Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Compliance Assistance Programme (CAP) operating under the United Nations Environment Programme (UNEP) in West Asia is providing policy and technical support to West Asia (WA) Member States in complying with the Montreal Protocol (MP) for the phase out of ODS. In 2016, the Parties to the Montreal Protocol adopted the agreement on phasing down hydrofluorocarbons (HFCs) at the 28th Meeting of the Parties in Kigali, Rwanda. The amendment entered into force on first of January 2019. The main aim of the amendment is to help reduce the production and consumption of HFCs, potent greenhouse gases (GHGs), and thus to avoid global warming by up to 0.4°C this century. In order to support countries that ratified the Kigali Amendment (KA), the Preparation of Kigali HFC Implementation Plan (KIP) project was introduced and guidelines for the Prep KIP for Article 5 countries has been approved at the ExCom 87th meeting to phase-down HFCs according to the established time schedule. For Syria, the Preparation of Kigali HFC Implementation Plan project has been approved at the 88th Meeting of the Executive Committee (ExCom) of the Multilateral Fund (MLF) to prepare a comprehensive plan and achieve HFC phase-down targets. As part of the overall objective of achieving compliance with the HCFC phase-out targets of the Montreal Protocol, and pursuant to the Executive Committee’s decision, UNEP’s OzonAction Compliance Assistance Programme in West Asia is seeking to recruit a local expert to provide the technical and coordination support required to finalize the preparation of the Kigali HFC Implementation Plan as approved for Syria at ExCom-88. The consultant will be responsible for delivering the following: – Facilitate and coordinate planned surveys, interviews, and site visits in the targeted sectors and with key stakeholders to support the development of a detailed strategy for the Kigali HFC Implementation Plan. – Conduct data collection in the refrigeration and air-conditioning (RAC) servicing sector on the technician training program and certification scheme for the use of flammable refrigerants. – Collect quantitative and qualitative data at the national level regarding the mobile air-conditioning (MAC) sector. – Gather data on RAC equipment characterization and identify large HFC users to support the development of a country project portfolio on energy efficiency (EE) and good practices in operation, maintenance, and installation of RAC systems. – Collect information on mandatory and voluntary standards related to EE in the RAC sector. – Identify the number of customs officers requiring training.
Qualifications/special skills
University degree in Mechanical or Chemical Engineering, Environmental Management or any related field – required At least 10 years of experience in managing and implementing projects at the national level including proven abilities to liaise and coordinate with different national stakeholders and organize consultation meetings and events as required Demonstrated experience in data collection, surveys, and stakeholder engagement Experience in implementing Montreal Protocol Projects Experience in the ODS-using sector including Refrigeration and Air-Conditioning Sector Excellent analytical skills and reporting skills Excellent computer skills and meeting organization skills
Languages
Fluency in English and Arabic is required.
