Background

 

VVOB, The Flemish Association for Development Cooperation and Technical Assistance (VVOB) is a Belgian non-profit organisation that focuses on improving the quality of education.

In cooperation with Rwanda Education Board (REB), the University of Rwanda – College of Education (URCE) and affiliated Teacher Training Colleges (TTC), VVOB started in 2017 with a new multi-year programme on Leading, Teaching and Learning Together (2017-2021). The cooperation programme aims to improve the quality of primary education through strenghtening the existing education system in Rwanda, with a focus on improvement of the professional development of school leaders and induction of new teachers. VVOB is currently expanding this programme in Secondary Education.

At the same time, VVOB explores other opportunities for strengthening their support to the Rwandan Government.

 

In this context, VVOB is currently looking for a Coordinator Online Learning to strengthen our team. (S)he works in a team of Education Advisors and reports directly to the Education Manager.

 

 

Job description

The Coordinator Online Learning is an education expert with specialisation in online and distance education.  The coordinator will oversee the development, implementation and M&E of the online and technology-enhanced components of a Diploma Course on Effective School Leadership, a Certificate Course on Educational Mentoring and Coaching and a Certificate Course on Mentoring, Coaching and Communities of Practice for STEM (Sciences, Technology, Engineering and Maths), in close collaboration with REB and URCE.  The coordinator will also support the introduction of ICT in Communities of Practice (CoP) of Head Teachers and teachers.

 

As a specialist in online learning and technology-enhanced learning, the Coordinator Online Learning will play an instrumental role in:

    • Developing CPD courses on School Leadership and Teacher Development in blended format, including providing technical support, building the course in a user-friendly and inclusive design, identifying and developing OERs and integrating learning analytics.
    • Conducting needs assessments and feasibility studies about e-readiness, infrastructure and e-tutoring.



  • Organizing capacity development trajectories for lecturers in online tutoring skills.
  • Introducing online tools to foster peer learning in Professional Learning Communities (PLCs).
  • Developing Apps for M&E of CoPs.

As an education specialist, the Coordinator Online Learning:

  • Provides technical advice, guidance and support on technology in education and online learning, consistent with objectives, including exit strategies and tailored to the organizational characteristics of REB and URCE;
  • Takes up a variety of roles in the capacity development process of the partners according to the needs of the partner and specific situations and phases of the programmes;
  • Builds and maintains strong partnerships with our strategic and operational partners, closely working together with URCE, REB and other development partners.

 

As a Quality Caretaker, the Coordinator Online Learning:

  • Guarantees coherence with VVOB’s definition of quality education and VVOB’s education portfolio, including gender equity;
  • Ensures compliance with VVOB’s financial policies and guidelines including adherence with accounting principles and requirements and efficient and responsible use of resources;
  • Contributes to monitoring, evaluating and reporting on the programme, including gender equity, in close collaboration with the partners;
  • Contributes to internal and external knowledge development by systemizing lessons learned and sharing pro-actively lessons learned between partners, colleagues and other VVOB country teams.
  • Keeps abreast with policy trends, new developments and latest research and thinking in education and international development by external and internal networking and shares new insights with partners and VVOB colleagues;

 

The Coordinator Online Learning performs any other duties assigned by the Programme Manager in line with the position holder’s capacities.

 

Profile

Knowledge and experience:

Essential:

  • Bachelor’s Degree in Education with specialisation in online learning or equivalent by experience
  • 3 years of experience in online course design and facilitation
  • Proven experience with Moodle or similar online learning platform
  • Practical experience with using ICTs for education
  • An in-depth understanding of the Rwandan education system
  • Awareness of latest developments and research in the education sector in general and online learning and technology in education in particular

Preferable:

  • Master’s Degree in education or related field is an asset.
  • Experience with working in a multicultural team.

In this context, VVOB is currently looking for an accountant to ensure the implementation of a high quality accounting system at the VVOB country office. The accountant works in close coordination with two Finance officers and (S)he reports directly to the Operations and Finance Manager (OFM).

 

Job description

The accountant acts as a quality caretaker and a role model. S/he is pro active, takes actions and initiatives whenever necessary to ensure the implementation of a high quality accounting system at the VVOB country office.

More specifically:

 

In cooperation with the Operations and Finance Manger, the Accountant:

  • develops accounting services and processes to support sound financial management and responsive servicing in alignment with VVOB Rwanda’s different donor requirements;
  • Analyzes specific accounting issues related to financial execution of VVOB Rwanda’s programmes;
  • Prepares monthly reports that indicate budgeted costs and actual costs and provides timely advice to programme management that will inform programme execution;
  • Prepares accounts for annual audits and provides support and relevant documentation to external and internal auditors.

 

In cooperation with the Finance Officers, the Accountant:

 

  • Undertakes proper (timely, correct) accounting according to VVOB and donor rules and regulations;
  • Ensures timely collection of good quality accounting documentation according to the latest financial guidelines;
  • Records all financial transactions and their supporting documentation in Navision on a daily basis;
  • Processes Bank and Cash reconciliations;
  • Checks inventory registers (fixed assets).

 

The Accountant performs any other duties assigned by supervisors in line with the position holder’s capacities.

 

Profile

Knowledge and experience:

  • Master’s degree in accounting or business management or equivalent through experience;
  • At least three years of relevant work experience in accounting, more specifically in double bookkeeping and familiar with multi-user accounting software. Knowledge of NAVISION is definitely a plus;
  • Full professional accountingqualification such as CPA or ACCA;
  • Demonstrated experience in preparation of financial reports and financial analysis;
  • Experience with advising and supporting others in accounting related issues is an advantage;
  • Working experience in an international (NGO) environment is an asset.

Job description

The MEAL Officer reports directly to the MEAL Advisor. (S)he supports the monitoring and evaluation activities of VVOB programme. (S)he develops and maintains a rich network with relevant VVOB’s internal and external stakeholders.  In addition, the MEAL Officer Provides technical support in research on the effect and impact of VVOB’s programme in Rwanda.

More specifically, (S)he:

Provides technical support for the monitoring and evaluation activities of the programme:

  • Support the coordination of M&E over programme results, through the development of an M&E system over all levels of programme implementation, and coordination of the implementation of the system;
  • Ensure that implementation of planned activities adheres to VVOB’s monitoring and evaluation system;
  • Organize data collection and perform quality checks to ensure the quality of data collected for reporting;
  • Assist MEAL Advisor in designing, coordinating and conducting project evaluations (baseline, mid-line and end-line)
  • Offer technical support and occasional coaching to operational partners by a/o introducing relevant research and M&E tools and methodologies related to school leadership and teacher professional development.

 

 

Develops and maintains a rich network with relevant internal and external stakeholders

  • Work collaboratively with internal and external stakeholders for strengthening the implementation of VVOB Programme;
  • Contribute to internal and external evidence-based knowledge development by systemizing lessons learned and sharing pro-actively lessons learned between partners, colleagues and other VVOB country teams;
  • Proactively volunteer for various VVOB Rwanda team activities;
  • Share learning from M&E process with the wider team of VVOB Rwanda.

Provides technical support in research on the effects and impact of VVOB’s programme in Rwanda:

  • Keeping abreast on new developments and latest research in school leadership and teacher professional development;
  • Assisting the MEAL Advisor to develop research agenda within the Theory of Change of VVOB’s programme;
  • Assisting the MEAL Advisor to carry out mixed-method research on professional development trajectories in the framework of VVOB’s programmes, including research design, methodology, data collection, analysis and reporting;
  • Assisting the MEAL Advisor to carry out action research on school leadership and induction of New teachers;
  • Participating in publication of high quality research findings.

 

The MEAL Officer protects the interests of the organization at all times, particularly ensuring value for money.

Position in the organisation

 

The Communication Advisor works in close cooperation with the IT and Communication Officer, as well as with the MEAL (Monitoring, Evaluation, Accountability and Learning) Advisor and Officer. The Communication Advisor reports directly to the Education Manager. Collaboration with VVOB headquarters in Brussels will be mainly with the Communication Advisors.

 

Purpose of the function

 

The communication objectives of VVOBs programmes are to increase awareness and share evidence-based insights on:

  • The impact of effective school leadership on the school as a learning organization and on learning outcomes;
  • The impact of effective teaching on learning outcomes;
  • The impact of School Leadership and Teacher support services on Head Teachers’ and teachers’ competences (focus on new teachers);




The purpose of the function of Communication Advisor is to coordinate, stimulate and support internal and external communication of the programmes and to increase awareness, understanding and support by stakeholders and different target groups. Furthermore, the communication advisor provides advice, information and guidance to colleagues and partners on communication strategies, channels and instruments in the framework of the joint partner-VVOB programmes.  

 

Job description

The Communication Advisor acts as an expert, quality caretaker and role model.  

 

As a technical expert, the Communication Advisor offers technical advice, guidance and support to the colleagues and programme partners to achieve programme results:

  • Design and monitor a programme communication strategy for internal and external communication, including, but not limited, to:
    • Determining goals
    • Identifying target audiences
    • Determining resources
    • Formulating key messages
    • Identifying most effective and efficient communication materials
    • Determining channels of communication
    • Determining evaluation methods for communication actions and strategy
  • Communicate and inform the programme’s communication strategy to all relevant stakeholders;
  • Coordinate and monitor the implementation of the communication strategy, and help colleagues and programme partners to develop and contextualize programme related communication messages and materials;
  • Monitor and adjust the communication strategy according to new insights and changing needs / context;
  • Identify training needs of colleagues and programme partners in terms of developing programme communication messages and materials based on the programme communication strategy;
  • Set up a training plan for colleagues and programme partners;
  • Develop a manual/training package on formulating and developing communication messages, tools and publications adjusted to different target groups;
  • Strengthen the capacity of colleagues and programme partners regarding communication material development (organize trainings, workshops, coaching…) according to the training plan;  

 

As a quality caretaker and role model, the communication advisor coordinates and contributes to the development of internal and external communication materials and messages:

 

  • Proofread and edit programme related communication materials like newsletters, website, presentations;
  • Search for and maintain contact with relevant press and media;
  • Develop a press toolkit;
  • Ensure coherence with VVOB’s identity and overall communication strategy, instruments, materials and messages;
  • Contribute to internal and external knowledge development by systemizing lessons learned and sharing pro-actively lessons learned between partners, colleagues and other VVOB country teams in the domain of internal and external communication;
  • Keep abreast with trends, new developments and thinking in internal and external communication and share new insights with partners and VVOB colleagues.

 

The Communication Advisor performs any other duties assigned by supervisors in line with the position holder’s capacities.

 

Profile

Knowledge and experience:

  • Master’s degree in journalism, communication or equivalent by experience;  
  • At least five years’ experience in a similar position. Experience in the international development sector is an asset;
  • Expertise and experience with the use of different media (magazines, digital learning platforms, social media);
  • Excellent command of the English language (verbal and written) with a proven ability to rewrite technical information for non-experts;
  • Excellent computer skills in a full range of software, including: MS Office (Word, Excel, Outlook, PowerPoint), Adobe Photoshop and/or other graphics programs, digital mediums and social tools;
  • Understanding of the Rwandan Education sector is an asset;
  • Experience with working in a multicultural team;
