The Flemish Association for Development Cooperation and Technical Assistance (VVOB) in Rwanda is recruiting a MEAL Advisor in the programme

“Umusemburo w’Ireme ry’Uburezi – Leading, Teaching and Learning Together” (2017-2021)
   

Background

VVOB, THE FLEMISH ASSOCIATION FOR DEVELOPMENT COOPERATION AND TECHNICAL ASSISTANCE, IS A BELGIAN NON-PROFIT ORGANISATION THAT FOCUSES ON IMPROVING THE QUALITY OF EDUCATION.
In cooperation with Rwanda Education Board (REB) and the University of Rwanda – College of Education (URCE), VVOB started in 2017 with a multi-year programme on Leading, Teaching and Learning Together – (LT)2 (2017-2021). The cooperation programme aims to improve the quality of education through improvement of the professional development of school leaders and induction of new teachers. The programme has different result areas on these components:

On School Leadership:

A Continuous Professional Development Diploma course on Effective School Leadership, developed and implemented by URCE;

Continuous professional development in Professional Learning Networks of head teachers, lead and coached by trained Sector Education Officers.

On Induction of New Teachers:

Mentoring of New Teachers during their induction by trained mentor teachers.
Monitoring and supervision of New Teachers during their induction by trained tutors.
VVOB is currently looking for a Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor to strengthen our team. The MEAL advisor is responsible for the M&E of VVOB’s programme in Rwanda and is actively involved in the research led by VVOB and its partners. (S)he reports directly to the Programme Manager.

Job description




The MEAL Advisor develops and coordinates the implementation of a MEAL system that facilitates the efficient planning, monitoring and evaluation of programme objectives, results and activities. (S)he actively promotes evidence-based learning within VVOB and takes part in advocacy and networking in the education sector in Rwanda. In addition, the MEAL Advisor carries out research on the implementation and the impact of VVOB’s programmes in Rwanda.

More specifically, (S)he takes the lead in:
Providing quality technical support and advice to VVOB Programme Advisors and partners in monitoring and evaluating programme objectives, results and activities; supporting the collection and analysis of high quality data. This includes strengthening and consolidation of MEAL systems, practices and capacity within VVOB and the programme.

Networking and advocacy in education sector working groups and taskforces in which VVOB Rwanda is active. This includes dissemination of M&E findings on different platforms and through different channels, like the VVOB Rwanda website and magazine, publications in journals, conference presentations, …
In addition, (S)he:

Carries out mixed-method research on the implementation of professional development trajectories for head teachers and newly qualified teachers and evaluation of the impact of these professional development trajectories at different levels, including at the level of school children.
The MEAL Advisor performs any other duties assigned by the Programme Manager in line with the position holder’s capacities.

Profile

Knowledge and experience:

Essential:

Relevant Master degree;
Min. 5 years of experience in programme and/or project management preferably in international development cooperation, in particular on M&E;
Experience with networking and communication strategies;
Understanding of the Rwandan education system and recent evolutions related to educational leadership and teacher professional development;
Research experience preferably in the education sector.

Preferable:

Track record of published research is an asset;
Knowledge of and/or experience with gender in education is an asset;
Experience with working in a multicultural team is an asset;
Able and willing to travel in – country and abroad for short periods of time;
Able to work under pressure and keep a good sense of humour;
Knowledge and understanding of qualitative and quantitative research/evaluation methodologies and statistical sampling methods is an asset.
Nationality: East African citizen and / or holder of Rwandese residence work permit

Fluent in English, with excellent writing and editing skills
Fluent in Kinyarwanda (additional asset)
