Job Description

1. Coordinate all activities in the unit;
2. Identify user needs and system functionality and ensuring that ICT facilities meet these needs;
3. Planning, budgeting, developing and implementing the ICT action plan;
4. Design and implement the DH strategy for development of information systems and technology;
5. Maintaining and developing a modern, cost effective, stable and secure ICT infrastructure available 24 hours;
6. Scheduling upgrades and security backups of hardware and software systems;
7. Setting up and monitoring contracts with external suppliers for the provision of technical support as required;
8. Developing, in liaison with HR, a formalized training programme for all users with the aim of raising skills, standards and awareness in the use of ICT applications;
9. Ensuring that software licensing laws are adhered to;
10. Providing secure access to the network for remote users;
11. To ensure capacity building by planning and finding trainings for end users and ICT staff;
12. To ensure relation with external ICT companies;
13. To establish the ICT monthly, semester and annual reports and submit it to head of departments;
14. To ensure that DH web site and other web based communication platform are well managed;
15. To ensure effective support in all department in ICT issues;
16. To ensure the integrity, security and confidentiality of data kept in department;
17. Ensure continuous improvement of the institution performance standards to achieve planed goals and objectives;
18. Establishing the needs of users and monitoring user access and security;
19. Monitoring performance and managing parameters to provide fast query responses to front
– end users;
20. Mapping out the conceptual design for a planned database in outline;
21. Considering both back
– end organization of data and front
– end accessibility for end
– users;
22. Installing and testing new versions of the DBMS;
23. Writing database documentation, including data standards, procedures and definitions for the data dictionary (metadata);
24. Controlling access permissions and privileges;
25. To design and update regularly the institution’s web site;
26. To ensure a good communication of the institution;
27. Ensuring that storage, archiving, back
– up and recovery procedures are functioning correctly;
28. To design internal small software needed by institution;
29. Commissioning and installing new applications and customizing existing applications in order to make them fit for purpose.
30. Ensuring the security and disaster recover aspects against all levels of hacking of the sensitive data;
31. Setup new user domain accounts, e
– mail accounts/mailboxes and group membership and internal exchange;
32. Work in holidays, weekends and evenings to cover emergency support;
33. Support LANs, WANs, network segments, Internet, and intranet systems;
34. Maintain network, network equipments and system security;
35. Monitor networks to ensure security and availability to specific users;
36. Ensuring the security of data from internal and external attack;
37. Ensure design of system that allows all components to work properly together;
38. Troubleshoot network
– related problems reported by users;
39. Evaluate and modify system’s performance;
40. Maintain integrity of the network, server deployment, and security;
41. Ensure network connectivity throughout a company’s LAN/WAN infrastructure is on par with technical considerations;
42. Make recommendations for future upgrades of Network system;
43. Administer servers, desktop computers, printers, routers, switches, firewalls, phones, personal digital assistants, smart phones, software deployment, security updates and patches;
44. Assign routing protocols and routing table configuration;
45. Assign configuration of authentication and authorization of directory services;
46. To make and keep the inventory of network equipments and ensure its updates;
47. Work with clinicians to establish clinical practice email advice service;
48. Gather the views of people with questionnaires and other means;
49. Report regular telemedicine’s activities;
50. Serve as training source and support for clinicians in using videoconference equipment;
51. Monitor advancements in telemedicine technology to ensure organizational adaptation and compliance;
52. Provide overall management, leadership and strategic advice on risk assessments and information;
53. Supervise the development, implementation, and maintenance of Privacy and Confidential information policies, procedures, programs and training;
54. Proactively influence business partners to set in the design, development and architecture of telemedicine technology and software enhancements;
55. Develop operational specifications for all telemedicine key projects;
56. Lead resource assessments/allocations of hardware and software capacity requirements to ensure customer requirements are met;
57. Provide technical support including advice about technology options and use of appropriate telemedicine equipment and software;
58. Develop and maintain a local communication network which enables the sharing of innovation, ideas and experiences in telemedicine service delivery;
59. Link with other Telemedicine Support Officers to promote and connect telemedicine specialist services to general practice;
60. Produce quarterly and annual reports of activities;
61. Perform other related duties as assigned by the supervisor.


Job Profile

A0 in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology, Information Management System,Electronics and Telecommunication Engineering or A1 in Computer Science, Software Engineering, Computer Engineering, Information and Communication Technology

– Knowledge of all database vendor versions;
– Proficiency in designing, writing, editing, and debugging programs and databases;
