Understanding the importance of investment in young children and their families, the Government of Rwanda developed and approved an Early Childhood Development (ECD) policy and strategic plan (2011). However, the effects of the policy are yet to reach the most disadvantaged young children and their families. The latest data showed that only 12 % of children between the ages of 3-6 have access to any type of early learning and development services, and these tend to be in urban areas and too costly for poorer parents. Additionally, the KAP survey in Rwanda (2013) showed that, although most of the parents are aware of the importance of early childhood development, the practices are not conducive for all young children: more than half of children are denied support for early learning; a majority of them are subjected to violent forms of discipline.

How can you make a difference?

 

The Early Childhood Development (ECD) Specialist reports to the Chief of ECD for guidance and general supervision. The ECD Specialist will provide technical support to the unit head in policy dialogue with the government, planning and monitoring efforts. The incumbent will support the implementation of ECD policies at decentralized levels, through capacity development of local stakeholders. He/she will also advocate for district authorities to include ECD in their plans and budgets as part of the ECD roll out strategy.

 

The Specialist contributes to achievement of concrete and sustainable results on ECD related programs/projects according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

 

This will involve:

 

  1. Supporting to ECD programs/projects development and planning

 

  1. Program management, monitoring and delivery of results on ECD programs

 

  1. Technical and operational support to program implementation

 

  1. Networking and partnership building

 

  1. Innovation, knowledge management and capacity building

 

  1. Preparing ECD regular/mandated program/project reports for management, donors and partners to keep them informed of program progress.

 

  1. Preparing/assessing monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve ECD goals and objectives as articulated in the Country Programme Document (CPD) and National ECD policy and implementation plans.

 

  1. Planning and/or collaborating with internal (ECD taskforce) and external (ECD steering committee/UNDAP committee) partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results on integrated ECD programs.

 

  1. Actively monitoring ECD programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.

 

To qualify as an advocate for every child you will have…

 

    • An Advanced University Degree in education, public administration/health, nutrition, economics, psychology, sociology, human development, child development, family studies or other social science field is required

 

    • A minimum of 5 years of professional experience in social development planning and management in early childhood development related areas at the international level some of which preferably were served in a developing country is required.

 




    • Relevant experience in early childhood development related areas, program/project development and management in a UN system agency or organization is an asset.

 

    • Background/familiarity with emergency operations and staff security is an asset.

 

    • Fluency in English is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian or Spanish) or a local language is an asset.
