Oxfam’s Country Strategy (OCS) launched in 2015 for implementation until 2020, identifies thematic areas to attain the set objectives: Humanitarian preparedness and resilience strengthening, Sustainable Livelihoods, Gender justice and Participatory Governance.

 

Oxfam in Rwanda seeks to hire an experienced Rwandan national who will be based in the Kigali office for the following position:

 

Thematic Manager – Women’s Rights and Economic Empowerment

 

Location         : Based in Kigali – with travels countrywide

Job purpose

The Thematic Manager (TM) – Women’s Rights and Economic Empowerment will be responsible for leading in the design and implementation of a high quality, high impact and sustainable livelihoods programme with strong gender focus through innovative programme approaches and models that meet the needs of targeted poor people and complies with Oxfam’s Country Strategy.

Key responsibilities

  • Lead the development and delivery of the Sustainable Livelihoods programme in line with the Country Strategy, donors’ requirements and through a strong partnership with implementing entities.
  • Coordinate the existing projects in the programme portfolio, including making regular visits to local implementing partners, joining field visits to participating communities; contributing to planning, monitoring and evaluation of projects’ progress; budgeting and financial management of projects’ activities; and tracking progress against plans and milestones.
  • Provide thematic leadership and direction to the projects and ensure that targets and objectives are achieved in line with project proposals, donor requirements and guidelines.
  • Build strong national and international networks of collaborators and serve as the entry point for an effective communication between partners, Oxfam and stakeholders in matters related to the Sustainable Livelihood programme.
  • Plan and oversee the lobby and advocacy components of the Oxfam’s women’s’ rights programme with partners, including through outreach to stakeholders and ensure linkages and synergies with global campaigns;
  • Support the building of a pro-active and positive relationships with donors, government officials and academia to promote the Women’s Rights including voice, participation, economic and leadership work of Oxfam.
  • Identify opportunities and resources to grow the programme portfolio and its impact and lead on the development of new proposals for donor funding as well as support the strengthening of an excellent working relationships with Oxfam Partner affiliates who invest or plan to invest in Rwanda.
  • Manage the budget for Women’s Rights including voice, participation, economic and leadership projects including overseeing Oxfam’s project management system (i.e. OPAL) and liaising with finance teams to comply with system requirements.
  • Provide overall substantive and strategic guidance and operational management of Women’s Rights including voice, participation, economic and leadership including planning, approval, implementation, monitoring, evaluation and reporting.
  • Develop, implement and review quarterly/annual work programmes and project activities that contribute to achievement of programme outcomes at thematic and project level, in association with relevant partners, enterprise and other stakeholders.
  • Promote the programme integration and development of relevant recommendations in all assessments, surveys and research carried out by the Country Programme.
  • Research on opportunities for gathering knowledge and projects’ case studies and ensure quality of produced documentation for wider circulation within the country team as well as in the wider community of Oxfam global.
  • Lead on conceptualisation, design, planning, budgeting of new concept notes/proposals, and implementation of projects and opportunities within the Sustainable Livelihoods programme.
  • Develop, implement and review quarterly and annually the programme work and projects’ activities in collaboration with relevant partners and other stakeholders.
  • Ensure timely preparation and submission of consistent and high quality narrative and financial projects’ reports and any other required progress reports.
  • The Thematic Manager will work with others to ensure that other Oxfam’s thematic areas, including humanitarian response, are gender sensitive, and that the Gender in Emergencies minimum standards are socialized within the teams and applied in the response.
  • Building the capacity, support and facilitate implementing partners’ leaders, staff and consultants in the implementation and management of the programme, in accordance with the Oxfam’s partnership principles

Required Technical skills, knowledge and Experience:

  • Post Graduate degree in Agriculture, economic sciences, development studies, gender studies or other relevant fields
  • Minimum 5 years of working experience in agriculture value chain, economic justice, women’s economic rights and at least 4 years of this should be at a senior level;
  • Substantial experience (minimum 6 years) in supporting, working or investing in the building of complex networks of collaborating parties.
  • Proven experience in designing and overseeing implementation of Women’s Economic Rights projects including influencing and advocacy work.
  • Demonstrated experience in lobby and advocacy and proven record of working with government as a partner or in influencing national and local government policies and practices
  • Excellent and demonstrated communication skills, report writing skills, meetings facilitation in English.
  • Demonstrated financial management, budgeting, expenditure tracking and financial reporting skills, with previous responsibility for leading implementation of projects/programmes with a value over Euro 1
  • Possess strategic thinking and analytical skills, understands aspects of women economic empowerment and market-based programming as well as the socio-economic context in the country.
  • Demonstrated knowledge and experience of development programs, humanitarian response and advocacy and influencing.
  • Ability to organise, plan and prioritise work according to deadlines; and manage budgets and projects’ activities.
