PURPOSE OF POSITION:

The Child Protection Coordinator is a member of Save the Children’s (SC) child protection team in the Kirehe Office. Under the supervision of Child Protection Manager, the Child Protection Coordinator is responsible for planning, implementing, monitoring and evaluating child protection programme with the special focus on community based child protection mechanism (CPCs, children’s groups/clubs, associations, platforms and committees) Mental Health and Psychosocial Support( MHPSS), as well as community mobilization and awareness raising activities to promote effective and sustainable child and community participation in child protection. This includes support to children’s clubs, associations, platforms and committees, as well as awareness raising.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Program Management



  • Assist the CP Manager in managing the child protection program and acts in the absence of the CP Manager
  • Participate in program and budget monitoring to ensure timely and quality results
  • Responsible for the compilation of monthly and quarterly internal reports, SITREP for Refugees and Indicator Performance Tracking Table reports.
  • Provide technical guidance and support to child protection officers on program monitoring, documentation and reporting
  • Report any violation of the child safe guarding policy of Save the Children immediately.

Programme Planning and Implementation:

  • Responsible for develop, implement and monitor quarterly, monthly and weekly activity plans to achieve expected results ensuring quality compliance. This includes planning of activities, budgets and procurement.
  • Plan, organize, coordinate and monitor child protection outreach activities at community level. Activities may include meetings and discussions with members of the community.
  • Assist the CP team in planning, organize, coordinate and monitor community events to disseminate messages about child protection.
  •  Build and maintain a close link with the traditional communicators to help get the message of protection.
  • Represent Save the Children and the program with relevant government and non-government agencies to explain the programme, secure their support and follow up with them on progress.
  • Support child protection officer and assistant in developing ways to better monitor program implementation and quality reporting on a regular basis.
  • Participate and support staff and partner training on child protection related issues and CFS/YFS management
  • Support the CP Manager in coordinating with the education team to ensure CFS/community centre activities are integrated and support the best for children
  • Work closely with CP officers and CP Manager in analysing protection issues, feedback and complaints raised by children and families and together develop a response plan
  • Participate in all CP team meetings and planning sessions
  • Ensure the community based protection mechanism database is kept up-to-date.
  • In collaboration with the project monitoring and evaluation to ensure the documentation of interventions Save the Children in community mobilization (reports, weekly reports, monthly reports, interim reports, annual reports).
  • Support mechanisms for increasing children participation in CFS and YFS decision-making process regarding the space and at the camp level.
  • Working together with parents to ensure a holistic approach to child protection, supporting regular parents meetings.

Capacity Building and Program quality:

  • Support the CP Manager to identify gaps and learning needs among CP and partner staff capacity and develop capacity building plans
  • Support the CPOs to develop capacity building plan with partners and deliver training sessions
  • Support the CPOs to deliver training plans of CFS and YFS staff and community volunteers.
  • Provide follow-up support to child protection training in coordination with CP Manager.
  • Work closely with the CPOs to ensure CFS/ YFS  meet quality benchmarks, and work with the partner staff to achieve quality programming in the CFS and YFS
  • Help strengthen CP MEAL System and accountability by supporting systems to seek, receive, and respond to beneficiaries’ feedback, suggestions, and complaints.
  • Facilitate contacts with community groups and local associations.

Support and strengthen community based child protection mechanisms and child-led groups / clubs.

Collaboration and Representation:

  • Regularly coordinate and collaborate with other SC sector teams to strengthen programming and impact for children.
  • In the absence of the CP Manager, represent SCI in child protection sector coordination meetings, and any other relevant meeting when required
  • Regularly attend camp protection network meeting and any other relevant meeting at camp level

QUALIFICATIONS AND EXPERIENCE:

Essential

  • University degree and minimum 3 years of relevant work experience in child protection or related field.
  • Proven technical knowledge and skills in the field of Child Protection.
  • Proven ability to work as part of a team
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children
  • Strong understanding of the situation of children in the community and demonstrated commitment to improving the lives of children in the community.
  • Proven skills and experience in training and capacity building and willingness to dedicate time and patience to developing others.
  • Proven skills including planning and budget tracking capacities
  • Ability to supervise and mentor staff to achieve results
  • Experience in community mobilization and awareness raising activities
  • Politically and culturally sensitive with qualities of patience, tact, and diplomacy.
  • Experience in working through consultative and participatory processes and ability to balance multiple competing interests to work towards a common goal.
  • Strong organizational skills.
  • A good level of written and spoken English/ Kirundi and Kinyarwanda.
  • Good computer skills (MS Office, including Outlook for email).
  • Commitment to and understanding of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches

Desirable

Experience working in emergency response and/or a refugee context.
