How can you make a difference?

Purpose of Activity/Assignment:

Manage, coordinate and monitor youth empowerment and Generation Unlimited activities in Rwanda

Scope of Work:

The Generation Unlimited Specialist Individual Contractor  will serve as the senior technical staff to manage the day to day activities of the GenU Rwanda program and assist different youth empowerment interventions of the Joint Youth Program.

Background:

The UNICEF Rwanda partners with the Ministry of Youth and Culture in different programs aiming to empower young people including Generation Unlimited Rwanda. Generation Unlimited is a Global multi-sector Partnership that enables the largest generation of 1.8 billion young people (10-24) to become productive and engaged members of society.

Generation Unlimited Rwanda was launched on September 3rd, 2020, in a special livestream event with Rwanda Broadcasting Agency, facilitated by young people. The Government of Rwanda committed strong leadership for the GenU initiative at the highest levels.

GenU Rwanda governance mechanism was established, co-chaired by Ministry of Youth and Culture and UNICEF, with 10 core-members from government, UN, civil society including chamber of youth entrepreneur. A landscape analysis was developed together with a Generation Unlimited Roadmap and Country Programme in early 2021.

This programme seeks to deliver on this ambitious call through partnership between Government, Private Sector, Civil Society and Young People. Generation Unlimited is founded on the belief that “nothing for the youth without the youth”, placing young people as key stakeholders in the design and implementation of solutions that will drive impact.

 Justification

The current staff compliment in the Ministry of Youth is insufficient to manage the day to day of the ambitious youth agenda and GenU, it is therefore imperative that a highly skilled and experienced individual be engaged to dedicate and help catalyze this important youth agenda.

Description of the assignment 

The GenU Specialist Individual Contractor Individual Contractor will work closely with the entire team of the Ministry of youth and culture in the implementation of different activities of the ministry.  Under the guidance of the Director General, He/She will mostly focus on the following tasks:

A) Lead, plan, monitor and report on activities of the GenU Rwanda chapter by fine-tuning existing and proposing new interventions for the program to achieve its objectives;

B) Take appropriate action as necessary to ensure that good practice of GenU Rwanda program implementation aligns with relevant government policies, including NST1 and others put in place to guide national youth transformation agenda;

C)  Work closely with the Directorate General of Youth Empowerment in the coordination of GenU Rwanda Program between implementing institutions especially in organizing necessary consultations with the identified stakeholders, ensuring a robust public/private consultation and strengthening communication that offers the appropriate balance of attention between the ministry of youth and culture and ‘external’ stakeholder (i.e. Government /NGOs/ Development partners/interest groups);

D)  Liaise with local Youth led organizations to coordinate and confirm their full involvement in the implementation of different activities of the GenU Rwanda program by establishing local level resettlement committees or alternative mechanisms for coordinating the contribution of youth led organization to the program;

E) Develop mechanisms to support the Ministry in managing different partners of the GenU Rwanda program by setting comprehensive procedures of new potential partners identification, enhancing partner’s commitment, dialogue, engagement and management.

F)  Work with the Directorate General of Youth Empowerment by providing technical assistance in the implementation of different activities of the joint Youth Programme;

G) Conduct research and develop programs designed to enhance significant acceleration of different aspects of the Rwandan Youth socio-economic transformation agenda;

H) Prepare and organize the technical and Steering Committee meetings and other necessary events to promote GenU Rwanda Chapter.

I) Identify and synthesize best practices and lessons learnt from other countries implementing GenU by conducting content gatherings related to the successful stories and mechanisms and share them with partners to be duplicated.

J) Support the Ministry to monitor youth programmes and to draft reports where necessary.

K)  Carrying out any other relevant tasks assigned by the Ministry authorities.

Deliverables

  1. Submit to the Ministry of youth and culture and UNICEF a detailed annual and quarterly work plan with activities clearly linked to each agreed task and result; at the beginning of the consultancy;
  1. Submit monthly workplans detailing concrete planned activities and outputs to be achieved;
  1. Submit monthly activity reports based on previous months’ planned activities, including challenges, lessons learnt and concrete recommendations; and
  1. Submit a final report, no later than 20 days before the end of the consultancy, summarizing the activities, outputs and results, challenges and lessons learned, as well as recommendations for the development of the national child protection case management system.

Reporting requirements 

The Gen U specialist Individual contractor will prepare and submit the following electronic reports, as appropriate, during the duration of the consultancy:

  1. Summary Monthly Progress Reports (5 pages maximum)
  2. Mission Reports from field travels
  3. Minutes of Technical and consultative meetings
  4. Final Report (End of Assignment- reflecting on how and to what extent/degree were the objectives achieved)
  5. Presented materials e.g. PowerPoint presentations etc

 Location and Duration

The GenU Specialist Individual Contractor Individual Contractor will be based in the Ministry of Youth and Culture under an 11.5 months employment contract with a possibility of renewal based on performance, priority rating and availability funding.

Evaluation process and methods

The best candidate will be evaluated and selected based on the best fit on most of the qualifications outlines above. The most suitable candidates may be invited for an oral or written interview or both.

Administrative issues

  1. Under this agreement, a month is defined as 22 working days, and fees are prorated accordingly.  Weekends or public holidays will not be paid for.
  2. The specialist will not be entitled to payment of overtime.  All remuneration must be within the contract agreement.
  3. No contract may commence unless the contract is signed by both UNICEF and the specialist or Contractor.
  4. The specialist will not have supervisory responsibilities or authority on UNICEF budget.
  5. The specialist will be required to sign the Health statement for Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance.
  6. The Form ‘Designation, change or revocation of beneficiary’ must be completed by the specialist upon arrival, at the HR Section.
  7. The contract will be signed between the specialist and UNICEF as the hiring organization. The specialist will be governed by UNICEF procurement rules and regulations.
  8. The specialist involves travel within the country, and the specialist will be reimbursed all the expenses he/she makes on accommodation, meals and communication.  UNICEF/Ministry of Youth and Culture will provide transport for field work outside Kigali.  The specialist will work on his/her own computer.   

Project management

The specialist will be working in the Ministry of Youth and Culture office in Kigali and will functionally be under the direct supervision of the Director General in the Ministry on a day to day basis and will also report to UNICEF’s Deputy Representative.

Payment Schedule

  1. The schedule of payments should be approved by the relevant authorized official at the planning stage.
  2. Payment will be made monthly upon receipt of a monthly plan and monthly progress report highlighting the achievements of the agreed deliverables. UNICEF’s monthly consultancy rate at mid- level is applicable.
  1. All payments will be linked to performance and deliverables as stipulated in the ToR and as regulated by UNICEF rules and regulations governing managements of SSA’s. 

Any other information

  • The specialist will be required to work with and support other staff/consultants that may be engaged in similar/related capacities and contributing to the development of the child protection case management system
  • The specialist will be required to provide mentorship/lateral skills transfer to Ministry of Youth and Culture staff for continuity and sustainability of systems and approaches developed during tenure of the consultancy

To qualify as an advocate for every child you will have…

Education :

  • Master’s Degree or Equivalent in Management, Economics, Development Studies, Strategic Management, Project Management, Business Administration, with a minimum of 8 years proven working experience in youth empowerment sector or
  • University degree in Economics, Development Studies, Strategic Management, Project Management, Social studies, Management, Business Administration, with a minimum of 12 years proven working experience in youth empowerment sector

Knowledge/Expertise/Skills required:
