II. PROJECT BACKGROUND/OBJECTIVES

The national Union of The Disability Organizations in Rwanda (NUDOR) was established as civil society organization in September 2010 and now has 13 national organizations of Persons with Disabilities. Through its activities, NUDOR aims to ensure that the practical needs of persons with disabilities at personal and institutions levels are fully addressed with an emphasis on empowerment.

The Promotion and Protection of PWDs’ Rights and Socio-Economic Empowerment should be designed in order to promote disability equality and empower persons with disabilities to participate in sustainable socio-economic development in Rwanda.

Overseen and supported by CBM Rwanda, NUDOR is implementing livelihood Program that improve socio-economic status of persons with disabilities through the formation of Village Savings and Loan (VSL) in all nine including Gasabo, Musanze, Kayonza, Nyaruguru, Ngororero, Ruhango, Nyanza, Rutsiro and Rusizi districts . 1,688 Saving and Loan Groups were established with 48,052 members who are persons with disabilities and care givers. Based on a project mid-term evaluation report, the project achieved significant social and empowerment benefits as well as increased resilience, asset build-up and strong group cohesion.

Based on these achieved significant social and empowerment benefits, a new project called Promoting the Employment and Socio-Economic Status of People with disabilities in Rwanda “Dukore Twigire project was elaborated to improve incomes, economic resilience and involvement in community decision-making, strengthening the access to financial services and enhanced financial skills, through the creation of Village Savings and Loans (VSL) groups and technical & appropriate soft skills training through TVETs and Community Based Trainings (CBTs). It is a 4 year- project and will be funded by CBM (Christian Blind Mission) from Germany. It will operate in 4 districts which are Bugesera, Huye, Kicukiro and Rwamagana.

It seeks to build the capacity of persons with disabilities to become more resilient and overcome the challenges they face, participating more fully in social, economic and political life. This aligns with the Rwandan Government commitment to fight global poverty, inequality, injustice and promote sustainable development, as reflected in the SDGs.

This new project will build on this success and will target:

  • 14,000 persons with and without disabilities; 90% persons with disabilities
  • 10% vulnerable persons without disabilities
  • Among 90% of persons with disabilities include 180 Youth with disabilities from 16 to 35 years old.
  • Among the 14,000 include 50% are women and girls

From existing NUDOR projects we know that more than 60% of the people with disabilities have a physical disability including visual or hearing impairment. More than 10% have a cognitive disability / learning disability and more than 10% have multiple disabilities. The remaining 20% have other disabilities such as albinism or short stature.

This project will improve the socio-economic inclusion of persons with disabilities in the districts of Kicukiro, Bugesera, Rwamagana and Huye in Rwanda.

The project intervention will focus on improving incomes, economic resilience and involvement in community decision-making, strengthening the access to financial services and enhanced financial skills, through the creation of Village Savings and Loans (VSL) groups and technical & appropriate soft skills training through TVETs and Community Based Trainings (CBTs).   

This project seeks to build the capacity of persons with disabilities to become more resilient and overcome the challenges they face, participating more fully in social, economic and political life. This aligns with the Rwandan Government commitment to fight global poverty, inequality, injustice and promote sustainable development, as reflected in the SDGs.

This project have the budget to implement the planned activities as per developed project documents including implementation plan, logical framework, MEL Plan agreed with the donor. In this regards, there is a need of hiring an experienced Monitoring, Evaluation and Learning Manager to perform the mentioned tasks to track the progress of the achieved results vis a vis the planned results and outcomes.

III. Major Functions

Reporting to the Livelihood Program Coordinator; the Monitoring, Evaluation and Learning Manager will be responsible for Monitoring, Evaluation and Learning activities of all CBM funded Projects, including:
(i) To lead the development of the Activity Monitoring, Evaluation and Learning Plan (AMELP) and its implementation;
(ii) To be responsible for overall tracking of inputs to expected results and providing learning feedback that can be used to inform the implementation of program activities;
(iii) To organize and facilitate tasks related to monitoring, evaluation, learning, and adaptive management.

IV. Major Duties and Responsibilities:

Lead the development and finalization of the Activity Monitoring, Evaluation and Learning Plan (AMELP) for the Activity in consultation with Executive Secretary, Program Coordinator and project team and adjusting the AMELP in coordination with CBM/BZM throughout the project period;

Support the development of, and data collection approaches for, baseline development and impact monitoring including SMART indicators;
Lead the implementation of the AMELP according to CBM guidance and in harmonization with NUDOR and project management standards;

  • Ensure that the Activity’ indicators and sub-activity (or work package) plans are updated into the online system for performance tracking and results-based monitoring to operate effectively and rigorously with full buy-in of project staff and stakeholders;
  • Ensure necessary templates (sub-databases) developed and staff and stakeholders trained for data collection, entry, and reporting;
  • Ensure knowledge and management information systems are well developed and operated and all VSLGs data collected by the mentors are entered into MIS;
  • Analyze all data collected and advise program management on needed program revisions;
  • Support and build capacity of the project team and stakeholders to utilize the online reporting platforms and knowledge and information management to manage the project data and performance;
  • Perform field visits to monitor activities on the ground, including monitoring and reporting on safeguard mechanisms and social policies;
  • Provide inputs and develop innovative ways for data collection, monitoring, and evaluation; lead the internal data quality assessment;
  • Provide information for the preparation of the Quarterly, Annual and regular Activity reporting to CBM and other Stakeholders including JADF and Line Ministry;
  • Carry out other assignments as and when deemed necessary by the Line Manager;

V. Profile:

Required Qualifications

Bachelor’s degree in Project Management, Management, Development Studies, Statistics;
• Prior experience with donor funded program including indicator frameworks and development and oversight of AMELPs;
• Sound knowledge in Rwanda NGO development planning process and development plans;
• Excellent knowledge of Monitoring and Evaluation, and a good understanding of Development and Project Management;
• A successful track record of at least 5 years of practical experience in M&E;
• Proven experience in data and information management and the use of prominent M&E tools and systems.
• Excellent writing and analytical skill in drafting strategies and reports in different languages;
• Profound knowledge of basic computer applications such as MS Words, Excel and Access, and statistical knowledge;
• Strong in training, rolling out ICT based tools in M&E;
• Knowledge and experience on Social Development Goals and social will be beneficial;
• Project management experience in disabilities movement will be beneficial;

Required Skills and Competencies
•Strong quantitative data collection, management and analysis skills;
• Ability to articulate technical information clearly and effectively to both technical and non-technical audiences including writing technical reports;
• Excellent written and spoken English;
• Ability to work within a multi-cultural international team;
• Good presentation, communication & interpersonal skills;
• Demonstrates NUDOR’s working principles: strive for impact, listen deeply, collaborate openly and innovate fearlessly;
