Job Description

• Participate in the development of planning and budgeting earmarked funds guidelines to guide LG in the use of funds under the “Rwanda Strengthening Social Protection” project (SSPP):
• Advise decentralized entities on the effective use of LODA allocations provided for the SSPP;
• Assess reports and financial records to ensure that programme funds are (i) used for the purpose intended (ii) are correctly, completely and accurately recorded (iii) used in line with programme guidelines (iv) achieve value for money
• Work with other LODA departments and Directors of Finance to assess risks incurred by LODA in the management of SSPP funds allocated to decentralised entities, and recommend appropriate measures to improve project efficiency and effectiveness;
• Carry out inspection and monitoring to validate the assessment of risk and the effectiveness of mitigation measures;
• Advise the LODA Administration on financial guidance to ensure that funds allocated to decentralized entities are managed in conformity the agreement between the World Bank and the Government of Rwanda;
• Facilitate partners in the activities related to financial inspection of funds allocated to decentralized entities by LODA.
• Contribute to the revision of guidelines and manuals to improve financial management
• Support the World Bank missions to review the project by participation in field missions and preparation of reports and analysis;

Job Profile

A0 Business Administration, Accounting, Finance with professional working experience of 7years in public finance management, financial management standards and procedures or Masters in the same fields with at least 5years professional experience in public finance management, financial management standards and procedures.
• Knowledge of international financial management best practice, international accounting standards, principles and practice;
• Knowledge of Rwanda’s financial management standards and procedures;
• Knowledge of Rwanda Public Financial Management law and regulations;
• Knowledge of World Bank financial management requirements related to the SSPP ;
• Strong analytical skills, able to solve complex problems;
• Detailed knowledge of systems of internal control, carrying out risk assessments and developing fiduciary risk mitigation measures;
• Leadership and management skills;
• Communication and presentation skills;
• Strong IT skills, able to work with major database systems, financial management systems and Excel and power point especially;
• Judgment & decision making and time management skills
• Fluent in Kinyarwanda, English and/ or French; knowledge of all is an added advantage
