Job Description
– Coordinate the budgeting process of District plans according the budget available and priorities
– Coordinate the development budget allocation and budget revision according the rules and regulations
– Participate in the budget planning, preparation and approval processes.
– Prepare budget forecast for planning purposes.
– Draft proposals to ensure DPs regulations and rules are complied with
– Ensure district Budget monitoring, oversight and control
– Assist in the setup and adjustment of priorities;
– Collaborate with the department in
– charge of budget and finance to ensure effective allocation of resources
– Supervise information dissemination in advance to facilitate timely coordination and effective budgeting
– Guide the formulation of quality budget and investments to be submitted to MINECOFIN
– Ensure the development budget preparation and budget execution
– Ensure the development budget is spent according the MoUs with DPs
– Participate in the drafting of Local Government Planning &Budgeting guidelines
– Support the data entry of plans and budget into the integrated Financial Management Information System (IFMIS)
– Support the process for identifying and designing the local development Planning and budgeting
Job Profile
A0 in Economics, Finance, Management, Accounting with 3 years of working experience; Or Master’s degree in Finance, Management, Accounting.
Key Technical Skills & Knowledge required:
– Extensive knowledge and understanding of the Decentralization system;
– Knowledge of Rwanda Public Financial Law;
– Proven knowledge and experience in public finance and budgeting policy and procedures
– Knowledge of results based management, logical
framework approach, strategic planning processes and tools;
– Knowledge of drafting Action Plans and Operational Plans;
– Knowledge to conduct policy and analysis and draft proposals;
– Knowledge of Monitoring and Evaluation concepts, systems and tools;
– Computer Skills;

– Communication Skills;
– High analytical & Complex Problem Solving Skills;
– Judgment & Decission Making Skills;

– Team working Skills;
