NATIONAL PROJECT COORDINATOR-LABOUR MARKET GOVERNANCE
The ILO Country office Dar es Salaam currently seeks to recruit a motivated and experienced National Project Coordinator-Labour Market Governance, with a demonstrated and proved track record. The candidate will based in Kigali Rwanda. S/he will report directly to the Project’s Chief Technical Advisor (CTA)
Main duties and responsibilities:
Under the guidance of and with support from the project’s CTA, ILO Specialists and consultants the NOB will design, plan and implement interventions that address constraints on social dialogue, social security coverage, Fundamental Principles and Rights at Work, and Occupational Safety and Health and labour inspection in the informal economy.
Specific duties include:
- Contribute to planning and implementing the market system analysis studies of the construction sector and the retail trade sector (with a focus on textiles and tailoring) that aim to identify root causes of market constraints on better working conditions, for women and youth in particular. Both studies will include gender analysis.
- Support the CTA in revising the project’s logical framework pertaining to Outcomes 2 to 5, based on the findings of the market system analyses.
- Supported by the CTA, ILO Specialists and technical consultants, take the lead in planning and implementing activities for all planned outputs in the areas of social dialogue, social security coverage, Fundamental Principles and Rights at Work, and Occupational Safety and Health and labour inspection. This will use a facilitative approach and is likely to include (pending revision of the logical framework):
- Capacity building of social partners to promote decent work in the informal economy through social dialogue
- Implementation of an already agreed on Social Dialogue Action Plan
- Revision of current registration system of collective bargaining
- Design and undertake research, policy materials, tools and other related activities on social security financing for the development, implementation and promotion of social security products and services for the informal sector
- Review of labour legislation in relation to ILO Conventions ratified by Rwanda, awareness raising on labour standards and measures to increase compliance especially in the informal sector
- Development and implementation in the informal and formal sectors of regulations, standards and guidelines on Occupational Safety and Health
- Development and implement regulations, standards and guidelines on OSH developed in both the informal and formal sector
- Capacity building of the labour inspection
- Development of an integrated labour administration monitoring system
- Establishment of labour dispute mechanisms, mediation and arbitration
This will require developing strong partnerships with the private and public sector.
4. Support the development and operationalization of the Monitoring and Results Measurement (MRM) system as it pertains to the activities under Outcomes 2 to 5, with particular emphasis on design of business/sustainability models, results chains, appropriate indicators and realistic assessment methodologies.
5. Take the lead in the monitoring and assessment of the interventions, including development of research instruments, regular data collection and relations with partners who contribute to data collection, periodic reviews of the interventions and revision of business models and results chains.
6. Contribute to preparing periodic and ad hoc reports and case studies on the status of the programme and its results, including for international forums.
7. Contribute to the project’s conflict mitigation analysis and a simplified environment assessment.
8. Support work under Outcome 1, which will address root causes of constraints on decent work in the informal construction and retail trade sub-sectors.
9. Support development and implementation of the project’s communications and knowledge sharing plan.
10. Any other duties requested by the CTA.
- First level University degree in political studies, labour studies, labour law, law, or other relevant technical field.
- A degree in economics or business would be an advantage.
- Two or three years of practical engagement as an independent expert in activities related to labour market governance.
- Experience related to social dialogue, social security coverage, Fundamental Principles and Rights at Work, Occupational Safety and Health or labour inspection.
- Experience with and knowledge of the informal economy.
- Experience in promoting decent work in the informal economy would be an advantage.
- Experience in multi-stakeholder activities with the public and private sector would be an advantage.
- Excellent command of English and good knowledge of another official language of the duty station.
- Strong research and analytical skills.
- Ability to work effectively in a team and excellent interpersonal skills.
- Excellent negotiation skills.
- The ability to develop effective partnerships with the private and public sector.
- Ability to support the development of manuals and training materials and conduct training.
- Ability to support the work of external collaborators, project staff, specialists and consultants.
- Ability to respond to developments in and relevant to the project with flexibility and change project activities and procedures as required.
- Strong written and verbal communication skills.
