Job Title: Senior Research and Evidence Associate

 

Work Location: Kigali, Rwanda partly at the Rwanda Education Board, partly at the IPA country office

 

Reports to: Country Director or delegate

 

Innovations for Poverty Action Rwanda seeks a qualified Technical Specialist to support the Teacher Management and Staffing Unit of Rwanda Education Board with the implementation of centralized teacher recruitment and placement.

 

Innovations for Poverty Action (IPA) is an international research and policy nonprofit that discovers and promotes effective solutions to global poverty problems. IPA has been engaging with Rwanda’s Ministry of Education and Rwanda Education Board since 2013, a collaborative partnership underpinned by a Memorandum of Understanding. In early 2019 the Cabinet of the Government of Rwanda approved the decision for the Rwanda Education Board (REB) to take a coordinating lead in the recruitment and placement of teachers across the country. IPA, in partnership with the International Growth Center (IGC) have been requested for technical assistance to support the Teacher Management and Staffing Unit to implement the centralization of teacher recruitment and placement in time for the 2020 academic year.

 

 

 

Essential Duties and Responsibilities:

 

A primary goal for the Technical Specialist is to work with Director of Teacher Management and Staffing Unit of REB and a technical support team consisting of principle investigators, advisors and staff from IPA and IGC to effectively implement centralized teacher recruitment and placement.

 

 

Responsibilities include:

 

Working with the technical support team to support the Director of the Teacher Management and Staffing Unit to develop a strategic implementation plan for teacher recruitment and placement

Undertaking necessary desk based reviews of relevant literature

Facilitation or workshops and key stakeholder engagement to support the development and effective use of enhanced software

Working with the technical back-stopping team to support the Teacher Management and Staffing unit to develop or enhance software to match and track teacher recruits to the most suitable postings based on evidence-based best practices

Working with the technical back-stopping team to provide ad hoc teacher management advise and support based on evidence-based best practices

Working with IPA and IGC to identify other evidence-based best practices that IPA and IGC might be able to support REB or MINEDUC with.

 

 

Education and/or Work Experience Requirements:

 

Required qualifications

Master’s degree in education, international public policy/ research or related fields.

5 years of relevant work experience

Demonstrated knowledge of teacher management and recruitment practices

Demonstrated ability to effectively engage stakeholders to build collaborative relationships that promote effective project implementation.

Detailed knowledge of Rwanda’s education sector

Written and spoken proficiency in English and Kinyarwanda

Experience working with large-scale data systems such as government databases

Demonstrated ability to coach and train others in statistics, data analysis or MEL methodologies

Demonstrated ability to coach and train others

Superior analytical, quantitative, and conceptual thinking skills

Strong client-facing and presentation skills

Cultural sensitivity and demonstrated ability to work successfully with diverse constituencies

Ability to present information in a structured and insightful way, both in writing and orally

Self-starter, entrepreneurial mindset, versatility, and strong multi-tasking skills

Passion for making data-driven decision a reality in the development sector

Familiarity with SurveyCTO, Open Data Kit or similar survey software, SMS or Interactive Voice Response (IVR) technology

High level of proficiency with Stata, Microsoft Access/SQL and Microsoft Excel

Preferred additional qualifications

Software programming skills
