Experience

Items indicated with an asterisk (*) are required

Bachelor’s degree*
Preferred: Bachelor’s or master’s degree in public health, research, statistics, economics or other social science, or related field
Experience developing or managing tools for data collection or monitoring, e.g. surveys, interviews, focus groups, or output tracking*
Excellent qualitative and quantitative data analysis skills, including reporting findings or insights*
Experience designing and/or supporting projects, especially related to international development and/or funded by multi-lateral donors like PEPFAR*
Team spirit and ethical approaches to problem solving*
Flexible and adaptable; enjoys working in a dynamic, varied environment and taking initiative*
Team player, excited to work with other people, and enjoys collaborating with co-workers*
Previous research experience
Experience developing M&E plans, e.g, defining goals or performance indicators and establishing how data for each will be collected, using qualitative and quantitative methodologies
Experience developing case studies and other documentation for external use


About the Organization

AHC was formed in 2016 as part of the long-term sustainability strategy that the Charles R. Drew University of Medicine and Science developed with the Rwanda Defense Forces to support its participation in the President’s Emergency Plan for AIDS Relief (PEPFAR) which funded the US Department of Defense HIV/AIDS Prevention Program (DHAPP). This program is designed to help militaries across the globe to combat the spread of HIV and to ensure proper treatment interventions. In September of 2017, AHC became the lead agency in implementing US DOD/PEPFAR grant funded HIV/AIDS Prevention, Care, and Treatment in the Rwanda Defense Force. The program serves the military, their families, and communities around military health facilities throughout Rwanda. AHC’s vision is a world where health workforces are empowered to sustainably and equitably improve the health and welfare of their communities.
