Job Description

Functions and tasks: 1.Develop environmental audit procedures & checklists
– Prepare & submit for approval, the audit guidelines & procedures, to review the existing guidelines & procedures;

– Prepare environmental audit procedures & guidelines for different projects’;

– Prepare Audit & Monitoring plans and schedule;

– Prepare audit reports on issues identified & provide recommendation on action plans to address these concerns;

– Assist in the development & modification of environmental audit procedures & checklists;

– Perform & document environmental audit in accordance with inspection plans, procedures & checklists;

– Propose environmental audit measures through registration, licensing & permitting systems;

– In collaboration with standards & regulatory officer, develop environmental management systems (EMS) for Environmental Audit Certified projects 2. Perform environmental audits of certified Projects
– Conduct field follow ups of certified environmental projects and non
– certified operational project;

– Maintain & update a database of environmental audit reports & data;

– Collect, maintain & interpret data from environmental audit reports. 3. Enforce Environnemental Audit Guidelines & Principles
– Audit projects under construction and/or during operation for compliance with EIA certificates conditions, permits or best environmental management practices;


– Advise on appropriate enforcement actions with identified cases;

– Propose enforcement strategies with any legislation on sound environmental management (chemical management, safe use of pesticides & disposal of hazardous wastes);

– Conduct public investigations on the compliance of certified audit projects;

– Monitor activities pertaining to the installation or construction of pollution source & control facilities to ensure compliance with the National Emission Standards for Source Specific Air Pollutants, National Ambient Air Quality Standards, Effluent Discharge, & report monitoring results.

 

Job Profile

Ao in Environmental Sciences, Ecology,Biology, Chemistry, Rural Engineering, Civil Engineering and development studies. Key Technical Skills & Knowledge required:

– Negotiation & influencing skills
– Planning and organisation skills
– Communication, reporting and writing skills
– Interpersonal and team working skills
– Spoken and written English and Swahili skills
– Understanding Rwanda environment system
– knowledge in international standards of environment.
