Project Overview and Role

 

Background

The Ministry of Trade and Industry (MINICOM), in partnership with The Rwanda Multi-Donor Civil Society Support Programme (RMDCSSP), is seeking to hire a Rwandan Policy Advisor to provide technical assistance in policy formulation.

 

The Policy Advisor will be funded by RMDCSSP which aims to contribute to the Government of Rwanda’s National Strategy for Transformation (NST 1) objective of promoting citizens’ participation, engagement and partnership, specifically in the development of effective policies. The programme is funded by the UK, Sweden, the USA and Switzerland until May 2020. It is implemented by Palladium Rwanda Limited, and the Policy Advisor will be contracted through this Company.

 

Policy Environment

The Government of Rwanda (GoR) has initiated a broad economic reform agenda from which ambitious but achievable targets have been set for growth and poverty reduction. One of the key pillars of Rwanda’s Vision 2020 is “private sector-led development”, spearheaded by competitiveness and entrepreneurship. Within this the vision of MINICOM is to achieve accelerated and sustained economic growth led by a dynamic and competitive private sector.

 

 

Specific Objectives

 

The Policy Advisor will be responsible for:
Advising on the promotion of a conducive business environment for private sector growth with a focus on SMEs, standards and jobs creation through entrepreneurship;
Advising on the generation and analysis of evidence, and the formulation of evidence-based policies that leverage existing statistical data sources and that incorporate positive inputs from citizens, civil society and other non-state actors; and
Reviewing existing analysis and policy formulation processes and work with MINICOM with a view to institutionalizing improvements.

 

 

Responsibilities

The Advisor will work in support of the MINICOM leadership (PS and Minister), and with all senior MINICOM staff, mainly with the grain of existing processes and structures, and build from what is already working well. The advisor will:

 

Core Responsibility:

For identified policy development priorities, work to support the development of these policies, helping the Ministry to ensure that they are evidence-based, built upon consultation (so as to ensure their effectiveness and potential for enhancing equity) and that they are implementable (feasible technically, financially and politically);

 

On Policy Development:

Provide the Ministry with a synthesis of high-level policy issues and objectives, through consultations with Ministry staff and partners;
Assist MINICOM in developing and clarifying processes for evidence collection, analysis and policy formulation, that leverage existing statistical data sources, and that incorporate citizen and other non-state actors’ inputs;
Recommend, and help establish, consultation processes with key non-state partners on policy goals and processes that can add value to policy formulation, implementation and analysis;
Support MINICOM in sustaining effective coordination with donors and other partners in these areas of policy priority;

Develop high level policy briefs to be used by the Ministry at high level forums;
Support in following up the implementation of the resolutions taken in technical and steering committee periodic meetings, National Leadership Retreat, National Dialogues, and other resolutions taken in different fora related to the MINICOM’s Mandate;

 

On Supporting Institutionalisation

 

Provide coaching, mentorship and capacity-building in policy development and non-state actor consultation through a combination of teaching, coaching, and in-person mentorship; and
Develop and deliver short courses on policy evidence-based formulation, incorporating non-state actors working in the sector and citizen input, testing policy alignment, testing policy effectiveness, and/or other topics as required.
The advisor will also carry out other duties as assigned by the PS or the Minister.

 

 

Reporting

The Policy Advisor will report to The Permanent Secretary on progress achieved against the agreed action plan for the entire assignment, and against periodic work plans. The Advisor shall be required to submit the following

 

reports: Brief (one page bullet point) monthly report including progress against implementation of the action plan, challenges encountered with recommended solutions, planned activity for the following month, knowledge and skills transferred;

A focussed (five page maximum) Quarterly Report which should include:
Progress updates, results and lessons learned;
Challenges, and how the challenges have been addressed; and
Recommended modifications on action plans.
An End of Assignment or Annual Report which should include:
A summary on the base line information, areas of intervention;
Outputs of intervention and sources of verification;
Recommended modifications on action plans to further enhance MINICOM’s performance in specific areas; and
Reflection of the experience obtained as the result of the technical assistance.
In addition the Advisor will develop particular documentation relating to focus areas of policy development, data, evidence, analysis and especially public consultation, as well as policy briefs and reports/presentations to higher level authorities, and training materials and presentations, as required.

 

Duration of the contract

 

The contract for this assignment will be for 12 months from the date of signing the contract with a three month probation period.

 

 

 

Requirements

Qualifications

General

Master’s Degree or better, strongly related to Public Policy Analysis and Development, Economics, entrepreneurship and SME’s Policy and private sector development.
Ten (10) years’ working experience in public policy formulation and analysis and stakeholder coordination; and
Demonstrated/Proven experience in coaching, teaching, or consulting with at least 3 proofs of work completed successfully.
Must have the ability to work and live in Rwanda without sponsorship.
Key Technical Skills & Knowledge required.
Knowledge of Policy formulation and strategic planning and Management framework and procedures in Rwanda;
Knowledge of stakeholders and Partners’ coordination practices;
Strong familiarity with capacity building issues with Government organisations;
Coordination, Planning & Organizational Skills;
Excellent writing and presentation skills in English are required;
Interpersonal and leadership Skills;
Effective Communication Skills;
Judgment and Decision Making;
Demonstrable complex Problem Solving experience;
Negotiation and Time Management Skills;
Fluency in English and is required. French knowledge is an advantage
Additional External Support
Note that the RMDCSSP has international capability in providing policy formulation advice, and its experts will be available from time-to-time to guide both the Policy Advisor and the Ministry. This advice would not be technically substantive, meaning that the Programme holds no position on policy decisions. These are the responsibility of Rwandans. However, the skills available relate specifically to the complex task of converting evidence into workable and feasible policy.
