Job at MINISTRY OF INFRASTRUCTURE: Aviation Safety Expert (Deadline:18 April 2018)
•Develop the required aircraft accident investigation technical guidance materials
•Conduct aviation accident and serious incident within the country and those outside involving Rwandan registered aircraft or operator. They may also provide support to other international investigative bodies upon request.
•Develop and make aviation safety recommendations to the aviation industry.
•Monitor responses to Aviation Accident Investigation Division safety recommendations.
•Ensure that AAID investigations and reports meet required timelines
•Ensure that AAID investigations and reports meet or exceed the requirements of ICAO Annex 13
•Ensure that investigation and report records in the AAID’s investigation document filing system are complete and up to
•Liaise with other Rwanda aviation agencies in matters related to aviation safety.
A professional qualification in aviation safety investigation with an Airline Transport Pilot License (ATPL) with at least 3000 flying hours and 500 as Pilot in Command (PIC)
or a Licensed Aircraft Maintenance Engineer (LAME) license at least maximum takeoff weight of 27, 000Kg
Or an Air Traffic Controller License with Aerodrome, Approach, radar or Area
– Airways Control Ratings, minimum of 8 years’ experience as an air traffic controller
•Completed aircraft accident investigation training course from ICAO training Institution
•Good computer skills and use of Microsoft WORD and EXCEL, etc
•Highly developed verbal and written communications skills in English as our language we communicate to ICAO
•Demonstrated sound knowledge of all aspects of aviation safety investigation in accordance with ICAO Annex13 and supporting documentation including evidence gathering and preservation, accident site management, data management, investigation analysis, and stakeholder liaison and management
•Previously worked in aviation accident investigation Bureau in matters related to aviation safety for at least 5 years.
•Conducted fatal aircraft accident investigation as investigator In Charge (IIC)
•Conducted at least 4 serious Incidents of aircraft with Max take
– off weight of over 57 00Kg
•Experience in reviewing and improving investigation reports, and in developing safety recommendations.
•Worked as aviation safety inspector for more than 10 years.
