Job Description
– Ensure VUP is implemented in line within Social Development Program’s orientation and the broader National Social Protection Strategy (NSPS);
– Provide advisory and technical inputs for planning and coordination of the” vision 2020 Umurenge” including programmatic coordination with other ministries engaged in related programs and with local levels of government;
– Provide technical support to the design of beneficiary payments systems, including electronic funds transfer;
– Provide technical inputs to ensure accurate and timely targeting data which will be used to drive the scale up of VUP;
– Analyse requests and documents required for transfer of funds allocated to Financial Services activities
– Provide expert feedback on recommendations arising from internal and external reviews, feed accepted recommendations into work plans and report on follow up as periodically required
– Provide technical support to Graduation pathways of VUP beneficiaries
– Coordinate lessons and experience sharing from VUP Implementation and support the planning for subsequent roll out, in close collaboration with entities associated with VUP
– Contributing to coaching, skills development , community mobilisation, and financial literacy of targeted actors and beneficiaries
– Contribute to Coordination of institutional and operational reviews as well as diagnostic assessments initiated by the Government and Development partners
– Participate in Resource mobilisation for VUP;
– Prepare integrated periodical and situational Reports on VUP components ;
Job Profile
A0 in Economics, Socio
– Economics, Management, Agro
– Economics, Development Studies, Business Administration, Finance,Public administration, Administrative Sciences with 3 years of working experience; Or Master in Economics, Socio
– Economics, Management, Agro
– Economics Development Studies, Agro economics, Business Administration, Finance,Public administration, Administrative Sciences with 1 year working experience
Key Technical Skills & Knowledge required:
– Extensive knowledge and understanding of the Rwanda Decentralisation system
– Knowledge of results based management, logical framework approach, strategic planning processess and tools;
– Knowledge of Rwanda Labour and Employment Sector Policies and Strategies;
– Knowledge of drafting Action Plans and Operational Plans;
– Knowledge to conduct policy and analysis and draft proposals;
– Knowledge of Monitoring and Evaluation concepts, systems and tools;
– Leadership Skills;
– Organizational Skills;
– Communication Skills;
– High analytical & Complex Problem Solving Skills;
– Judgment & Decision making skills;
