Job Description
Ø The accountant report to DAF.
Ø Ensure all books of accounts and records related to payments are proper filled and under safe custody;
Ø Ensure that all cheques are recorded in numerical sequence in the Cheques payment Journal(CPJ)
Ø Ensures timely preparations of all financial reports (statutory, ad hoc and management accounts, including exception reports)to management and the Board;
Ø Record any taxes withheld and ensure its payment to the tax authority is done on time;
Ø Receive, verify and record all transactions related to payment based on GAAP applicable in the country;
Ø Receive and verify the accuracy and completeness of support documents and process payment to genuine creditors;
Ø Ensure all books of accounts and records related to direct payment are properly filled and under safe custody;
Ø Ensure that all direct payment processes are recorded accurately and in the appropriate books;
Ø Regular follow up on all direct payments made through MINECOFIN and ensure that they are processed and paid to creditors on time.
Ø Prepare monthly ,Quarterly and Annual budget execution report ;Prepare ad hoc budget execution analysis reports
Ø Perform regular reconciliation statement for all Ministry accounts;
Ø Handle full spectrum of financial and cost accounting role e.g. forecasting, budgeting to mention a few
Ø Perform full set of accounts and ensure timely closing of accounts.
Ø Responsible for timely monthly consolidated financial statements, payments, cash-flow management reporting for submission.
Ø Review & approve payment vouchers & journal entries
Ø Perform cash flow forecasting, budgeting and working closely with the operations and project teams in analyzing margins, variances and cost analysis.
Ø Develop and maintain internal control and effective accounting system and policies for the set up.
Ø Support Director of finance in ensuring that intercompany cost allocations are in line with management agreements and transfer pricing policy
Ø Establish and maintain systems for cost-sensitivity analysis and early-warning of cost-overruns
Job Profile
A0 in Accounting, Finance, Management with specialization in Finance / Accounting or Professional Qualification recognised by IFAC (ACCA, CPA, etc)

• • Coordinate the processes of policy formulation and strategic planning of the Ministry

Job Description
• Deal with legal issues and provide legal advice on staff and institutional matters to ensure their compliance with applicable laws, instructions, regulations and procedures;
• Reviews standard and unique contract and procurement documentation in consultation with relevant government/public donor institutions to ensure their legal correctness and completeness;
• Prepare contracts and MoUs between the ministry and stakeholders.
• Propose necessary amendments to laws, contracts and agreements to keep them relevant;
• Prepare documents concerning litigation cases involving the institution for the Attorney General;
• Interpret laws, instructions, regulations and procedures to the Ministry staff and management;
• Monitor the implementation of applicable laws, instructions, regulations and procedures.
• Assist technical department in developing legal and regulatory provisions (decrees and instructions) of the institution:
• Draft legal texts regarding the institution and give legal advice on texts, instructions, regulations and procedures;
• Follow up on legal texts/bills submitted to Cabinet or Parliament;
• Analyse applicable international laws to natural resources and ensure the ministry and partners comply with them.
• Supervises the compilation of registers of all legal documents including Agreements, Bonds, Guarantees, insurances and other relevant documents;
• Represents the Ministry in all Conciliation or Adjudication or Arbitration Proceedings and liaises with Advocates/Counsels who do so
• Monitor enacted laws relevant the ministry and putting it to the attention of management and staff
• Reviewing all documents before signature by the P/S and Minister
Job Profile
