Job Description
- Supervise budget preparation and its execution
- Supervise the preparation of the draft budget;
- Monitoring the annual operating budgets ;
- Control budget execution in compliance with the public finance rules and procedures;
- Make relevant monthly and annual reports of the budget execution
- Prepare periodic cash flow plans;
B. Supervise Payments for goods and services:
- To check conformity and accuracy of payments requests;
- Ensure proper disbursement of funds is supported by appropriate vouchers;
- Ensure the establishment and maintainance of appropriate Cash Book and General Ledger to Record Revenue and expenditure operations;
- Coordinate preparation of bank reconciliation statements at the end of each month ;
C. Pre-Audit preparation:
- Ensure proper documentation to support vouchers, including authorization according to regulations;
- Ensure adherence to the raised during the previous financial year.
D. Coordinate all activities of the administration and reporting to the DG;
- Ensure the staff’s welfare and compliance with public HR regislation;
- Identify vacant positions and coordinate the whole recruitment process.
- Prepare and draft contracts of employment in collaboration with the legal advisor;
- Coordinate the staff performance contractevaluation and assess the process compliance
- Ensure salary management and other staff benefits on a regular basis;
- Oversight on various service providers for the institution and handling contracts signed between the institution and private companies;
- Initiate all programs pertaining to social, cultural and recreational staff’s life.
Job Profile
A0 Finance, Accounting or Management with specialization on Finance/Accounting and 3 years of working experience or Accounting Professional Qualification recognised by IFAC (ACCA, CPA) with 1 year of working experience

Job Description
A. Advise the Chairperson:
- Provide strategic advice on monitoring and implementation of sector policies, laws and regulations;
- Provide advice on institutional development for effective achievement of the Institutional mission;
- Contribute to mid and long-term reflection on strategic perspectives of the institution;
- Upon request, liaise with stakeholders in order to ensure coherence, consistency and harmony.
B. Assist the Chairperson in dealing with files:
- Prepare files addressed to the person;
- Analyse, summarise and provide comments and/or advice on contents of dossiers before submitting them;
- Identify priority files and make follow-up on them;Record, handle and classify confidential files;
- Prepare cabinet papers.
C. Prepare and participate in audiences and meetings of the Chairperson:
- Prepare documents that need to be used during meetings and conferences organized by the Chairperson and/or to which he/she participates;
- Write reports of audiences, meetings and conferences held by the Chairperson;
D. Administer the Office of the Chairperson:
- Make sure that schedule for daily and weekly activities of the Chairperson is accurately updated;
- Organise and supervise good filing of the office documents;Supervise handling of correspondences;
- Check at the content and form level (including style and orthography), documents presented for signature;
- Lead and supervise the staff of the Office of the Chairperson.
